Senior Adequate Housing Coordinator

Due to intense hostilities and fighting since the start of Russia’s full-scale invasion on 24 February 2022, at least 17.7 million people are in need of humanitarian assistance and protection. An estimated 7.9 million people, including internally displaced persons (IDPs), non-displaced conflict-affected people, and returnees, require shelter support in 2024.

While lifesaving and winterization activities remain a priority for the Shelter/Non-Food Items (SNFI) cluster and its partners in the eastern crescent region of Ukraine, the Cluster is increasingly concerned on the need for Government and Nexus actors to focus attention on long-term displacement in the central and western regions, contributing to everyday recovery and more durable solutions for IDPs.

For this purpose, there is a need for the continuation of the Adequate Housing technical working group as an inclusive forum to facilitate the discourse and development of longer-term and durable housing solutions between sector peers. A shelter cluster position paper on adequate housing was developed by technical working group, introduces typologies and potential intervention pathways that require further development.

The Senior Adequate Housing Coordinator, based in Kyiv, Ukraine will service as the central point of this initiative. This function, initially for 12 months will support the Ukraine Shelter Cluster and the wider Shelter & Housing community by being seconded to the Ukraine Shelter Cluster to lead the Adequate Housing technical working group in close partnership with UNHCR, and sector peers, facilitating the discourse on all SNFI activities across Ukraine.

Main Duties and Responsibilities:

Stakeholder facilitation- leading adequate housing working group (70%):

  • Lead the Shelter Cluster Adequate Housing working group and facilitate inclusive discourse on all relevant Cluster Objective 3 activities (humanitarian repairs, common spaces, rental support, etc..) and collaborative working of the working group and sector peers. Activities could include - further developing the Third Objective of the Shelter Cluster, development of transition plans with initial focus on West & North hubs and facilitating handovers including capacity building initiatives in specific regions to local actors, etc.
  • Liaise and maintain close relations with counterparts (in consultation with the cluster coordinator) such as local and national authorities, other technical working groups, private sector, national and international NGO, UN agencies, etc.
  • Contribute to the Strategic Advisory Group (SAG) meeting and other relevant platform meetings that focus on recovery and transition activities.
  • Represent the shelter and NFI cluster in the adequate fora to strengthen linkages across the development-humanitarian frameworks.
  • Contribute to multi-year strategy development and production of guidance and best practice in support of partner activities.

Mapping & Research- focus adequate housing solutions (30%):

  • Continue the mapping of adequate & affordable housing initiatives by spectrum of housing actors (incl. cross-cutting issues - inclusion of people living with disabilities, gender-sensitive programming, environmental aspects, etc.)
  • Further mapping of local & development actors capacity providing longer-term support to the population in need to access housing (legal support, documentation, rental, etc.)
  • Foster data sharing between humanitarian activities and longer-term recovery/ development actors
  • Support and enhance on-going SNFI market analysis.
  • Support and enhance development of sector specific tools
  • Map funding streams for recovery and longer-term housing (re)construction programs and gage opportunities.
  • Further mapping of the housing ecosystem e.g. identifying the opportunities to include and strengthen actors for innovative approaches e.g. energy efficiency, green response, etc.
  • Lead or commission applied research into identified adequate housing solution priorities as identified by stakeholders.
  • Support actors for piloting innovative solutions and assessing potential for scaling-up these solutions.


Minimum Requirements:

  • Master’s degree in building construction, engineering, architecture, urban planning, international development or a field related to housing or social housing
  • Ten years of relevant professional experience
  • Coordination of large-scale responses, as well as management and facilitation of inter-agency and cluster processes
  • Management of staff
  • Liaising with I/NGOs and governmental authorities at both national and local levels
  • Facilitation & leadership, coordination and management skills
  • Sound knowledge of the UN system, World Bank, and NGO humanitarian community
  • Extensive knowledge of current humanitarian issues including Nexus approaches
  • Federating and influencing stakeholders.
  • Positive attitude and good team player.
