Every year, millions of people around the world go missing as a result of conflict, human rights abuses, disasters, organized crime, irregular migration, and other causes. This is a complex global challenge that can be tackled effectively through cross-cutting programs that address a variety of difficult, interconnected issues.
The International Commission on Missing Persons (ICMP) is a treaty-based intergovernmental organization with Headquarters in The Hague, the Netherlands. Its mandate is to secure the cooperation of governments and others in locating missing persons from conflict, human rights abuses, disasters, organized crime, migration and other causes and to assist them in doing so. Position Background
Within the mission of ICMP, Civil Society Initiatives unit (CSI) work with families of the missing to enable them to acquire the knowledge needed to actively participate in the process of accounting for their missing relatives. Civil Society Initiatives (CSI) encourage the active participation of civil society, and particularly the families of missing persons. It does this through education, training and the provision of grants aimed at empowering family members and others.
As the number of missing persons increases, (recent public number 52,000) more and more family members decide to join forces and formalize their efforts in finding the information about their loved ones. Therefore, there is a need to start building their capacities at the very beginning, as unfortunately the process of finding missing persons lasts for a long period of time.
In addition, there is also a need to enhance the capacities of already existing organizations as there is always room for improvements and providing different perspectives and choices in their development.
The purpose of enhancing capacities of CSOs and FAs dealing with the issue of missing persons is to make them strong, sustainable organizations, able to communicate articulated message about this issue to their government, citizens, media, international stakeholders and above all, to make sure that they are in the equal dialogue with their respective government in order to ensure their full commitment and engagement in the process of finding missing persons.
ICMP’s Civil Society Initiatives announcing call for consultants (organizations or individuals), experienced in capacity building and organizational development for CSOs, able to deliver series of training, workshops, consultations for the Family Associations of the Missing Persons and CSOs working on the issues of the missing persons.
The Consultant’s responsibilities will include:
- Based on the proposed modules (see other conditions), present full proposal including proposed methodology, profile of the trainers involved, proposed timeline for implementation of the modules, MEL methodology (develop evaluation and monitoring baseline in order to measure progress of the beneficiaries (before/after baseline) and full budget including fees, logistical costs for preparation of the training/workshops (logging, transport for the participants, venue, etc.) and any other costs that may occur.
- Meet and profile FAs/CSOs.
- Conduct agreed modules in the form of the proposed methodology.
- Prepare final report, evaluation baseline and recommendations for follow up activities.
Requirements:
- A relevant qualification in social science, business management or related field.

Minimum of 10 years of professional work experience in given field.
- Excellent knowledge of the issues related to the capacity building and organizational development.
- Background and the context of Ukraine, in which FAs were created.
- Communication skills, making sure trainings, workshops, consultations are educative, useful, constructive, perspective opening for future activities of FA’s.
- Excellent knowledge of NGO scene in Ukraine (and if possible, abroad, in terms of fundraising possibilities).
- Ability to present all required documents in English language.
- Ability to report and communicate with CSI Ukraine staff in English language.
Expected start date: As soon as possible.

The duration of this consultancy will be from November 2024 to March 2025. The total amount for the consultancy is $40,000 USD. Payment will be made in four installments and within thirty (30) days or earlier of ICMP approving the invoice for payment by bank transfer.
