Business Analyst - Product Owner

Project Overview
Since 2017, our client has been spearheading initiatives to streamline and digitize justice-related operations. Their focus is on optimizing the management of penalties, improving administrative workflows, and enhancing overall public service. The consultant's mission will be to help develop and support digital solutions that directly impact justice operations.
This includes:
- Accelerating the processing of fines and improving the financial execution of penalties.
- Reducing the workload of judicial and law enforcement partners by leveraging a chain-based approach.
- Digitizing information management for better public service delivery.
Key Responsibilities
- As a Keystone Solutions Business Analyst Consultant, you will:
- Define stakeholder needs and document them comprehensively.
- Conduct detailed analyses of existing processes, identifying bottlenecks and opportunities for improvement.
- Develop workflow diagrams (as-is and to-be) for process optimization.
- Formulate innovative recommendations for process enhancement and digital transformation.
- Create a step-by-step project plan to ensure successful project delivery.
- Draft user stories and collaborate closely with development teams.
- Provide ongoing support throughout the project lifecycle, from analysis and development to implementation and post-launch hypercare.
- Report potential risks, dependencies, and issues to the Project Manager.
- Maintain detailed documentation using collaborative tools.

Required Skills and Experience
- Proven experience as a Business Analyst (1-3 years), preferably within the public sector.
- Proficiency in BPMN and workflow analysis.
- Hands-on experience with Confluence, Jira, and other project management tools.
- Competence in budget management and the ability to balance multiple stakeholder needs.
- Fluency in Dutch and French, with a good understanding of English.
