UNDP Vietnam provides critical support in the areas of democratic governance and participation; inclusive and equitable growth; and sustainable development, climate change and disaster risk reduction. The presence of explosive ordnance (EO) can significantly impede human development. Landmines, cluster munitions, and other EO pose substantial obstacles to countries’ efforts to eradicate extreme poverty and reduce inequalities and exclusion simultaneously.
In Viet Nam, a government-led survey conducted from 2010 to 2014, known as the Landmine Impact Survey, found that all 63 provinces across the country were potentially contaminated. Provinces located in the central part of Vietnam are among the most affected. The 15 most contaminated provinces identified in the Landmine Impact Survey also have a high proportion of poor and near-poor households, particularly in the Central region.
Building on the achievements and lessons learned from the Korea-Vietnam Mine Action Project (KVMAP), the Korea-Vietnam Peace Village Project (KVPVP) aims to promote inclusive, safe, and resilient local development by mitigating the impact of EO on local communities and supporting them in improving livelihoods and health.
The project is structured around two main outcomes and four related outputs. The first outcome, "human security," and its associated outputs focus on mine action, while the second outcome, sustainable rural development, emphasizes livelihoods and health, providing solutions for EO victims and their communities. The project aims to provide best practices to enhance the mine action sector in Vietnam and to demonstrate how mine action activities can be closely integrated with other development solutions.

To continue supporting the effort to remove EO in Vietnam, KVPVP was developed through close collaboration between the Governments of the Republic of Korea and the Socialist Republic of Vietnam. The project comprises four sub-projects with four implementing partners, including the Vietnam National Mine Action Center (VNMAC) at the central level and three selected project provinces: Binh Dinh, Quang Ngai, and Thua Thien-Hue.
Leveraging UNDP’s global and local technical expertise in mine action across various countries, including in Southeast Asia, its extensive experience in managing large projects in Vietnam, its strong governance and public administration expertise, and commitment to sustainable development, UNDP Vietnam has been entrusted by the Korea International Cooperation Agency (KOICA) to implement the project and provide technical support to partners.

Duties and Responsibilities

The Project Analyst supports the effective implementation of KVPVP by leading on monitoring, evaluation, learning and results reporting activities, gender mainstreaming across all project components, and supporting effective communications and partner outreach. Key tasks include:
  • Reporting, monitoring and evaluation and technical support for KVPVP implementation
  • Mainstreaming gender in all aspects of the project
  • Communications with donor and other Korean involved agencies on project related matters
  • Other tasks requested by the Programme Manager and Assistant Resident Representative
Reporting, Monitoring and Evaluation:
  • Lead project reporting, including by generating monthly, quarterly, biannual and annual reports to KOICA in both English and Korean, under the guidance of the Programme Manager.
  • Lead the overall project MEL system, facilitating coordination of M&E activities across the two project components and ensuring knowledge management and lessons learning activities
  • Collect the required data to monitor the achievement of set indicators and targets for updating and reporting purposes under guidance/support by the Programme Manager
  • Support the Programme Manager in risk management and SES reporting.
  • Participate in field visits to monitor the project activities at the request by the Programme Manager and Project Managers of Outcomes 1 and 2
  • Support and coordinate MEL activities conducted by the KOICA
  • Participate and support in internal and external project meetings and support in preparing presentations, and monitoring and reporting on project activities.
Gender Mainstreaming:
  • Ensure the integration of gender in all aspects of the project, providing technical advice and guidance to project staff and partners on project design and delivery
  • Continuously conduct gender analysis on project context and implementation to assess the differential impact of the project and generate suggestions on how gender can be integrated into key project activities.
  • Actively participate and represent UNDP in the Gender, Diversity and Inclusion Task Force of the Mine Action Working Group (MAWG)
  • Provide technical support to other UNDP Viet Nam projects focused on advancing Viet Nam’s Women, Peace and Security National Action Plan, especially in relation to the Viet Nam National Armed Forces
Communications and Advocacy:
  • In coordination with the GPT Communications Officer and UNDP Communications Team, support communication around project implementation and results targeting national and international stakeholders
  • Support research and analysis efforts such as the GICHD study on the links between mine action and sustainable development.
  • Draft concept notes, presentation slides, speeches, briefing notes, social media posts, etc., in line with project activities and events
  • Produce and update project factsheets and identity package and other communication materials in close collaboration with GPT Communications Officer.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
The Project Analyst will report to the KVPVP Project Manager.

Required Skills and Experience
Education:
  • Advanced university degree (master's degree or equivalent) in Political Science, International Relations, Social Science, Project Management or related field is required; Or
  • A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Experience:
  • Minimum of 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience in an area such as international development/ mine action/ social protection/ supporting people with disabilities/ philanthropy/ external relations/ donor partnerships/ project management or resource mobilization.
  • Demonstrate experience and skills in gender and mine action projects.
  • Demonstrate experience and skills in monitoring and evaluation, reporting, communication and presentation.
  • Good command of computers, office software package, and web-based management systems (especially database management).
  • Good understanding of democratic governance issues in a middle-income country context.
  • Excellent analytical, communication, writing and presentation skills.
  • At least three years of proven experience working in the UN System and/or with development partners on ODA-funded projects.
Required languages:
  • Fluency in English is required
  • Knowledge of Korean is desired.
Travel:
  • UNDP will cover the cost of travel of the individual to the duty station, as well as their return to their home upon completion of their services. Travel costs are covered only in the event that the function will be undertaken physically in the duty station and excludes working from home arrangements. Where the need for official travel in Viet Nam arises UNDP will make arrangements and cover the associated costs.
