The Opportunity
Abt is seeking a Technical Lead for Workforce and Education for the anticipated five-year USAID-funded New Workforce Development Activity. The Activity will focus on strengthening both employer and employee capacity to respond to the structural changes in the labor market brought about by the war. This will be an inclusive project emphasizing the integration of women, youth, veterans, and internally displaced persons (IDPs) into the labor force across a range of traditional and non-traditional sectors of the nation’s economy.
As the Technical Lead for Workforce and Education, you will be responsible for supporting the Chief of Party (COP) and Deputy Chief of Party (DCOP) by identifying and engaging training service providers and education institutions to deliver a broad range of skills development programs for the Ukrainian workforce, including women, youth, veterans, and IDPs.
You will be responsible for developing the strategy and overseeing a work plan of activities designed to 1) increase the availability of trainings needed to upskill and reskill the labor force in line with market demand, including short certificate programs to fill existing job openings, 2) upgrade curricula, technology, and equipment, to improve the quality of training and education that will qualify people for future jobs in key sectors of the economy, and where relevant, align with EU standards, 3) provide opportunities for on-the-job training, mentoring, and other forms of support needed to promote inclusion and expand participation in the labor force.
You will ensure that workforce and education activities remain on schedule with the approved workplan to meet or exceed project results. You will liaise with key stakeholders, including women, youth, veterans, and IDPs, vocational training institutions, training service providers, private sector firms and business associations, NGOs, and key government entities. You will develop and compile quarterly and annual reports on the progress of relevant activities. This role requires previous experience working in the education, learning, and training sector in Ukraine.
Core Responsibilities
- Provide technical leadership and oversight for workforce and education activities.
- Build and advance productive working relationships with a wide range of training and education institutions and other stakeholders that promote skills development of Ukrainian women, youth, veterans, and IDPs.
- Facilitate and support local education and workforce training stakeholders to design, develop, and implement courses that lead directly to employment.
- Collaborate with Activity team members that are supporting private sector stakeholders, to ensure thorough understanding of labor market needs.
- Promote the upgrading of curricula focused on developing skills for future jobs (including those needed for industrial revolution 4.0)
- Identify opportunities for on-the-job training, mentoring, or similar approaches.
- Support the development and dissemination of career pathway information.
- Directly supervise and contribute to the successful implementation of activities designed to meet Activity objectives, ensuring interventions reflect high technical quality and international best practices.
- Promote gender, equity, and social inclusion, with a focus on veterans and IDPs. Apply Positive Youth Development principles as appropriate.
- Increase resiliency by building strong mental health and promoting inclusive understanding and practices by beneficiaries.
- Support the development and review of project work plans, reports, and deliverables.
- Other duties as assigned.
Abt Global is seeking candidates with expertise in training or education who demonstrate strong leadership and collaboration skills, a deep understanding of local challenges, and an inclusive mindset. The ideal candidates will also have a proven ability to innovate and adapt.
- Bachelor’s Degree with 9 years of relevant experience, or Masters’ Degree with 7 years of relevant experience.
- Demonstrated experience engaging training and education institutions (public, private, formal, non-formal) in course/curricula design, development, and upgrading in Ukraine.
- Demonstrated understanding of the challenges that graduating students, unemployed, returned veterans, and IDPs face with finding employment in Ukraine.
- Demonstrated knowledge and expertise in the implementation of donor-funded projects that support training and education institutions .
- Strong leadership and collaboration skills, including experience leading teams.
- Demonstrated creativity and willingness to test new innovative approaches.
- Demonstrated ability to be flexible and respond to emerging opportunities and overcome barriers.
- Attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities often within a required timeframe.
- Strong written and oral communication skills, including fluency in Ukrainian and English.
