Risk Communication and Community Engagement (RCCE) Officer

PATH is seeking a qualified candidate to work as a RCCE officer based in Ho Chi Minh city for a multi-year USAID Strengthening Local Health Security Activity in Vietnam. The goal of the USAID Vietnam Strengthening Local Health Security (SLHS) Activity is to strengthen Vietnam’s capacity at the sub-national levels to effectively prevent, detect, and respond to epidemic-prone emerging infectious diseases (EID) through One Health (human, animal, and environmental) approaches to achieve Global Health Security (GHS) targets for zoonotic diseases (ZD), EID surveillance and response, and risk communications and community engagement (RCCE) (now called “project”)
The RCCE Officer will contribute to this goal by designing and implementing localized RCCE strategies in Southern Vietnam. He/she will report directly to the project RCCE Team lead.
Responsibilities:
  • Collaborate with the RCCE Team Lead and other RCCE Team members to implement national-level RCCE strategies at the subnational level.
  • Lead the design and execution of local RCCE activities promoting ZD/EID awareness and behavior change in Southern provinces.
  • Adapt communication materials to fit local contexts and effectively reach target groups like farmers, youth, and women’s unions.
  • Provide leadership to RCCE team members and partners for the implementation of strategies, campaigns, and workplans in Southern provinces.
  • Ensure smooth implementation of RCCE objectives and activities aligned with project goals.
  • Coordinate with the RCCE Officer in Northern Vietnam to align strategies and ensure consistent messaging.
  • Build relationships with community influencers to support accurate information dissemination.
  • Develop and manage an infodemic strategy to track and respond to misinformation in communities.
  • Train and support local RCCE teams and community change agents to engage communities and gather feedback.
  • Deliver capacity-building workshops for local RCCE teams and stakeholders.
  • Work with stakeholders to ensure consistent messaging across sectors and media channels.
  • Monitor RCCE activities and provide regular reports to assess strategy effectiveness.
  • Supervise sub-partners and RCCE officers to meet targets and objectives.
  • Lead the development of workplans and contribute to periodic reports on RCCE progress.
  • Represent PATH/SLHS in RCCE-related meetings and maintain strong relationships with stakeholders.
  • Support the project director (COP) and deputy director (DCOP) with administrative and cross-cutting tasks, along with other Team Leads.
The RCCE officer must meet or exceed the qualifications listed below.
  • Master’s degree or its international equivalent in public health, communications, social sciences, or a related field (Bachelor's degree required; Master’s degree preferred).
  • Proven track record in risk communication, community engagement, or behavior change communication, with at least 5 years of experience, preferably in a public health and animal health context.
  • Experience in project management, preferably in public health or global health security projects.
  • Demonstrated expertise in establishing and maintaining strong partnerships with a diverse range of stakeholders, including government agencies, international organizations, private sector, community organizations, and local communities, especially in rural or underserved areas.
  • Knowledge of zoonotic diseases, emerging infectious diseases, farm biosecurity including wildlife farms, and One Health approaches is a plus.
  • Demonstrated leadership, decision-making, and interpersonal skills, with a focus on community mobilization and stakeholder engagement.
  • Proficiency in English and Vietnamese, both written and spoken, with excellent communication skills.
  • Willingness to travel to provinces in Southern Vietnam as required.
  • Experience with digital tools for public health messaging and responding to misinformation is an advantage.
