Job Summary
The Wealth and Retail Banking (“WRB”) Chief Credit Officer (“CCO”), ASEAN & Country Credit Head (“CCH”), Singapore at Standard Chartered Bank is responsible for the oversight of financial and non-financial risks related to the WRB credit portfolios in 5 markets across ASEAN (i.e., Singapore, Malaysia, Vietnam, Indonesia and Brunei Darussalam) as CCO and managing the credit risk profile of the WRB client portfolio in Singapore as CCH, while supporting business growth objectives. This is a key MD role within the senior leadership of Standard Chartered Bank that reports directly to the Chief Risk Officer, WRB&GCNA. The role is based in Singapore, which is the location of Standard Chartered’s finance hub in ASEAN and requires broad experience of commercial banking and lending across consumer, wealth management and small-to-medium size business segments.
RESPONSIBILITIES
Strategy
  • Inform the development of Singapore (“SG”) & ASEAN WRB business plans with the provision of cost and impairment forecasts and a balanced judgement on the external environment.
  • Supervise the ASEAN CCHs and Country Risk Managers to inform the development of business plans with provision of cost and impairment forecasts and balanced judgement of the external environment.
  • Lead the WRB Risk strategy and agenda and oversee the strategy execution in SG & ASEAN markets.
  • Lead the teams to achieve sound management of all aspects of risk.
  • Embed innovation, digitisation and analytics and drive the digital agenda relating to Risk and leveraging on advance tool for risk management.
  • Represent and challenge the WRB Risk function in relevant committees or management forums.
  • 2LOD oversight of collection and recoveries to maintain collections effectiveness within plan/expectations. Joint accountability to ensure proficiency of collections and associated strategies are aligned with financial targets and continuously advanced.
  • Operate with full end-to-end accountability for credit loss performance. This means accountability for any activity that may impact credit loss performance including but not limited to: operational processes, external vendor processes, risk management strategies and decisioning tools, product policies and features, and regulations.
  • Responsible for risk related disclosure to regulators, investors, analysts and rating agencies (such as annual and interim results, Pillar 3 and ensure they are compliant with applicable regulatory requirements).
  • Contribute to the development of performance management and remuneration processes, in order to encourage the development of an appropriate risk culture and discipline.

Key Responsibilities
Business
  • Communicate the strategic intent and collective agenda for the WRB Risk function.
  • Align strategy of the WRB Risk function with business strategy and WRB Credit Risk Appetite and supervise the Country Risk Managers in overseeing its execution in WRB across SG & ASEAN region.
  • Maintain and develop risk capabilities and skills to meet ongoing business needs and plans.
Processes
  • Supervise all processes where a member of the WRB Risk function is the identified first line process owner.
  • Ensure effective management of operational risks within the Function and compliance with applicable internal policies, and external laws and regulations.
  • Demonstrate end-to-end ownership of risk management decisioning tools and processes.
  • Continuously improve the operational efficiency and effectiveness of risk management processes
People & Talent
  • Employ, engage and retain high quality people to ensure a sustainable pipeline of talent for the SG & ASEAN region.
  • Define an organisation structure aligned and scaled to the risk control needs of the WRB Risk function, balancing Group & local requirements as necessary.
  • Set and monitor job descriptions and objectives for direct reports and provide feedback and rewards in line with their performance against those responsibilities and objectives.
  • Uphold and reinforce the independence of the WRB Risk function.
  • Ensure the provision of ongoing training and development of the WRB Risk function's people, and ensure that holders of all critical functions are suitably skilled and qualified for their roles
  • Lead through example and build the appropriate culture and values within the WRB Risk function and across the wider organisation
Skills and Experience
Risk Management
  • Assess the credit risk profile of the SG & ASEAN WRB business and maintain alignment with risk appetite by rebalancing of risks or controls that may be required in response to internal and external factors.
  • Initiate, at least annually and with guidance from Group specialists, a stress test and scenario programme, review the results and assess their implications.

  • Ensure that effective management response plans are in place to respond to extreme but plausible scenarios.
  • Uphold the integrity of risk/return decisions, by challenging business and control function heads to demonstrate that risk origination and control decisions are properly informed and consistent with strategy and risk appetite.
  • Direct appropriate response to material events or other risk issues that come to the role holder’s attention.
  • Ensure risk identification, measurement and modelling capabilities are objective, consistent and compliant with applicable regulations.
  • Ensure business and product heads understand and accept their credit risk management responsibilities.
  • Maintain an open and cooperative relationship in dealings with regulators.
Governance
  • Align the strategy of the Risk function with business strategy and risk appetite and oversee its execution.
  • Maintain the overall Enterprise Risk Management Framework for the Group and oversee its effective application for SG & ASEAN markets.
  • Ensure that the countries consistently and effectively follow the Group’s standard Risk Committee structure. Wherever possible attend country risk committees as an observer/advisor.
  • Monitor the performance of Country Risk Managers in ensuring that the business heads, first line process and all Risk Framework owners understand and accept their risk management responsibilities.
Regulatory & Business Conduct
  • Display exemplary conduct and live by the Group’s Values and Code of Conduct.

  • Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.
  • Exercise authorities delegated by the Board of Directors and Group and act in accordance with Articles of Association and all regulatory and corporate governance requirements.
  • Execute director responsibilities to entities, where appointed as a Director for any subsidiaries in the SC Group, to ensure effective oversight and governance in line with local laws and the Group’s polices and risk frameworks.

Our Ideal Candidate
  • University education in Finance/ Economics-related disciplines or such other appropriate educational attainment;
  • Market Knowledge: Substantial experience at the highest level in the banking industry across multiple credit cycles, including demonstrated success in a similar role;
  • Business Strategy and Model: Sharp business acumen (including ability to assess risk and appropriate levels of return), strong leadership qualities, excellent interpersonal skills and multi-cultural awareness and sensitivity;
  • Risk Management and Control: Demonstrated track record in successful management and ability to manage risk in geographically dispersed and highly varied product base. Expertise in process design and control;
  • Regulatory Framework and Requirements: Awareness and understanding of the regulatory framework in which the firm operates, and the regulatory requirements and expectations relevant to the role; and
  • Non-technical Skills: Significant relationship management experience with external stakeholders at the most senior levels, including regulators and rating agencies.
