BNA O&M General Partnership (BNAOM), a partnership of ACS Infrastructure Canada, Fluor Canada, and Aecon Group Inc., is seeking candidates for the Operations and Maintenance of the Gordie Howe International Bridge project.
Bridging North America (BNA) was selected to design, build, finance, operate and maintain the CAD $6.4 billion Gordie Howe International Bridge project for Windsor-Detroit Bridge Authority (WDBA) – a Public-Private-Partnership (P3). BNAOM is the OMR entity managing the Operations, Maintenance, and Rehabilitation of the Project for a term of 30 years.
When completed, the bridge will be the longest cable-stayed bridge in North America. The project includes a bridge and border crossing spanning the Detroit River and connecting Detroit, Michigan, U.S., and Windsor, Ontario, Canada, by linking Interstate 75 and Interstate 96 in Michigan with the new extension of Highway 401 (Rt. Hon. Herb Gray Parkway) in Ontario. The scope also includes building new, state-of-the-art ports of entry on both the U.S. and Canadian sides of the Detroit River as well as improvements to existing infrastructure in both Michigan and Ontario.
The Canadian Port of Entry is an approximate 53 hectare or 130-acre site and will be the largest Canadian port along the Canada-US border, and one of the largest anywhere in North America. It includes inbound border inspection facilities for both passenger and commercial vehicles, outbound inspection facilities, toll collection facilities, a maintenance facility and parking.
The US Port of Entry has an approximate 68 hectare or 167-acre site and will be one of the largest US ports along the Canada-US border and in North America. It includes US inbound border inspection facilities for both passenger and commercial vehicles, US outbound inspection facilities, commercial exit control booths and parking.
Job Summary
The Database & System Administrator will report to the Toll & System Manager, or other such person as may be designated by the CEO, and is responsible for maintaining, securing, and operating the project and BNAOM databases, systems, and servers and ensuring that data is correctly stored and retrieved. The Database & System Administrator directly supports and assists BNAOM senior management to plan and mobilize BNAOM for the Interim Operation and Maintenance period and the Operation, Maintenance and Rehabilitation period of the project.
Roles & Responsibilities
The Database & Systems Administrator will work with our team of IT professionals to implement, manage and support the servers and containers that run our company's business and project applications.
In this role, it will be important to have a service-oriented attitude and a commitment to delivering excellent solutions to our external clients. We are looking for someone with experience in process improvement who will constantly seek out opportunities for achieving greater efficiencies in our business. This position offers a broad and exciting range of technical challenges and opportunities.
KEY RESPONSIBILITIES
- Maintain the company's IT systems and technologies in general
- Develop an in-depth knowledge of the architecture and operation of specialized systems:
o Intelligent Transport System
o Security and Access Management System
o Instrumentation and monitoring system for structures
o Electrical distribution monitoring and Building Automation System
o Asset Information Management System
o Maintenance Management System
o Functional and architectural lighting management system
o Financial and accounting management system
o Emergency Management System
- Develop an in-depth knowledge of the architecture and operation of backend components:
o Local servers (Windows and Linux)
o Virtualisation technologies (VMware, Hyper-V, Docker and Kubernetes)
o Cloud platforms and services (Fabric, Power Platform, Azure, AWS and OCI)
o Internal and partner fiber optic communication network
o Office and technical applications (MS Office, Auto CAD)
o Database administration, queries, security, backup and optimisation (Oracle, MS SQL Server and Maria DB)
o Security and backup tools
o Vo IP and telephony systems (Cloud and on-premises PBX)
o Scripting languages (Power Shell, Python, Bash)
o Website administration
- Advise management on the effectiveness of planned or utilized solutions and make recommendations for upgrading or improving systems
- Select and manage external consultants and subcontractors as needed to provide specialized services and support
- Coordinate and supervise service and equipment suppliers to identify and resolve non-conformities during systems implementation leading to final acceptance of various systems and solutions
- Assist and train staff on the use of systems and equipment
- Prepare monthly, quarterly, annual and ad hoc reports in accordance with the Quality Management System (QMS) and the Technical Requirements
- Define network access rules and implement security measures to keep our company's networks and systems safe from unwanted intrusion, data leaks, and malicious activity
- Participate in safety, quality and environmental audits to ensure compliance of various safety, quality and environmental plans
- Participate in technical meetings
- Participate in drafting responses to technical issues affecting operations, maintenance or rehabilitation
- Prepare estimates and draft technical specifications for the replacement and/or installation of systems and assess the commercial implications
- Support the Toll and System Manager with budget reviews; anticipated maintenance and rehabilitation needs; useful life, service life, and residual life methodology
- Participate, collaborate, and contribute to BNAOM development and implementation of company, human resource, finance, technical, IT, tolling, contractual, operations, and maintenance policies, plans, and procedures
- Play an active role in the continuation of the safety culture on the project, making safety a natural part of all work performed
- Adhere to and support BNA’s Health, Safety & Environmental, Security, and Sustainability Policies.
- Complete safety audits and advance reporting as required
- Participate in the implementation and development of the maintenance management system (MMS) including asset inventory, incident and inspection reporting, work order development, and process flows
- Ensure the implementation of the Safety Program to all subcontractors to create a safe work environment throughout the jobsite and ensure that they adhere to the safety and record keeping requirements
- Document and report all injuries and any incidents
- Document damage or changes in condition of project assets
- Analyze situations, identify, and forecast pertinent problems and evaluate realistic options; and recommend/implement appropriate course of action
- Assist with productivity and inefficiency issues and monitor work performance and assist with automation and efficiency improvement for forms, process, plans, procedures, etc.
- Perform additional assignments as directed by the CEO, the Toll & System Manager or as required for successful mobilization, operations, maintenance, and rehabilitation
- University or college diploma in computer science or information management systems from a recognized institution
- Any combination of training and experience deemed equivalent will be considered
- Minimum 5 years of recognized relevant experience
- Working knowledge of information management systems, systems integration, networks, cloud computing and computer hardware
- Recognized expertise in toll collection system, intelligent transportation system, asset management, maintenance management, monitoring and inspection of structures, security, accounting and office automation acquired during the completion of major projects
- IT Certification e.g., MCSE, MCSA, ITIL, CCNA, etc. an asset
- Expertise in data center management and data governance
- Ability to express oneself in English
- Ability to obtain and maintain a Security Clearance.
- Ability to travel and be admissible into the United States.
- Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors.
- Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines.
- Strong attention to detail and able to work in a time-conscious and time-effective manner
- Proactive – goal orientated with the initiative to influence events positively.
