POSITION MANDATE
Resonance seeks a Private Sector Partnerships Specialist to support the anticipated USAID-funded Vietnam Innovation Ecosystem (VIE) project. The project aims to support the Government of Vietnam (GVN)’s efforts to strengthen the innovation ecosystem. The project will focus on promoting the commercialization of innovations created by Vietnamese innovative businesses and individuals in line with the National Strategy on the Fourth Industrial Revolution to 2030. Key technical areas of focus include 1) promoting the commercialization of innovations targeting market opportunities pursued by innovators, entrepreneurs and intrapreneurs; 2) linking Innovation Ecosystem Actors (IEAs) (e.g., national, regional and higher education institution (HEI) innovation centers (ICs), Vietnamese owned/operated enterprises, chambers of commerce, business associations, HEIs, think tanks) to improve the innovation ecosystem business enabling environment; and 3) working with and through key IEAs (KIEAs) (e.g., national, regional and HEI ICs, accelerators, incubators, Vietnamese and FDI owned/operated enterprises, HEIs, nonbank financial institutions (i.e., venture capital and private equity firms) (NBFI), and banks) to develop the business acumen and startup skills of innovators, entrepreneurs and intrapreneurs.
The Private Sector Partnerships Specialist will work closely with Resonance and the rest of the VIE project team to identify, collaborate and coordinate with private sector stakeholders in Vietnam, USAID/Vietnam, government entities and various project partners. Additionally, the Private Sector Partnership Specialist will help Resonance contribute to thought leadership in the areas of private sector engagement and partnership through capacity building, training, and technical advisory support. S/he will play a key role in promoting and nurturing private sector partnerships to advance the objectives of VIE surrounding access to finance, business implementation of innovative technologies and processes, and entrepreneurship. This position requires close collaboration with the Chief of Party, Deputy Chief of Party, and other key staff to ensure financial and operational support for program activities.
This is a full-time position based in Hanoi, Vietnam.
OUTCOMES / ESSENTIAL FUNCTIONS
1. Identify, develop, and manage partnerships in support of VIE program activities with local, regional, and multinational companies, in industries including but not limited to agriculture/agribusiness, technology, healthcare, financial services, and other emerging sectors.
2. Develop concept notes, lead prioritization and co-development workshops, facilitate discussions, and formalize relationships with partners.
3. Lead and support project outreach and capacity building activities to promote the participation of local businesses in expanding commercial linkages and capacities to engage in innovative financing opportunities with MNCs and other ecosystem actors.
4. Establish work-based learning opportunities and job placements (e.g. apprenticeships, internships) and facilitate private sector participation in VIE advisory groups and Development Alliances.
5. Develop strategies for integrating women and youth entrepreneurs into the formal business eco-system (Ministry of Commerce, Chambers of Commerce, Business Associations, etc.).
6. Conduct client presentations and develop written briefs to present activity results – which include but are not limited to new partnerships, upcoming opportunities, and updates on ongoing partnerships.
7. Analyze the landscape for partnership in Vietnam, interview and build relationships with Vietnamese companies, and propose models for partnership to support VIE.
8. Work closely with the VIE project team to align Resonance’s work with project activities and objectives.
9. Work closely with Resonance’s Program Manager and Partnership Advisor, providing guidance and oversight on technical assignments and deliverables.
10. Facilitate and coordinate trainings, workshops and multi-stakeholder convenings.
11. Develop reports, success stories, briefs, and inputs to activity reports (weekly, quarterly, annual), and contribute to the collection of M&E data as needed.
REQUIRED EDUCATION & EXPERIENCE
- A bachelor’s degree in economics, business management, and/or another relevant field.
- At minimum 5 years of relevant experience in private sector engagement, partnership building, enterprise development or similar areas within Vietnam.
- Strong familiarity with Vietnam’s private sector landscape and economic, social and political contexts, with a network including private sector companies, industry associations, government institutions, and NGOs/CSOs, spanning a range of industries within Vietnam
- Prior practical experience leading or supporting private sector engagement, partnership modeling and cross-sector partnership concept development.
- Demonstrated ability to contribute to the development of strategies, trainings, capacity building, protocols and guidelines to facilitate private sector engagement.
- Fluency in written and spoken English is required.
PREFERRED EDUCATION & EXPERIENCE
- Experience on USAID-funded or other donor-funded programs
- Experience leading and/or supporting programs that support workforce development for women and youth, especially working with private sector employers to develop apprenticeships, internships, and on-the-job training.

The employee must be able to travel domestically.

This position operates in a professional office environment, and routinely requires the use of standard office equipment such as computers, phones, printers, photocopiers, and filing cabinets.

The employee must be able to remain in a stationary position, sitting at a desk for prolonged periods, move or traverse inside the office and facilities; operate, activate, use, prepare, inspect, place, detect, or position computers and other office equipment, such as a calculator, copy machine, furniture, and computer printer. The employee must be able to make substantial repetitive motions of the wrists, hands and fingers. The employee must be able to lift and move up to 15lbs at times.
