Creative Corrections is actively recruiting exceptional candidates to be considered for a CITIZEN SECURITY ADVISOR position located in Washington, DC. This will be a contract role within the U.S. Department of State. The U.S. Department of State (DOS) is the lead institution for the conduct of American diplomacy and the Secretary of State is the President’s principal foreign policy advisor. The Department of State’s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous, and secure world.
The Bureau of International Narcotics and Law Enforcement Affairs (INL) keeps Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores.
The INL Section at U.S. Embassy Quito is charged with developing strategies and programs to achieve international narcotics control, law enforcement, and justice sector foreign policy objectives. INL Quito and the Ecuadorian Ministry of Interior (MOI) require the services of a Citizen Security Advisor (CSA) to assist in building Ecuador’s capacity to minimize the impact of international crime on the United States and its citizens by providing effective foreign assistance and fostering global cooperation. The program is a collaborative effort between the United States Government and the Government of Ecuador (GOE) designed to improve capacity to prevent, mitigate, interdict, investigate, prosecute, and punish narcotrafficking and related transnational organized crimes.
This position is contingent upon award of contract for BPA Call.
POSITION OVERVIEW
TITLE: Citizen Security Advisor
LOCATION: U.S. Embassy Quito, Ecuador
SECURITY CLEARANCE: A Moderate Risk Public Trust (MRPT) is required for U.S. Citizens or Third Country Nationals (TCN). The contractor may begin work with an interim MRPT.

POSITION DESCRIPTION
The CSA will work directly under the INL Citizen Security and Drug Demand Reduction Program Specialist and provide support to develop and coordinate the implementation of technical assistance, donation, and training projects within the INL Citizen Security portfolio. The CSA will support the coordination with national and local governments, Ecuadorian National Police, and other GOE institutions to secure successful project implementation. The CSA will provide citizen security advice to the INL Citizen Security and Drug Demand Reduction Program Specialist, INL Program Officer, and INL leadership when requested. The CSA will track legal and political changes that will affect INL crime and violence prevention projects and flag relevant changes to the INL Citizen Security and Drug Demand Reduction team.
PERIOD OF PERFORMANCE
The period of performance for this order will be one (01) year from the date of award with the option to exercise four (04) one-year option periods, subject to performance, need, and funding.
DUTIES AND RESPONSIBILITIES
  • Utilizing subject matter expertise, aids in drafting a variety of technical, programmatic, funding and informational memoranda and letters; provides input to the Team Lead as a subject matter expert regarding Congressional testimony or responses to questions, press guidance and interagency, bilateral and multilateral agreements in accordance with Department policies and regulations and relevant legislation.
  • Conducts research and makes recommendations to Team Lead regarding the management of programs.
  • Reviews and analyzes policy and programmatic documents and makes recommendations based on findings.
  • Aids in conducting program reviews and assessments of new and ongoing programs and makes recommendations based on findings.
  • Assists in strategic planning for programs.
  • Aids in reviewing budgets and providing program estimates; evaluates program effectiveness in relation to the funding expended; aids in assessing USG law enforcement assistance activities to determine funding requirements and whether funding is warranted and available.
  • Support liaison efforts to within organization, other government agencies, and non- governmental organizations.
  • Constantly assesses Ecuador’s current capability to respond to citizen security challenges and makes capacity enhancement programming recommendations to INL Quito.
  • Assists the INL Citizen Security and Drug Demand Reduction Program Team in establishing, initiating, managing, and sustaining INL programs.
  • Supports INL Citizen Security and Drug Demand Reduction team by travelling across Ecuador to advance INL Citizen Security programs and support in interinstitutional coordination between national governments, local governments, Ecuador National Police, and/or other stakeholders.
  • Assist in the enhancement of Local Governments’ citizen security capacities by implementing new technologies and developing management models to ensure interinstitutional coordination.
  • Provides written input to support INL reporting requirements such as monthly activity reports and Dev Results.
  • Assists in drafting letters, cables, and other reports as required by the INL Citizen Security and Drug Demand Reduction Program Team.
  • Supports site visits as required by the INL Citizen Security and Drug Demand Reduction Program Team.
  • Assists in the end-use monitoring of INL-donated commodities to Ecuador.
MINIMUM QUALIFICATIONS
  • Third Country National (TCN) or/ and Local National (LN);
  • A Bachelor’s degree from an accredited institution;
  • Six to ten years of experience in relevant field;
  • Demonstrated knowledge of specific country issues, including specialized knowledge of crime and violence prevention, international narcotics and law enforcement, or similar type programs sufficient to ensure project work is in compliance with management policies and procedures and in conformance with the Foreign Assistance Act and other regulatory procedures and guidelines;
  • Proven knowledge of Federal policies and procedures including methods of providing assistance and the Federal budget process;
  • Ability to communicate effectively, both orally and in writing, with a wide range of players;
  • Demonstrated ability to provide advice, guidance, and consultation with regard to the interpretation and application of analysis;
  • Demonstrated professional working proficiency in Spanish (3/3).
PREFERRED QUALIFICATIONS
  • A master's degree in public policy or administration, citizen security, development management, or governance.
  • A minimum of three (3) years experience leveraging technology to enhance community policing
  • A minimum of five (5) years in a supervisory management position.
  • Demonstrated experience coordinating and working with U.S. government agencies, foreign government interagency, United Nations, or international community on security sector development programs.
  • Demonstrated experience working in Latin America or on Latin America issues.
  • Demonstrated experience working with high-level government counterparts, departments, and ministries to further program objectives.
  • Demonstrated experience working directly with the Department of State or INL in a capacity building role.
  • Demonstrated limited working proficiency in English (2/2).
LEVEL OF EFFORT
Hours for this full-time position will be the core hours of the U.S. Embassy in Quito: Monday through Friday, 40 hours per week, 8 hours per day.
POSITION LOCATION
The primary work location will be in U.S. Embassy in Quito, with frequent travel to field sites.
CLEARANCE REQUIREMENT
A Moderate Risk Public Trust (MRPT) is required for U.S. Citizens or Third Country Nationals (TCN). The contractor may begin work with an interim MRPT.
If the incumbent is a Local National, they will be required to meet security access requirements for the U.S. Embassy RSO local vetting. If applicable, badge issuance will be in compliance with Regional Security Office guidance.
This position is contingent upon award of contract for BPA Call.
