The position is to manage both the delivery and operations of all Technology systems and applications. It also evaluate new technology and make recommendations on technological solutions.


Key Accountabilities Reporting to Chief Executive Officer for the following responsibilities:

• Own and drive overall project delivery in line with the IT portfolio and release plan, ensuring on time delivery within the allocated budget;

• Identify business needs and articulate it through business requirements, functional specifications and acceptance criteria documents;

• Own and drive solution design, build and integration in line with IT standards across domains for projects and enhancements;

• Own and drive overall Test strategy, lifecycle and disciplines across projects and enhancement;

• Drive continuous improvement in project management, business analysis, solution development and testing;

§ Manage vendors and relevant governance supporting the design, build and integration activities;

• Ensure the service delivery meets business and customer expectations and relevant KPIs and service levels are met or exceeded;

• Responsible for management, escalation and resolution of all technology incidents (S1 through S4) and service requests; manage appropriate support engagement with the Change team where necessary;

• Manage the data center and the hosted services and IT Assets;

• Develop the capacity plan for both infrastructure and applications to meet current and forecasted growth needs;

§ Manage process and reporting for incident, problem, change, release, asset, configuration and related functions within Technology (including metrics and reporting to Management and regulator);
§ Manage BAU maintenance including monitoring, recovery, tracking and continuous improvement of operations for all infrastructure and applications;

• Ensure round the clock support for all critical systems is in place and drive continuous improvement

Position Deliverables

• Ensure the solution is implemented as designed and tested, scalable, robust and resilient.

• Create reusable development methods, standards, controls and testing methods to continuously deliver better on each project and provide value to the business, in cost, accountability and delivery time.

• Ensure smooth operation and adequate system capacity of the mission-critical IT systems to meet operational requirement.

• Establish procedures and controls for verifying the performance of the systems to ascertain that the systems have functioned properly.

• Establish an IT Disaster Recovery Plan for all mission-critical IT systems, including the provision of IT Disaster Recovery facility and procedures for system backup and disaster recovery.

Technical Competency

• Possess strong technical foundation with sound business knowledge of an Exchange.
• Familiarity with information management practice; with a sound technical background; equipped with strong knowledge of the policies, methods and procedures of the field of information technology.
• Demonstrated leadership ability and is conversant with the operations of the Technology unit.
• Knowledge of business re-engineering principles and processes.
• Demonstrated ability to think “out of the box” in solving problems and is not hampered by current processes or existing structures in devising solutions.
