Vietnam Project

Through its project in Vietnam, ICMP will work with the Vietnamese Government to improve institutional capacity to develop and sustain an effective DNA-based system to locate and identify missing persons from the Vietnam-American war. The project will provide advanced DNA extraction and testing methods adapted to the Vietnam context and implemented in Vietnam; support a long-term strategy in coordination with the government to enhance the efficacy and efficiency of human identification efforts in the context of the Vietnam-American War, and provide training and capacity building efforts in the area of human identification.



Background of the Position

The Program Officer is responsible for establishing communication channels with users and professional experts, gathering valuable information about the needs and preferences of the end-users, installation and configuration of ICMP’s in-house developed software on third party IT infrastructure.


Under the supervision of the Head of Database Software Development Unit
, the Program Officer (i DMS)'s main duties and responsibilities will include the following:


  • Support the development of needs assessments/landscape assessments of the available information/database management systems on missing persons in Vietnam.
  • Support the discussion and development of ICMP plans/proposals/concept notes with regard to the database development in Vietnam.
  • Assisting the IT Coordinator with the installation and configuration of ICMP’s in-house developed software on third-party IT infrastructure.
  • Installation of Microsoft IIS Server and corresponding components and requirements including .NET Framework and ASP.NET.
  • Configuring Microsoft IIS Server for the deployment of ICMP’s in-house developed software.
  • Deploying ICMP’s in-house developed software on Microsoft IIS Server.
  • Installation and configuration of Microsoft SQL Server.
  • Establishing and configuring Data Synchronization for Microsoft SQL Servers.
  • Restoration of previously prepared SQL Server database.
  • Updating previously deployed ICMP’s in-house developed software as requested by the Data Systems department.
  • Troubleshooting problems during installation and configuration of Microsoft IIS Server and Microsoft SQL Server.
  • Organizing and providing trainings for the use of ICMP developed applications.
  • Establishing communication channels with users and professional experts in order to collect information required for development of new applications.
  • Supporting in localizing ICMP developed applications to Vietnamese language.
  • Providing proper response to ongoing requests regarding previously deployed ICMP developed applications.
  • Provide monthly updates to the Vietnam Program Management on the development of activities and challenges.
  • Other duties as assigned.


Requirements
  • University degree in Technical Sciences or Engineering, or other related discipline;
  • A minimum of six years of related professional experience; at least two years of experience in an international organization, or national non-governmental organization or public institution;
  • Professional fluency in Vietnamese and English;
  • Experience with configuring Microsoft IIS Server;
  • Experience with Microsoft SQL Server;
  • Problem solving, organization skills and ability to think algorithmically;
  • Experience with deploying web applications to Microsoft IIS Server;
  • Excellent knowledge of Relational Databases;
  • Experience as web application developer;
  • Ability to work independently and in team;
  • Experience with writing and analyzing SQL Queries;
  • Demonstrated verbal and written communication skills;
  • Excellent knowledge of Microsoft applications, including Outlook, Word, Excel and Power Point;
  • Proven ability to interact positively with colleagues regardless of culture, nationality or gender;
  • Ability to travel at short notice and to work flexible hours including weekends and evenings;
  • Commitment to the underlying objective of helping the authorities and families of the missing to account for missing persons in an impartial and transparent manner.


This is a project funded position under Vietnam Project with initial funding until 30 September 2025 with a competitive base salary at the LES 6 level on the ICMP Vietnam salary scale, generous paid leave and extensive health insurance benefits for the incumbent and any eligible dependent.
