ICITAP End Use Monitoring Advisor-Ukraine

POSITION SUMMARY:
Amentum is seeking a qualified candidate to serve as End Use Monitoring Advisor in Kyiv, Ukraine. This position will be responsible for implementing and supervising an End Use Monitoring (EUM) program for equipment donated by the U.S. Department of State’s Bureau of International Narcotics and Law Enforcement Affairs (DOS/INL). The program is designed to verify that articles or services transferred by the United States Government (USG) to foreign recipients are used in accordance with the terms and conditions of the transfer agreement or other applicable agreement(s). The EUM Advisor will work closely with INL partners to inspect, track, and report USG-donated and supplied equipment provided to Ukrainian Government partners, including the National Police of Ukraine and the State Border Guard Service of Ukraine. Inspections will be conducted following INL procedures and best practices.
JOB DUTIES AND RESPONSIBILITIES:
- Manage a team of local ICITAP Ukrainian staff to execute onsite EUM inspections.
- Conduct on site EUM inspections through planned/coordinated visits to Ukrainian partner agencies’ installations to verify in-country receipt and proper use of EUM-designated articles.
- Complete assigned EUM inspections each calendar year at over 100 locations across Ukraine. EUM inspections may require work to be conducted independently from other ICITAP program functions.
- Coordinate secondary means inspections of all EUM-designated assets currently located in non-permissive environments (i.e., close to the frontlines or otherwise inaccessible) by working with local law enforcement counterparts.
- Identify the location of missing or destroyed assets, working with local law enforcement counterparts to perform a secondary means inspection.
- Record all primary and secondary means inspection results in ILMS, a US Embassy digital asset management system, and observe and report to DOS/INL proper use and/or any potential misuse or unapproved transfer of U.S.-origin articles.
- Identify and update data discrepancies in ILMS, including disposition or retirement of assets deemed past useful life or identified as missing, damaged, destroyed, or stolen, per the updated INL EUM standard operating procedures.
- Tag all new assets identified by INL to be donated to the Ukrainian government. Tagging includes inspecting items on arrival, accepting the delivery, coordinating acceptance and signature documents for the vendor, counting items which are otherwise not designated for EUM, physically tagging items which are designated for EUM, photographing all items, and ensuring all additional requirements are fulfilled as per the procurement contract or transfer letter.
- Prepare written and oral EUM reports to the INL EUM team in Kyiv through designated Embassy reporting procedures on a weekly basis; create consolidated annual EUM reports for submission to ICITAP and INL counterparts in Washington, DC.
- Report to both the ICITAP Ukraine Mission Advisor and INL Kyiv partners on all activities conducted and planned.
REQUIRED SKILLS AND QUALIFICATIONS:
- Minimum five (5) years program management, contract management, law enforcement, military, international development, foreign service, and/or EUM-related experience.
- Minimum two (2) years supervisory experience.
- Excellent written and verbal communication skills (English language).
- Excellent organizational skills and ability to manage multiple priorities.
- Excellent attention to detail, especially in a dynamic and challenging work environment.
- Willingness to deploy to Ukraine and move throughout the country to perform EUM tasks as safety protocols permit.
- Interpersonal and diplomatic skills liaising with host government officials and US government officials.
- Ability to work in a changing and dynamic environment with limited guidance on work structure.
- Proficient use of Microsoft Office suite.
- Clearable: Must be able to obtain and maintain a Top-Secret clearance.
- US Government Clearance. Note: US Citizenship is required to obtain a Top-Secret Clearance
DESIRED QUALIFICATIONS:
- Knowledge of and practical experience in USG procurement processes, particularly with military-grade equipment.
- Knowledge of USG End Use Monitoring inspection and reporting practices and policies.
- Three (3) years of experience completing End Use Monitoring inspections and reports for USDOS and USDOD-qualifying procurements.
- Three (3) years of experience completing procurements through USDOS/USDOD-qualifying practices and policies.
- Previous international work experience, with a strong preference to INL or US Embassy program experience.
- Previous work experience in a conflict zone.
- Active Secret Clearance.
- Russian or Ukrainian language skills.
