Ukraine based Consultant: Complete comprehensive Assessment in Ukraine

Terre des Hommes is looking for a Consultant to complete a Comprehensive Assessment in Ukraine: Needs, Gaps and Td H NL Role in line with Strategy.


Background


The humanitarian crisis in Ukraine has exacerbated the risks of child exploitation, with many children becoming vulnerable to trafficking, forced labour and other forms of abuse. Displacement and the breakdown of social structures have left countless children without protection, increasing their susceptibility to exploitation. Humanitarian aid efforts are crucial in addressing these risks by providing safe environments, education and psychosocial support.


The latest situation report in August 2024, by the Office for the Coordination of Humanitarian Affairs (OCHA) highlights the worsening humanitarian conditions in Ukraine, particularly affecting children. The conflict has intensified, causing widespread displacement and disrupting essential services such as education and healthcare.

Terre des Hommes Netherlands (Td H NL) aims to enhance its humanitarian and development impact in Ukraine in line with Terre des Hommes Netherlands' (Td H NL) strategy and the Humanitarian Action Thematic Programme. Previous efforts in Ukraine have included child helplines, soft rehabilitation works in schools, training of teachers and parents on psychological first aid (PFA) and psychosocial support (PSS), as well as recreational trauma recovery activities for children. In light of ongoing conflict and socio-economic challenges, there is a need to reassess the current situation, identify critical gaps, and outline strategic areas where Td H NL can provide effective interventions. This scoping assessment will inform Td H NL's strategic planning and operational response in Ukraine.
This consultant will report to the Td H NL Humanitarian Programme Manager and work collaboratively with the Research, Expertise and Influencing Team of Td H NL to implement the methodology. Regular updates will be required throughout the project.
Objective
The objective of this assignment is is to:
  • Hiring, training and coordinating data collection by national consultants and social workers.
  • Conduct an in depth context analysis in Ukraine; identifying the areas of need and gaps in humanitarian and development interventions in Ukraine.
  • Conduct a stakeholder mapping to identify potential partners.
  • Define the strategic role of Td H NL in addressing these needs in alignment with our strategy.
Important to note: The successful candidate will lead the development of the methodology in close consultation with Td H NL.


Expected outputs

The consultant is expected to deliver the following:


  • Inception report outlining the work plan and timeline (September);
  • Designing the research methodology in close collaboration with Td H NL (September);
  • Hiring, training and coordinating data collection by national consultants and social workers (From September onwards);
  • A (child) safeguarding risk assessment and mitigation plan (October)
  • Ethics application (October);
  • Conduct interviews with Td H NL staff to understand the organisation and opportunities to address the needs in Ukraine (October);
  • Conduct field visits to affected areas to gather primary data through interviews and focus group discussions with key stakeholders and individuals, which may include children, caregivers, local authorities, (I)NGOs, academics and other practitioners (October - November)
  • Providing all raw data and verbatim transcripts in original language of capture with a translated version in English (December)
  • A report identify gaps, needs and recommendations for the following areas: 1) current humanitarian situation in Ukraine, with specific attention to child exploitation risks, 2) survival rights, 3) right to care and safety, 4), physical, social, and mental wellbeing, 5) right to development, 6) right to participation, 7) right to a functioning humanitarian system (October - November)
  • Collaboratively organise workshops and consultations with local and international stakeholders to validate findings and refine recommendations (December)
  • Report to the Td H NL Humanitarian Programme Manager and the Research, Expertise and Influencing Team of Td H NL, providing regular updates on the progress of the assessment (Ongoing)


Who can apply

Any individual or agency fitting the profile mentioned can apply, where we are looking for the following criteria:
  • Proven experience in conducting humanitarian and protection assessments and context analyses.
  • Strong knowledge of the Ukrainian context and the current humanitarian landscape.
  • Expertise in child protection, education, health, and psychosocial support in humanitarian settings.
  • Strong analytical and report-writing skills.
  • Ability to engage with diverse stakeholders and facilitate participatory consultations.
  • Ability to work independently and meet deadlines.
  • Be based in Ukraine / in the field
  • Ability to speak and write in English, Ukrainian / Russian.
Agencies need to have no conflict of interest and a due diligence check will be part of the selection procedure. As a child rights organisation, we uphold the highest level of safeguarding to protect children. This is reflected in our recruitment process.


What can you expect

The timeline is a 3-month fixed contract including duties from home and field travel. The expected end date is December 31 2024.

Child Safeguarding Measures


The consultant must adhere to the Td H NL Safeguarding Policy, therefore as a condition of entering into a consultancy agreement the individual/firm must:

  • Read and Sign the Td H NL Safeguarding Policy and abide by the terms and conditions therein.
  • Read and Sign the Td H NL Code of Conduct


Additionally (this will also be clearly stated in the contract) that:

  • It is the responsibility of the consultant or consultancy firm to safely recruit, train and manage any subcontractors (such as field researchers, enumerators, translators, ect.) with relation to safeguarding.
  • Safeguarding of subcontracted staff during evaluations or research activity is responsibility of the consultant
  • The consultant is responsible of conducting a safeguarding training (using the Safeguarding and Ethical Evaluation presentation) to any subcontracted staff


Any violation /deviation of complying with Td H-NL’s said policy will result in termination of the agreement
