To reach people in need, WFP and partners often need to register, verify and enrol people into assistance programmes. WFP is careful about the amount of information that it requests from people and wants to make sure that all personal information that is collected by WFP and partners is managed securely and responsibly. WFP needs assurance that the right people are selected for assistance and receive the entitlements. Therefore, WFP Country Offices (CO) need the capabilities to securely collect information, verify beneficiaries and manage the enrolment and delivery processes in line with corporate standards and best practices.
This Vacancy Announcement seeks to identify suitable candidates to build a “Consultant Roster of IDM Officers” for several upcoming openings in the Region. Through this roster, WFP’s Regional Bureau in Cairo for the Middle East, North Africa and Eastern Europe (RBC) is looking to support Country Offices in the region to perform secure, timely and effective registrations, verifications, enrolments, delivery and reconciliation of entitlements. We are looking for candidates with excellent stakeholder engagement acumen, and of the highest integrity and professionalism who share our humanitarian principles and who are willing to accept positions in any of our Regional Bureau Cairo (RBC) and Country Offices. We select our roster members on a competitive basis, and we are committed to promoting diversity and gender balance. The Roster validity would be for 2 years, and assignment durations could vary from short-term (1 month) to mid-term (maximum 11 months at a time).
Job Purpose:
Ensure RBC COs’ IDM tools and processes are aligned with corporate assurance measures and Country Office context. Review the business processes, controls and business requirements related to identification, data collection and data management. Coordinate with relevant units in HQ and RBC to perform country office assessments and business process mapping to identify current gaps and needs. Ensure overall excellent service provision, end-user, and client satisfaction (COs and beneficiaries).
The key accountabilities stated below are indicative, drawn from several potential future assignments that could arise in the Regional Bureau or the Country offices.
ACCOUNTABILITIES/RESPONSIBILITIES:
  • Develop and enhance COs’ IDM vision and strategy that aligns with corporate requirements and meets local context.
  • Actively engage within CO, or with COs, RBC cross-functional units and HQ for implementation, budget management or oversight.
  • Draft and review detailed business requirements of processes related to identification, registration, verification, card and food tracking, and data management, following a Human-Centred Design (HCD) approach.
  • Provide advice on IDM best practices and appropriate tools to CO units and Country Offices and support to ensure smooth delivery.
  • Work with CO units to enhance data protection principles, including coordination for Privacy Impact Assessment
  • Coordinate the engagement between CO stakeholders and technical teams in RB/ HQ notably by coordinating product demos, answering general service questions, and actively engaging with Country Offices and relevant stakeholders.
  • Review feedback and troubleshoot the development of IDM solutions in coordination with RB/ HQ to ensure business requirements and end-user needs are met.
  • Where needed, deploy on missions to provide field support, and deliver trainings as needed.
  • Supervise the IDM teams where required.
Education:
University Degree or Advanced University Degree in international relations, business administration, computer and information systems, or other relevant academic areas.
Experience:
  • 3- 6 years of relevant progressive work experience in humanitarian or private sector.
  • Experience with designing and implementing humanitarian in-kind or cash programmes is valued.
  • Experience and ability to effectively engage and coordinate across a variety of stakeholders.
  • Experience with SCOPE and registration systems is mandatory for consultant II positions.
  • Experience with SCOPE and registration systems is desirable for consultant I positions.
Knowledge & Skills:
  • Microsoft Office, data collection tools, ETL/ELT tools, database technologies, field applications and project management methodologies is required.
  • Knowledge of the Agile SCRUM methodology is desirable.
Languages:
Fluency (level C) in English is mandatory. Knowledge of Arabic and / or French is desirable.
TERMS & CONDITIONS:
This vacancy announcement is intended to build a Roster of qualified applicants for future Consultancy opportunities in WFP. The Terms of Reference (TOR) stated here is indicative and is a generic description of typical requirements as such it is not tied to any specific open position or for any specific duty station.
