Expertise France is the public agency of French international technical cooperation. The agency operates around four priorities:

• democratic, economic and financial governance;
• security and stability of countries in crisis/post-crisis situations;
• sustainable development;
• strengthening health systems, social protection and employment.

In these areas, Expertise France carries out engineering and implementation missions for capacity building projects, mobilizes technical expertise and acts as an aggregator of projects involving public expertise and private know-how.

With an activity volume of 233 million euros, more than 400 projects in portfolio in 80 countries, and 63,000 days of expertise, Expertise France focuses its action towards France’s solidarity policy, influence and economic diplomacy.

The Technical Assistance (TA) Leader will be an expert in the energy sector, full time based in Jakarta, in charge of coordinating the TA activities in liaison with the focal points appointed by the MEMR, in order to facilitate the necessary contacts within the energy sector and with the various relevant stakeholders.
The TA Leader will have a permanent coordination role locally, in supervision of a project assistant and short-term experts as regards their organisation of work, the number of days allocated through the management of purchase orders if necessary and timing of short term activities as well as the logistical issues of their missions (transport, space, offices, equipment, etc.). He/she will be in charge of the planning of activities and the compliance with the work plan.
The team leader will be responsible for the successful achievement of the project's results.
She/he will be assisted by Expertise France headquarters by the Project Manager and also by the support departments.
More precisely, the Team Leader will have to implement the following tasks:


Project management

• Operational coordination of the project: overall supervision and coordination of the inception phase; overall supervision and coordination of the project activities and the achievement of their objectives.
• Guarantees the strategic and operational efficiency of the project: ensures the good management of resources in achieving the objectives of the project.
• Supervises the timely production of expected deliverables, both with regard to activities (mission reports) and the project as a whole (inception report, annual report, final report, etc.).
• Coordination with stakeholders: contact point for beneficiaries of activities within MEMR, and regular communication with AFD.

Strategic advice and project representation

• Proposal, adjustment and implementation of the strategic and technical orientations of the project, in particular on the basis of the proposals made by the project technical experts
• Project representation: networking with relevant actors in Indonesia; developing and maintaining excellent working relationship with local administrations and international donors;
• Representation of the project at high level events related to the project themes.

Management of the team of experts and project assistant

• Support Expertise France in the identification and selection of experts.
• Supervision of the team of experts: validation of work plans by thematic area of the project, consolidation of the overall action plan, coordination of the execution of the program of activities. This management must be done while maintaining a very high level of communication within the team and continuous evaluation of activities, with a goal to continuously improving the project management.
• Recruit and manage the project assistant who will assist the TA Leader with administrative and financial tasks.

Any other task related to the mission, at the request of Expertise France or the donor.

Indonesia has a vast renewable energy (RE) potential but is still heavily reliant on fossil fuels for its energy and power supply (more than 80% of energy and electricity mix). Renewable energy sources only account for 13% of the electricity mix, mainly through hydroelectricity and geothermal energy.
Nonetheless, Indonesia has strong climate ambitions in terms of reducing GHG emissions and developing RE (target of 23% RE in the energy and electricity mix by 2025 according to the 2014 National Energy Plan). During its presidency of the 2022 G20 summit, Indonesia has made energy transition one of its top priorities, and has committed to it by signing a Joint Statement of Just Energy Transition Partnership (JETP) with several countries, including France. The objectives of this partnership have recently been updated in the CIPP (Comprehensive Investment Policy Plan) issued in November 2023, and consist in: (i) peaking of on-grid emission below 250Mt CO2 by 2030; (ii) RE share of on-grid electricity mix of 44% in 2030; and (iii) power sector reaches net zero emissions by 2050.
The CIPP identified only 30% of the 62GW expected new builds to reach the 44% renewable energy objective of the JETP. In order to meet these crucial challenges, AFD - implementing the French commitment in the JETP - aims to mobilize 500 MEUR in the next 3-5 years under the framework of JETP. To accompany AFD’s operations in accelerating Indonesia’s just energy transition, AFD submitted an application titled “Indonesia Energy Transition Facility” (IETF) for EU Delegation Fund.
This facility will provide the necessary support to the DPL ASET (Development Policy Loan - Affordable and Sustainable Energy Transition) program cofinanced by AFD, Kf W and ADB. This loan encourages the Go I to adopt public policies and regulations to accelerate the just energy transition and IETF will support policy briefs and underlying studies to achieve the DPL matrix goal and support Energy transition as a whole, aiming at reaching JETP targets.
Expertise France (EF) is anticipated to take on the role of providing technical assistance to the MEMR under the IETF program to support the DPL ASET and is currently seeking to recruit a Technical Assistance (TA) Leader to oversee the implementation of these activities for 5 years, starting in January 2025.
The main topics covered by this technical assistance will be:

• Island/province decarbonation,
• Operationalization of an ESG Framework for the energy sector,
• Bioenergy,
• Hydrogen,
• Just energy transition.

Qualifications et compétences/Qualifications and skills

• At least a Master’s degree in Energy related subject including Engineering, Politics and Public Relations, Economy, Chemistry, Statistics and Modelling, Social Sciences and Economics;
• Excellent knowledge of regional and national energy sector issues, including the energy main actors and consultants;
• Good understanding of Indonesia's general political environment,
• Excellent spoken and written English; knowledge of French and Bahasa would be an asset;
• Excellent interpersonal competencies, ability to take initiative and to work in a fast track and in an intercultural environment;
• Strong interpersonal skills and capacity to coordinate and work with others;
• Capacity to work autonomously with a strong sense of teamwork (i.e. maintaining fluent communication channels with the rest of the team);
• Capacity to work in distant teams;
• Strong organisational skills.

Expérience professionnelle/Professional experience

• At least ten years’ experience in energy sectors reform,
• At least one experience working on power sector aspects,
• At least three years’ experience in working in the field of international cooperation;
• Proven experience in managing project with donor’s procedures;
• Proven experience of working in Indonesia or in South-East Asia.

The signature of the contract between Expertise France and the team leader will depend on the signature of the contract between Expertise France and its donor.

Working conditions: The expert will be based in Jakarta, Indonesia for the duration of the project. Occasional missions to Paris, France.
