Salary Range: $36.38 - $38.29 per hour
**Note: As per the collective agreement, probationary employees will receive 5% less than the regular permanent rate of the classification they are employed in, until the completion of four (4) months continuous service or eighty (80) actual days worked, whichever is the greater. They will then commence receiving the regular permanent rate.

The Role
Participates in all facets of corrective, demand, environmental, and preventive building maintenance and rejuvenation and restoration work primarily as it relates to electrical systems, devices, and appliances in corporate facilities and sites (including social housing).
Duties/Responsibilities
  • Works alone or with co-workers to perform electrical maintenance tasks on building operating and safety systems including equipment, devices, appliances, and controls.
  • Repairs, installs, and retrofits/restores/rejuvenates electrical circuits; updates panels and directories; installs new services, automation, and designs control systems and programmable logic controls; and repairs and extends fire alarm systems, lighting and emergency lighting systems, security systems, airport runway lighting, building automated control systems, frequency drives, PLCs, motor controls, and solar panels.
  • Plans, organizes, and monitors electrical contract work for sites the Region is deemed owner/contractor, including developing methodology and scope of work, obtaining quotes and selecting contractors, coordinating with affected groups, job monitoring/quality control, ensuring adherence to legislated and Regional health and safety policies, procedures, and codes, and signing off on commissioning.
  • Troubleshoots and assesses equipment and building material needs. Determines and procures parts and materials directly from vendor or stockrooms, in accordance with Regional purchasing bylaws and procedures.
  • Repairs and maintains process equipment at landfill sites (e.g., methane pumps, leachate, gas collection system), and some process equipment at the airport.
  • Participates in discussions where relative trade experience enhances the evaluation of a situation; offers remedies and/or alternatives based on past experience, trade practices, and code requirements.
  • At the request of clients, provides quotes (labour and materials) for work to be done. Works with customers to establish work scope and timelines, and to identify any work restrictions.
  • Organizes and sets up own work sites; schedules use of specialized equipment and materials.
  • Cooperates with building clients to perform and accomplish maintenance duties, scheduling work to minimize impact on activities or programs. Liaises with clients in the buildings and works in an organized, safe manner, keeping the occupants and the public in mind at all times.
  • Initiates work and follows through to job completion, including site clean-up; reports conditions which should be investigated or corrected as a result of work carried out or observations made; prepares reports, as required; tracks expenses; and completes paperwork.
  • Participates in the development and implementation of a comprehensive electrical preventive maintenance program which includes checking, tightening, and repairing all electrical distribution panels, subpanels, breakers, main services, and distribution systems, as well as continuous maintenance, repairs, and calibration to life safety systems (e.g., methane and carbon monoxide detection).
  • Inventories and identifies equipment, devices, appliances, and systems in existing facilities.
  • Cooperates with maintenance staff in regional facilities to perform maintenance and participate in updating programs such as fire and safety.
  • Works with other maintenance specialist staff to repair, install, and calibrate hazardous gas detection systems (e.g., methane and carbon monoxide detection) and calibrates field gas analyzers for the Region’s landfill gas extraction plants.
Additional Duties/Responsibilities
  • Occasionally assists other qualified trades in maintaining regional facilities through repairing/replacing building elements (e.g., caulking, waterproofing, roofing, windows, doors, operating hardware, mechanical and electronic door lock sets, louvers).
  • Provides support for other members of the team and maintenance staff during vacations or other absences.
  • Maintains equipment, devices, and tools in good and safe working condition. Reports need to repair or replace Region-owned tools or equipment to supervisor. Recommends need to acquire specialized tools or equipment to supervisor. Manages projects up to $50,000. Has a p-card and purchases materials.
  • Has regular and ongoing contact with building inspectors, Electrical Safety Authority inspectors, hydro inspectors, Ministry inspectors, and TSSA inspectors regarding work performed by self and contractors, and contractors associated with building maintenance, lease hold improvements, and grounds maintenance. Regularly exchanges information regarding supplies and receives technical support from vendors and suppliers.
  • Sets up and organizes own work site using judgement authorized by trade license, or in consultation with supervisor. Completes work with minimal supervision and only discusses methods and approach to completing tasks outside of relevant expertise and complex problems with supervisor.
  • Work is checked by customers and building, electrical, and safety inspectors.
  • Oversees concurrent contract jobs, ensuring jobs are done safely, legislated requirements are fulfilled (e.g., permits, registrations, inspections), and building occupants remain safe and aware of job activities.
  • Coordinates and monitors the work of contractors to ensure the full scope of work is completed to regional standards and in compliance with regional and external health and safety policies and codes.
  • Regularly handles simultaneous demands and deadlines.
  • Performs related duties as assigned.
Knowledge, Skills, and Abilities
  • Must have a Grade 12 diploma plus Journeyperson status as a Construction & Maintenance Electrician (309A) plus 5 years of institutional, commercial, and/or residential experience in building maintenance and construction with Journeyperson status upon hire.
  • Alternatively, must have a 2-year Electrical Technician-Industrial diploma (or equivalent program) plus Journeyperson status as a Construction & Maintenance Electrician (309A) plus 3 years of experience as a Journeyperson upon hire.
  • Knowledge of and ability to comply with policies and procedures; related by-laws; ISO 14001; building, fire, and electrical codes; and legislation (e.g., Occupational Health and Safety Act).
  • Ability to keep knowledge and skills current as it relates to new buildings, materials, systems, and technologies (e.g., LEED standards, automation and access control systems, code and legislation).
  • Ability to work independently and collaboratively with limited direction.
  • Communication and human relations skills to deal with clients, tenants, and other employees, the public, suppliers, sub-trades, and contractors when explaining job requirements, possible delays, or conflicts on the job; exchange technical information with others; and participate as an effective team member.
  • Ability to complete work orders, timesheets, and requisition forms. Ability to read and interpret schematics and electrical, mechanical, and architectural plans, drawings, and blueprints; read and apply technical manuals, reports, instructions, code changes, and Material Safety Data Sheets.
  • Computer skills with ability to use MS Word, Excel, email, data loggers, infrared cameras, and systems software.
  • Must have a valid G driver’s license (or G2 with 3 years of driving experience) and acceptable driving record to operate corporate vehicles.
  • Must provide an acceptable security background check to meet requirements for working unaccompanied in police facilities.
  • Must provide an acceptable criminal record and judicial matters check for bondability and periodically working in long-term care facilities.
  • Must provide an acceptable Security Clearance Check for a Restricted Area Identification Card from Transport Canada to meet security requirements –OR¬– must provide an acceptable police records check and be able to obtain a Security Clearance Check for a Restricted Area Identification Card from Transport Canada within 6 months of hire.
  • Ability to participate in a regular standby/on-call rotation to respond to emergencies, callouts, equipment failures, and breakdowns. Ability to work staggered hours, statutory holidays, weekends, and overtime as required/requested.
