As a key member of a dedicated recruitment team for the City of Vancouver, the Indigenous Recruiter manages the end-to-end recruitment process using the principles of justice, equity, decolonization and inclusion, (JEDI). The Recruiter is responsible for a portfolio of recruitment requisitions which will also include some specific Indigenous Recruitment along with work supporting the United Nations Declaration of Indigenous People (UNDRIP). The Indigenous Recruiter plays an important role in developing relationships with the local Three Host First Nations, Urban Indigenous, Métis and Inuit communities and organizations and will be essential in advancing the City’s Indigenous Recruitment Strategy outlined in the UNDRIP strategy.

Specific Duties/Responsibilities
- Responsible for a portfolio of standard recruitment roles along with Indigenous focused work
- Responsible to guide hiring practices that align with the Equity Framework and are fair, equitable and welcoming of all applicants, and that provide equal employment opportunity to all qualified applicants
- Guides the end-to-end recruitment & selection process for competitions (regular full time, regular part time, temporary and auxiliary positions) for a broad range of exempt and bargaining unit positions
- Manages the Indigenous posting, providing coaching and support through the process for applicants who are interested in joining the City
- Develops relationships with the the xʷməθkʷəy̓əm (Musqueam), Skwxwú7mesh (Squamish), and səlilwətaɬ (Tsleil-Waututh) nations, post-secondary schools, urban indigenous, Metis and Inuit communities and collaborates on different events and initiatives to attract Indigenous talent
- Sources and participates in Indigenous Career Fairs and networking events
- Liaises with the Indigenous Employee Resource Group and Indigenous Relations office on Indigenous recruitment initiatives and City projects.
- Mentors Indigenous candidates throughout the recruitment process by providing guidance and support, collaborating with hiring managers and recruiters, and ensuring culturally sensitive and inclusive hiring practices.
- Guides and coaches the business, leads the planning and delivery of the end-to-end recruitment process to ensure we are hiring the highest quality candidates
- Receives vacancy requisitions and initiates the recruitment process with Hiring Manager through a recruitment consultation to develop strategy, selection criteria and action plan
- Prepares written job postings for internal and external sites and social media
- Conducts any required research and fulfills candidate sourcing activities
- Structures, guides and conducts resume screenings
- Screens and confirms candidate long list and presents to Hiring Manager; facilitates development of short list
- Develops interview plan, questions, potential testing, response guide and scorecard in partnership with Hiring Manager
- Facilitates interview process; coaches Managers about interview techniques and candidate assessment/evaluation process as required
- Advises hiring managers about selection clauses in collective agreement; consults or includes department Human Resources Consultant Labour Relations and Compensation when required
- Conducts due diligence checks such as references, police record, checks, drivers services requirements, financial disclosures
- Negotiates salary and offer terms between the HM and candidates, prepares written offer letter; delivers final offer package to candidate
- Prepares for and represents the City of Vancouver in grievances as required
- Collects and audits required documentation for competition files and ensures completion (per competition checklist)
- Responds to candidate inquiries; advises candidates of process and/or application status;
- Trains and mentors new team members
- Maintains recruitment systems and databases by entering and updating required data
- Tracks recruitment information and metrics as required; prepare updates, summaries and reports as required
- Integrates strategic corporate initiatives into recruitment delivery
- Sources new opportunities to partner with external organizations to help the City increase its diversity in hiring
- Other duties as assigned
Minimum Qualification Requirements
Education and Experience:
- Post-secondary diploma or degree preferably in Business Administration or related field or equivalent combination of training and experience,
- Experience functioning as a Recruiter with proven experience building recruitment strategies and consulting/advising Managers about marketing and sourcing options
- Experience working with local First Nations groups including Urban Indigenous communities
- Relevant lived experience combined with working knowledge of people with barriers, including social inequity, racism, colonialism and marginalization related barriers, combined with a broad perspective lens on equity, is an asset
Knowledge, Skills and Abilities:
- Expert knowledge of recruitment practices including but not limited to: legal requirements, building recruitment strategies, candidate sourcing, interviewing, assessing, qualifying and offer negotiation
- Awareness of Indigenous culture and history; including knowledge relating to First Nations and Urban Indigenous peoples
- Strong knowledge of and ability to explain and apply HR programs, policies, procedures, and collective agreements as well as recruiting concepts, strategies and solutions to hiring Managers
- Ability to provide a culturally safe space to support and advise Indigenous candidates interested in working at the City of Vancouver
- Ability to represent Human Resources while also understanding and being sensitive to the interests of First Nations and Urban Indigenous peoples
- Ability to work with Indigenous Communities and organizations
- Excellent emotional intelligence, communication skills, judgement, and sound integrity;
- Ability to build relationships, deliver high service levels and gain trust and credibility with Management level business leaders and candidates
- Ability to have complex and difficult conversations with Hiring Managers and candidates
- Ability to identify and build relationships with external equity partners and ensure that Reconciliation, Equity, Diversity and Inclusion is at the forefront of the recruitment process
- Excellent verbal and written communication skills
- Ability to exercise discretion and manage sensitive and confidential information
- Excellent organizational skills and strong ability to multi-task, organize and prioritize work, work under pressure with constant interruptions
- Ability to manage competing demands
- Ability to work independently and work collaboratively in a team environment
- Ability to conduct research and analyze information
- Ability to use computer software such as Excel, Power Point, Microsoft Word, Outlook, Internet, SAP
- Experience working in a unionized environment is preferred
- Experience working in a large complex organization is an asset
Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
