POSITION SUMMARY:
The Deputy Director for Proyecto Esperanza (Project HOPE's subsidiary in Venezuela) will lead Regional, Support and Program teams and as such plays a key role in maintaining a strategic vision for the overall response, maintaining constructive relationships both inside and outside of the organization and ensuring overall program quality and impact. The Deputy Director reports to the Executive Director, is a member of the Steering Committee and Crisis Management Team and will supervise 60+ staff approximately.
The Deputy Director will actively support the Executive Director in defining strategic frameworks and their adoption through to implementation.
S/he will be responsible to:
  • Lead Regional, Support and Programs teams and ensure proactive and positive coordination with other departments within the organization.
  • Leads the strengthening and development of the program and regional strategies and their successful roll out.
  • Develop, oversee and maintain a cohesive strategic vision for country program that aligns with Proyecto Esperanza's overall country strategy.
  • Represent Proyecto Esperanza at coordination meetings in close consultation with the Executive Director.
  • Establish and strengthen productive relationships with relevant organizations and networks, technical experts, government and partner agencies as required.
  • Actively support in the management of the relationship with academic partners and other sub-implementing partners.


PRINCIPAL RESPONSIBILITIES:
  • Provide leadership to Proyecto Esperanza's Regional, Support and Program teams, to ensure that interventions are conducted in the required times and the desired quality, and that priorities and opportunities identified are in line with and contribute to
achievement of the organization's objectives and overall country strategy.
  • Ensure that the program portfolio and implementation plan is up to date and that projects are on track to meet programmatic objectives in line with identified goals.
  • Provide guidance to Programs in coordination with Grants and M&E teams regarding tools and strategies to ensure that programs consider inputs from communities, thorough understanding of the operational context, and the application of technical best practices.
  • Work with the country and LAC Region, as well as HQ teams to support funding opportunities and develop competitive, responsive proposals that meet internal standards and respond to needs.
  • Provide leadership and supervisory management for programs, including mobilization and stewardship of resources, program quality and accountability, and performance management.
  • Participate actively in country program management, coordination, and strategy meetings with other members of the Steering Committee.
  • ln close coordination with the Executive Director, oversee organizational partnerships across all outcome areas and actors including Academic partners, Local Organizations, Sub-implementing partners and Government, as well as UN-agencies.
  • Ensure Program managers develop, adapt and implement appropriate monitoring and evaluation systems in close collaboration with the M&E unit to demonstrate program effectiveness and quality.
  • Ensure appropriate, effective and timely grant management and budget spending to achieve program goals, including procurement, use and distribution of supplies and resources.
  • Supervise and mentor direct report staff, including communicating clear expectations, setting performance objectives in close consultation with the Executive Director, establishing a supportive environment while emphasizing accountability, providing
regular and timely constructive performance feedback, and leading documented performance reviews.
  • Work closely with team members to promote strong teamwork and providing oversight and guidance to enable staff to perform in their roles.
  • Promote and monitor staff care and well-being adhering to Duty of Care policies. Support appropriate interventions in response to identifed staff care needs of both national and international staff.
  • Work with the Steering Committee (Senior Leadership Team) and Senior Management teams to ensure that the Regional and Program teams are actively engaged in trouble-shooting and decision-making processes.
  • Maintain open communications with LAC regional management staff as well as HQ staff when appropriate.
  • Support Accountability, Compliance and Ethics initiatives and activities in all program implementation.
  • Direct the preparation of reports and ensure the timeliness and accuracy of the information provided, as well as ensure the confidentiality of sensitive information.
  • Contribute to building a positive image and overall credibility of the organization, especially through the application of the organization's Code of Conduct, ethics, values and point of view with respect to internal and external stakeholders.
  • Promotes and fosters a culture of compliance and ethics throughout Project HOPE. As appropriate to the position, maintains a clear understanding of and adheres to Project HOPE and donor compliance and ethics standards.
  • Work with the highest level of integrity.
  • Participate in the selection processes for vacancies in his/her area, as well as in processes in related areas by reviewing applicants for the position, pre-selecting profiles and participating in technical interviews to ensure the selection of the right people for the organization.
  • Ensure compliance with all other processes and functions inherent to your position or additional requirements.

MINIMUM QUALIFICATIONS:
  • Between 3-5 years of progressively responsible professional experience managing complex humanitarian programming. Previous experience in an emergency or conflict-afflicted setting.
  • Strong familiarity with Project HOPE core programming areas, including Health, WASH and Protection.
  • Demonstrated successful leadership experience managing a multi-disciplinary/multi-cultural team and multi-location teams.
  • Excellent coordination and negotiation skills are critical, both for internal coordination and for working with key stakeholders.
  • Demonstrated ability for rapid, accurate analysis of complex issues, strong decision-making, and translation of programmatic priorities into operational strategies.
  • Extensive experience providing oversight for a program portfolio consisting of a variety of complex, high-value donor-funded projects.
  • Fluency in spoken and written English and Spanish is required.
  • Strong oral and written communication skills, with ability to express ideas and concepts clearly and persuasively in English and Spanish with senior internal and external stakeholders.
  • Extensive representation and fundraising success in the LAC region, including prior experience establishing relationships with international donors is desired.
  • Capacity to cope with ambiguity and stressful work environments.
  • Ability to respond to multiple priorities in a timely manner, producing high-quality outcomes.

While performing the duties of this job, the employee must be mobile in an office environment and able to use standard office equipment. Must be able to communicate in verbal and written form and must be able to travel internationally.

”Work environment:
Typical office environment with exposure to a minimal noise level.
Emergency deployments may be in resource-deprived environments with austere livingconditions.
Travel for extended periods may be by air and/or other modes of transportation.
While international travel is not a regular part of every job, programmatic needs may require itintermittently.
Project HOPE employees may be required to travel or work in countries where workingconditions are classiffed as “hardship.”
