Context:
The International Organization for Migration (IOM) is dedicated to enhancing the
Humanitarian-Development-Peace Nexus by integrating our humanitarian, transition, recovery,
and development portfolios. This comprehensive, people-centric approach addresses the root
causes of vulnerability, resolves displacement issues, and promotes sustainable development.

Community-Based Planning (CBP) is a core methodology that supports outcomes from
humanitarian aid to development. It empowers local actors, governments, and displaced
populations, fostering resilience and self-reliance. Recognized by the UN and aligned with IOM’s
Strategic Objective 2, CBP is critical for achieving meaningful participation and inclusion of
Internally Displaced Persons (IDPs) and local communities. The recent launch of IOM’s CBP
Manual, along with training workshops and pilot projects, underscores the potential for
expanding and adapting CBP across diverse contexts, particularly urban settings.


Under the overall supervision of the Chief, Transition and Recover Division and the direct
supervision of the Livelihoods and Resilience Officer from the Peace and Recovery Division, the
Community Driven Development Officer will develop and deliver capacity-building activities,
provide technical expertise and support to country offices, design and deploy CBP tools,
conduct field visits, and engage with stakeholders to ensure the effective implementation and
harmonization of Community-Based Planning methodologies across diverse contexts.

Core Functions / Responsibilities:
1. Develop and deliver capacity-building activities, workshops, and training sessions on CBP
methodologies for staff, partners, and government officials.

2. Provide technical expertise and support to country offices on the implementation and
adaptation of CBP tools and methodologies.

3. Design, refine, and deploy practical tools and guidelines for effective community-based
planning and engagement.

4. Conduct field visits to support the implementation of CBP activities and provide on-site
technical assistance and training.

5. Lead the development and standardization of the CBP methodology and toolkit by reviewing
academic literature, policy documents, and local legislation.

6. Develop training packages for local authorities by reviewing local policies, creating
mechanisms, and facilitating the integration of Community Action Plans (CAPs) into local
recovery and development frameworks.

7. Monitor and assess the effectiveness of CBP interventions, providing recommendations for
improvement and ensuring best practices are followed.

8. Prepare and disseminate reports, including donor reports, information products, and visibility
materials, ensuring compliance with donor and IOM requirements.

9. Support the harmonization of CBP approaches across different country offices to ensure
consistency and effectiveness.

10. Engage with stakeholders, including local authorities, community-based organizations, and
other partners, to promote and coordinate CBP activities and initiatives.

11. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
  • Master’s degree in Social Sciences, Community Development, International Development,
Anthropology, Public Policy, or a related field from an accredited academic institution with five
years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.
Experience
  • Extensive experience in social science or policy-oriented research, including the development
of methodologies and analysis.

  • Extensive experience with urban-related migration and displacement opportunities and
challenges, particularly those facing both migrant communities and urban governments and
local service providers.
  • Experience in practical management of local/community-based programmes and/or supporting
local authorities in policy development processes that are inclusive of migrants, displaced
people, and all community members.
  • Experience in the international development system in the context of migration and sustainable
development; and,
  • Operational experience in community-based programming, public participation, citizen
engagement/inclusion, participatory policy development, inclusive urban or public planning, or
design thinking. Skills
  • Proven track record in conceptualizing and developing community-based tools and designing
and delivering trainings for local authorities, utilizing interactive engagement tools and
methodologies;
  • In-depth understanding of and expertise in training and training of trainers (TOT) methodology;
  • Strong knowledge of participatory, public engagement approaches to local governance,
including development, local policy development, and urban planning;
  • Proficiency in the full Microsoft Office suite, including Power Point;
  • Excellent interpersonal and communication skills, ability to elaborate and visualize new
concepts and design ideas;
  • Attention to detail, excellent planning and organizational skills, ability to work independently,
and meet deadlines; and,
  • Excellent written and oral communication skills with multicultural and geographically diverse
audiences. Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be
fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of another
official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process,
which may include written and/or oral assessments.

Competencies will be assessed during a competency-based interview.
Other:
Internationally recruited professional staff are required to be mobile.
