Our diverse, energetic, and collaborative Global Supply Change Management team offers an excellent opportunity to join our dynamic growth-oriented environment in support of the Rapid Procurement department, which manages the engineering and development procurements for multiple mission areas. You will foster relationships with suppliers and subcontracts in a fashion consistent with integrated supply chain models, recognizing the role and value of each participant through the acquisition life cycle from requirements generation through product delivery, product support, and payment for products and services. You will engage in supplier performance, relationship management, strategic sourcing as well as facilitate complex business agreements in support of the various contracts.

What You Will Do:
Preparation and issuance of RFP’s
Perform cost analysis techniques in support of proposals
Develop negotiation strategies and lead formal negotiations (Price, Delivery, Terms & Conditions)
Place subcontracts/purchase orders of high complexity in accordance with all regulatory (FAR/DFARs) and corporate compliance requirements for various complex subcontract (Cost Type, Incentive Type, Firm Fixed, etc.).
Nurture professional business relationships with first tier subcontractors
Work closely with the Program and other functional groups (Operations, Quality, Engineering, etc.) to achieve objectives
Develop plans to promote cost reduction initiatives and performance improvements (technical and quality) in support of flawless supplier execution for programs
Able to support travel as needed (up to 25%)

Qualifications You Must Have:
Typically requires Bachelor’s degree and 10 years prior relevant experience or an Advanced degree and 7years of relevant experience.

U.S. citizenship is required, as only U.S. citizens are authorized to access information under this program/contract.

Qualifications We Value:
Bachelor’s or Masters’ degree in supply chain, business, engineering, or related field
Requires expert or mastery level knowledge in procurement
Project planning and management skills (ex: MS Project, EVMS)
Experience in working with development type of procurement and major subcontracts
SAP based environment experience
Experience with technical requirements of procured hardware and services – including Statement of Work (SOW) review
Experience with the International Traffic in Arms Regulations (ITAR)
Experience working with Federal Acquisition Regulations (FAR/DFARS)
Experience in written contractual authorization/vehicles (Cost Plus, Firm Fixed Price etc.)
Assess proposal compliance (FAR 15.4)

The salary range for this role is 118,000 USD - 246,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Specific benefits are dependent upon the specific business unit as well as whether or not the position is covered by a collective-bargaining agreement.
Hired applicants may be eligible for annual short-term and/or long-term incentive compensation programs depending on the level of the position and whether or not it is covered by a collective-bargaining agreement. Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.
This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
