Unemployment Insurance Tax Operations Supervisor

The Tax Operations Supervisor for the Collections and Field Units within ECO has responsibility for the management of a team of 10-15 employees. The Collections and Field Units manage several critical business functions; the collections of funds from employers who failed to pay their tax assessments on time; and the audit of employers to ensure compliance with state and federal laws regarding the employers Unemployment Insurance tax obligations. The Supervisor will also assist with the preparation of Federal Reporting. The goal is to find a leader that can lead the unit to improve the timeliness and accuracy of its business processes resulting in an increase in the dollars collected, compliance with state and federal bankruptcy laws, and achievement of US DOL performance standards.
Essential Functions
Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class.   • Evaluates operations and performance of professional staff involved in the UI Tax Program or similar tax programs in areas such as status and charge determinations, assessment activities, recording and reporting payment transactions, delinquent account status, repayment agreements, compromise of claims, identifying and/or initiating judgement activities to ensures compliance with applicable State and Federal laws and regulations.
  • Supervises two or more merit full time positions. The elements of supervision include performing the following on a regular and continuing basis: planning, assigning, reviewing, evaluating, coaching, training, disciplining, and recommending hire, termination, and promotion.
  • Ensures compliance with applicable laws, rules, regulations, standards, policies and procedures.
  • Makes recommendations such as new or revised UI processes and procedures that facilitate effectiveness and compliance.
  • Participates in the development or modification of UI program systems.
  • Provides technical UI assistance to Deputy Attorney General in litigation matters.
  • Prepares statistical, financial and/or narrative reports.
  • Uses automated information systems and computer software to research, review, evaluate, and report on financial data; and may perform quality reviews of data in systems.
  • Communicates and interacts effectively with people across cultures, ranges of ability, genders, ethnicities, ages, and races.
  • Performs other related duties as required.
Job Requirements
JOB REQUIREMENTS for Unemployment Insurance Tax Operations Supervisor
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  • One year of experience in auditing, examining, preparing, analyzing or reconciling financial accounts and ensuring compliance with applicable laws, rules, regulations, standards, policies and procedures.
  • One year of experience in preparing financial summaries and reports that clearly and accurately document findings, supporting facts and recommendations.
  • Six months experience in analyzing tax discrepancies or related problems, developing alternatives, recommending and advising on solutions.
  • Coursework, training and/or work experience in staff supervision which may include performing as a lead worker overseeing the work of others.
