The U.S. Mission in Vietnam is seeking eligible and qualified applicants for the Supervisory Voucher Examiner (Certifying) position in the Financial Management Center (FMC)

Duties

Incumbent of this position will serve as the Supervisory Locally Employed (LE) Certifying Officer, supervising three voucher examiners in the Financial Management Center (FMC). The incumbent will be designated as the principal LE Certifying Officer for the Mission Vietnam. The incumbent will supervise the FMC vouchering unit in auditing and processing payment vouchers. The incumbent will also supervise and share in the certification of both cashier and non-cashier payment vouchers. The incumbent will be responsible for supervision of vouchering and certification services of approximately 18,200 payment transactions valued at over $71 million annually for the participating agencies of the Mission.

The incumbent will provide guidance to internal and external customers of the Embassy in regard to vendor and employee payment claims and certification. The incumbent will review bills of collection, VAT refund claims, and prepare the agencies’ workload count for the vouchering unit. The incumbent will make independent decisions relative to their area of responsibility in accordance with the rules and regulations of the U.S. Government. They will provide guidance and training to the mission’s constituent posts regarding proper payment processing. The incumbent will review vouchers processed by subordinates to ensure that they are complete, accurate, and properly documented before certification; co-ordinate the activities of the voucher examiners and oversee the overall operations of the vouchering unit. They will ensure that vendor claims are processed in a timely manner to meet the participating agencies’ uniform service standards and Prompt Payment Act requirements.


Qualifications and Evaluations
Requirements:
All selected candidates must be able to obtain and hold a security clearance (public trust).

All selected candidates will be subject to a background investigation and may be subject to a pre-employment medical exam.


Selected candidate must be able to begin working from 45 day to 90 days upon receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Qualifications:
FOR THE EXPERIENCE ANH EDUCATION REQUIREMENTS APPLICANTS MUST MEET EITHER OPTION 1 OR OPTION 2 TO QUALIFY.

Option 1


Education:
Bachelor’s degree in accounting, business administration, finance is required.


Experience:
At least five years progressively responsible experience in financial management, including vouchering is required. One year of supervisory experience is required.


Option 2


Education:
At least 2 years college or university studies is required.


Experience:
At least seven years progressively responsible experience in financial management, including vouchering is required. One year of supervisory experience is required.

Agency Benefits:
LE Staff working at the U.S. Mission in Vietnam will receive the following allowances and benefits in addition to the annual basic salary listed above.

1. Allowances:


Unique Conditions of Work Allowance: 7% of Annual basic salary (subject to review every two years).

Miscellaneous Benefits Allowance: US$1,000 per annum for FSN-09 and below, and US$3,000 per annum for FSN-10 and above.

  • Current employees who used a hiring preference to gain employment who are within their first 90 calendar days of employment are not eligible. This does not apply when the hiring mechanism is TEMP or the work schedule is intermittent or irregular.
