Facilities Management Officer (Field Activities)

Organizational Setting
The Infrastructure Services (CSLI) within the Logistics Services Division (CSL) are responsible for the maintenance of the headquarters premises and for providing services to FAO employees. CSLI also assists FAO Decentralized Offices in facilities maintenance, technical projects, infrastructure activities and technically innovative systems to reduce their carbon footprint. CSLI also coordinates the special safety projects funded by the Government of Italy, which involve upgrading the headquarters buildings to the current safety norms. In addition, it drives the implementation of the Corporate Environmental Responsibility Strategy within headquarters and Decentralized Offices.
The post is located in the Corporate Logistics and Operational Support Team of the Infrastructure Services (CSLI) within the Logistics Services Division (CSL) at FAO headquarters, Rome, Italy.
Reporting Lines
The Facilities Management Officer (Field Activities) reports to the Senior Facilities Management Officer/Head of CSLI.
- Provide technical support for construction works for field projects and Decentralized Offices.
- Review technical specifications for tenders of construction works in the field.
- Provide technical support for office renovations of Decentralized Offices.
- Act as project manager for specific renovation works.
Provide technical support in connection with programmes/projects related to infrastructural and facility management projects in Decentralized Offices and provide technical backstopping, in particular for the administration of physical operations.
- Analyse and advise on the planning, design, construction and maintenance of major systems and facilities, as well as other engineering activities.
- Evaluate, review and revise project documents, ensuring that proposed design specifications are accurate, sound, feasible and cost-effective.
- Recommend solutions to complex and unusual architectural and engineering problems.
- Keep abreast of significant trends and improvements in methods and equipment through relevant engineering literature.
- Lead teams in studying critical problems related to the design or construction of systems and facilities, recommend solutions to specialized issues.
- Coordinate and ensure initiatives under the Organization's work on Corporate Environmental Responsibility to reduce emissions, increase efficiency, and integrate sustainability into the Organization's daily operations.
- Participate in planning missions, serving as a technical adviser to committees or at international meetings.
- Collect and analyse data to identify trends or patterns, providing insights through graphs, charts, tables and reports. Utilise data visualization methods to support data-driven planning, decision-making, presentations and reporting.
- Perform other related duties as required.
- Conduct technical studies and develop guidelines and procedures for planning and streamlining administrative and technical processes of the field infrastructure projects.
- Provide technical support for the execution of construction and technical infrastructure work in the field, in cooperation with focal points and Decentralized Offices, ensuring adherence to work safety and security laws and country standards.
- Liaise with security focal points at headquarters and Decentralized Offices to update procedures for field office infrastructure work in accordance with local safety and security rules and regulations.
- Liaise with FAO Security Service and Decentralized Offices for the implementation of infrastructural security measures.
- Travel to work sites as necessary to assess technical requirements, prepare construction and bidding specifications as well as design and monitor work progress in compliance with the design.
- Prepare cost estimates for infrastructural field projects and monitor the budget for each project.
- Prepare tender specifications for construction and maintenance services for field projects and monitor the execution of works.
- Act as project manager also for specific renovation projects in headquarters.
- Release contractual performance acceptance tests by certifying quality and quantity of construction materials, when applicable.
- Advise on, and contribute to the preparation of the biennial budget.
- Research and study application of new construction materials and technologies and development of improved methods and equipment and develop actions with FAO staff and/or contractors to achieve cost savings.
- Act as contract manager for concessionary contracts.
- Act as an alternate to the Senior Management Officer during his/her absence.
- Perform other duties as required.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
- Advanced university degree in civil engineering, architecture or related fields.
- Seven years of work experience in facilities management, including maintenance contracts.
- Working knowledge (proficient - level C) of English and limited knowledge (intermediate - level B) of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

- Work experience in more than one location or area of work, particularly in field positions, is desirable.
- Relevance of experience in infrastructural project management, maintenance and construction activities for office premises.
- Relevance of experience in infrastructural projects in developing countries environment, including knowledge of relevant laws and standards in the field of work safety, security and environment.
- Relevance of experience in procurement of outsourced facilities management services.
- Strong written and oral communication skills in English and Italian on technical issues.
- Demonstrated supervisory capability.
- Extent and relevance of experience in facilities management, maintenance and technical systems for very large office premises, particularly in Italy.
- Relevance of experience in the European facilities management environment, including knowledge of relevant laws also in the field of work safety and security.
- Extent and relevance of experience in reading architectural layouts, interior design and maintenance-related issues in large office buildings.
- Knowledge of the United Nation (UN) system rules, policies and practices related to procurement of outsourced facilities management is considered an asset.
- Working knowledge (proficient - level C) of Italian is considered a strong asset.
- Extension of fixed term appointments is based on certification of performance and availability of funds
