Organizational Setting

The Fisheries and Aquaculture Division (NFI) is responsible for the economic, social, institutional, governance and policy aspects of FAO's activities related to fisheries and aquaculture and their development, with particular emphasis on human well-being, food security and poverty reduction; post-harvest utilization, marketing and trade with due regard to the protection of the environment, food security and the well-being of fishery communities; collection, compilation, validation, trend analysis and dissemination of the best available and up-to-date fishery statistics and for the syndication of the FAO information on all aspects of world fisheries and aquaculture. The Division is also responsible for FAO's activities related to the management and conservation of the living aquatic resources used by fisheries and aquaculture, including the biodiversity and ecosystem maintenance, with particular emphasis on the most vulnerable and threatened species and habitats; management of responsible fisheries and aquaculture in accordance with management standards and best practices; development of fisheries technology, with due regard to the protection of the environment, food security and the well-being of fishing communities, including the safety of fishers and fishing vessels.
The post is located in the Fisheries Global and Regional Processes Team (NFIFP) within the Fisheries and Aquaculture Division (NFI) at FAO headquarters in Rome, Italy.

Reporting Lines
The Fishery Officer (Training Coordinator) reports to the Senior Fishery Officer/Team Leader, Fisheries Global and Regional Processes Team (NFIFP).
Technical Focus
The Fishery Officer (Training Coordinator) supports the coordination and implementation of activities and initiatives related to the delivery of GCP/GLO/1236/ROK: NFIFP's Global Training Programme (GTP) under the Global Capacity Development Programme to support the implementation of the 2009 FAO Agreement on Port State Measures (PSMA) and complementary instruments and tools to combat IUU fishing (Illegal, unreported and unregulated fishing). The planning, organization and delivery of GTP courses as per the training prospectus and training material. The further development and update of the GTP, of the Training Prospectus and of training material. Additionally, the Fishery Officer (Training Coordinator) supports the implementation of other components of the Global Capacity Development Programme, in particular those related to training and capacity development, as necessary.

Research, technical analysis and project related services to support the delivery of programme projects, products and services.
Key Functions
  • Researches, analyses and provides access to fisheries and aquaculture technical, social, economic, environmental, institutional and technology related data, and information and/or related policy issues to support the delivery of fisheries and aquaculture programmes, projects, products, publications and services.
  • Produces a variety of technical data, statistics, information and reports, as well as input for technical documents and web pages.
  • Provides technical, statistical, and/or analytical services on various studies, projects and initiatives, and/or assessments; provides technical backstopping to field projects.
  • Participates in the development of improved/updated technical, statistical and/or analytical tools, methodologies, systems, databases and/or key social/economic/environmental/ nutritional and/or early warning indicators, etc.
  • Participates in multidisciplinary teams and/or leads working groups/teams; collaborates with other Divisions/Offices/Centres on work groups and committees and promotes best practices.
  • Collaborates in, provides technical backstopping to and ensures the quality/effectiveness of capacity development activities within Members, such as organizational development and individual learning events, including preparation of related information, learning materials and on-line tools.
  • Promotes knowledge sharing and best practices at international meetings and conferences and influences partners in stakeholder consultations.
  • Supports resource mobilization activities in accordance with the FAO Strategic Framework.
Specific Functions
  • Supports the coordination of initiatives related to the planning, organization and delivery of training courses under the NFIFP's GTP as part of the Global Capacity Development Programme in support of the implementation of international fisheries instruments and tools.
  • Contributes to the drafting and preparation of related training and communications materials, analyses requests for assistance, supports the organization of meetings, capacity development activities and awareness-raising activities related to the GTP.
  • Facilitates synergic coordination for the delivery of courses under the GTP in collaboration with other technical divisions of FAO, international organizations and academic institutions, as appropriate.
  • Contributes to the updates and maintenance of the PSMA (Port State Measures Agreement) Capacity Development Portal in support of global coordination for capacity development initiatives with a specific focus on training.
  • Supports planning, coordination and delivery of training courses at national level under the Global Capacity Development Programme/ NFIFP.
  • Liaises with RFMOs (Regional Fisheries Management Organizations), academic institutions and other relevant stakeholders training initiatives implemented at regional level to combat IUU fishing with a view of coordinating support provided to developing states to enhance their capacity to improve compliance.
  • Supports the implementation of other components (policy, regulatory, institutional and operational) of the Global Capacity Development Programme and its extension thereof, as necessary.
  • Supports project management through contributing to drafting of project proposals and project reporting, the preparation and monitoring of budgets, coordination of activities, etc.
  • Represents FAO in meetings and conferences, relevant to all of the above, as required.


CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
  • Advanced university degree in fisheries, fisheries resources management, fisheries law, ocean science, maritime affairs, capacity development or related fields.
  • Five years of relevant experience in fisheries enforcement, fisheries monitoring, control and surveillance (MCS), combatting IUU fishing, capacity building or other field related to international fisheries training.
  • Working knowledge (full proficiency - level C) of English and intermediate knowledge (intermediate proficiency - level B) of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills
  • Work experience in more than one location or area of work, particularly in field positions.
  • Extent and relevance of experience and knowledge in planning and supervising work related to fisheries management, MCS, enforcement, training, capacity building and combatting IUU fishing.
  • Extent and relevance of experience in providing technical advice on fisheries management and combatting IUU fishing.
  • Depth of familiarity with fisheries sector in developing countries and experience with combatting IUU fishing.
  • Extent and relevance of experience in organizing international fisheries training and capacity development.
  • Ability to analyse complex fisheries management issues from an international point of view.
