Head Cloud Migration Services(Singapore & Malaysia)

Job Summary
If you are not an engineer, cannot code, and are unable to motivate the organisation on the benefits of cloud, this role is not for you.
This role is for the engineering leader fluent in cloud services and workloads with an entrepreneurial spirit and an inspiration to all aspiring engineers. The role requires the individual to own the cloud pipeline for the bank world-wide and champion the workload migrations and deployments to cloud.
The ownership of cloud migration services is to drive the consumption on cloud meeting our commitments with the cloud service providers ensuring that we meet consumption targets while ensuring the value creation and benefits for the bank.
The role is pivotal to drive the workload migration and deployments on the cloud, working closely with CIO application teams to make the migration process easy and efficient.
RESPONSIBILITIES
Strategy
  • Own, maintain and manage the cloud migration strategy for workloads
  • Be the primary interface with CIO application teams to deploy and migrate workloads to cloud
  • Engage external community such as cloud service providers to drive strategic value and innovation for the bank and continuously identify opportunities
  • Partner with CIO application teams to empathise with challenges and drive tangible improvements for the cloud platform
  • Support the banks strategy to consolidate the data centre footprint and enable migrations to cloud
Business
  • Own, maintain and manage the cloud pipeline for the bank across all cloud service providers
  • Support the cloud migrations to generate value for the bank and drive the ROTE
  • Forge trusted partnerships with domain architects and CIO application teams to drive the migrations to cloud
  • Work with architects and engineers and co-create the designs for cloud migrations aligned with cloud platform and patterns
  • Identify new and upcoming requirements to support workloads and work closely with platform engineering teams to enable the required capabilities
  • Take continuous feedback from architects and engineers and improve the platform to enable faster migrations
  • Find automated solutions for application and data migrations to cloud, prevent manual solutions
  • Unlock innovations (technical or otherwise) to delight our business partners
  • Be responsible for the cloud consumption targets

Key Responsibilities
Processes
  • Work with Technology Governance to issue appropriate policies, procedures and quality checks for operating and servicing cloud workloads across the bank
  • Have awareness of and understand the relevant regulation for the markets in which the bank operates such as sovereignty and resilience.
  • Ensure compliance with Standard Chartered governance frameworks and challenge them where appropriate.
  • Keep program management teams in-tune with statuses and risks during change delivery

Risk Management
  • Comply with organisation risk management framework
  • Partner with CIO application engineering teams to reduce risk and prevent manual solutions
  • Work closely with risk counterparts across technology, cyber and other areas for safe deployment of workloads to cloud
Governance
  • Ensure the value determination & realizations for workload migrations to cloud
  • Ensure compliance with all applicable SC governance frameworks
  • Adhere to and optimise cloud governance frameworks and processes
  • Stay aware of changing regulatory landscape so that we can proactively manage the emerging requirements for workloads
  • Ensure compliance with the highest standards of regulatory and business conduct and compliance practices as defined by internal and external requirements. This includes compliance with local banking laws and anti-money laundering regulations and guidelines

  • Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matter.
  • Responsibility for risk, control and Conduct in the function and providing oversight over the risk, control and Conduct in the function.
  • Responsibility for adherence to the Mandatory Conduct Requirements and demonstrating positive risk, control and Conduct behaviours as part of their role. Examples include:
o Timely escalation and proactive management and mitigation of risks and issues.
o Sharing lessons learnt with colleagues to prevent future errors.
o Raising concerns and dealing with mistakes in a timely manner and encouraging others to speak up.
o Cooperating fully with requests from regulators and Group Internal Audit.
o Promoting an inclusive culture, encouraging colleagues to act ethically, learn from mistakes, and set the right example to their teams.
o Responsibility to conduct and complete the Mandatory Conduct Affirmation (MCA) annually, as part of the year- end review to affirm the following:
o Risk & control and Conduct behaviours have been considered and assessed as part of continuous performance management.
o Colleagues approach to risk, control and Conduct was considered when making Total Variable Compensation (TVC) proposals during year-end review.
o Responsibility for recognizing and providing positive feedback through feedback 365 channels and Going the Extra Mile (GEM) award
