Department Description
The department of Biochemistry and Biomedical Sciences (BBS) is one of the most research-intensive departments at Mc Master University. The department works with leaders and staff of multiple research centres and institutes across the Faculty of Health Sciences on issues of mutual interest related to affiliated BBS faculty and trainees as well as new faculty recruitment initiatives. Our 29 primary research and teaching faculty members deliver innovative and leading-edge education programs that collectively provide health science training and education to 700+ graduate and undergraduate students. The department has a strong joint and associate faculty membership of 30 faculty members from across the university.


Job Summary

The Manager, Employee Operations is responsible for effectively planning, coordinating and providing human resources functions for all employees in the department to optimally support activities in education, research, and administration. The Manager, Employee Operations is responsible for employee relations, compensation and benefits, recruitment and selection processes, training and development, health and safety, orientation, human resources planning and organizational development, leaves of absence/return-to-work/ accommodation, performance management, administration, and payroll including overseeing payroll of 150 graduate students. The position calls for independent decision-making within the human resources area of authority and for the exercise of leadership in the management of administrative support services in the Department of Biochemistry and Biomedical Sciences in accordance with the UNIFOR Local 5555 collective agreement. In addition, the Manager, Employee Operations supports initiatives for continuous improvement for a diverse set of employees (faculty, management personnel, research staff (Technical professional and research), administrative support staff and temporary – casual staff (including student and TA placements). The Manager, Employee Operations is responsible for internal and external communication processes for the department. These responsibilities are enacted in close collaboration with the Director of Administration.
This position is responsible for ensuring compliance with HR policies and procedures, requiring extensive knowledge of University policies and procedures, Union Collective Agreement understanding, as well as relevant external legislation (e.g. Employee Standards Act, Canada Human Rights Code, WSIA, etc.) and HR best practices. The incumbent contributes to smooth departmental operation in all core functional areas (education, research, and administration). As part of the management team, the Manager, Employee Operations contributes to the research and development of business plans (both short- and long-term) and to the definition of projects, determination of priorities, allocation of staff, and implementation, providing expertise in the HR area and advising of impact of decisions on human resources.


Accountabilities



Employee Relations


  • Provides front-line service to faculty and staff in divisions within client group with regards to human resources policies and procedures and interpretation of the UNIFOR Local 5555 collective agreement, CUPE Collective Agreement, and the Employment Standards Act
  • Works in collaboration with Faculty of Health Sciences Human Resources to coordinates employee relations in the Department, including participation in Article 17 meetings (Redundancy-Layoff and Recall) and grievance procedures
  • Advises on employee relations issues


Compensation & Benefits


  • Advises on compensation and benefits issues, including providing salary and benefits costing for budgeting purposes, and advising on pay equity within the department
  • Makes recommendations and/or decisions on compensation for new hires
  • Develops budget forms for recruitment purposes in collaboration with the Finance Manager
  • Responds to inquiries on compensation and benefits for all faculty and staff
  • Ensures internal equity for remuneration of staff, and flags inconsistencies in staff remuneration for consideration of the Director of Administration


Recruitment & Selection


  • Recommends and develops recruitment and retention practices that support the Department's strategic plan
  • Provides recruitment and selection support services to all supervisors (faculty, Managers and staff) by overseeing and assisting with the hiring process from budget preparation to recruitment to selection and orientation
  • Develops job descriptions, job postings and supplementary materials for posting process according to University and UNIFOR Local 5555 guidelines for all staff
  • Coordinates job postings and recruitment process
  • Proposes recruitment advertising budgets and manages external advertising
  • Screens applications and makes recommendations to hiring manager(s)
  • Develops interview processes (including questionnaires and assessments), interviews candidates, and makes recommendations for selection of research staff
  • Develops reference check questionnaires and conducts reference checks
  • Prepares documentation for interim hiring, and post-doctoral fellows including letters of offer, contract extensions, information required for payroll, FHS administrative server accounts, email, etc.
  • Coordinates Immigration documentation requirements for post-doctoral fellows, and tracks extension. Updates HR with updates to PDF immigration
  • Coordinates hiring process for UNIFOR Local 5555 staff
  • For temporary/causal staff, (including work-study positions) independently responsible for hiring/termination and supervising.
  • Coordinates the CUPE TA hiring accuracy and compliance with all Collective Agreement requirements for compliance.


Training & Development


  • Develops and provides training to faculty/staff supervisors on recruitment and selection issues requested (e.g. job description development, interview questionnaire/assessment development) Maintains resources on internal sites (Website, Faculty Information Portal)
  • Advises staff on continuing education and career development options
  • Coordinates training sessions for faculty and staff as necessary (e.g. software training for administrative staff, sessions at annual retreat), including sourcing and selecting contractors, designing and evaluating training
  • Independently responsible for ensuring that administrative staff have knowledge, skills, and abilities required for their positions, including arranging for and/or conducting training as necessary


Health & Safety


  • Coordinates health and safety program for the Department, including compliance with required H&S training, working alone policy, emergency evacuation procedures, and incident/injury reporting for all faculty and staff.
  • Develops and implements employee wellness plan and related initiatives, and responds to individual/group concerns
  • Manages WSIB claims for department in cooperation with Employee Health Services, FHS Health and Safety Manager


Orientation


  • Develops orientation packages for all employee groups, and advises on orientation issues
  • Provides orientation and maintains regular contact to ensure successful on-boarding
  • Advises on orientation policies and practices


Human Resources Planning & Organizational Development


  • As part of the management team, works in collaboration with the Director of Administration Manager, and the Finance Manager, Department of Biochemistry and Biomedical Sciences, to provide direction regarding the Department's goals and objectives in the area of human resources management and organizational development for the department by examining, reviewing and assessing immediate and long-term needs
  • Advises on organizational development issues
  • Periodically conducts reviews of job descriptions to ensure responsibilities for roles are current


Leaves of Absence, Return-to-Work, Accommodation


  • Coordinates and/or advises on leaves of absence, accommodations, performance management, and human rights/equity issues for faculty and staff in accordance with University policies, procedures and collective agreements where applicable
  • Collaborates closely with Employee Health Services on salary continuance, LTD, WSIB, and Return-To-Work/accommodation plans for staff
  • Maintains detailed information on all aspects of LOA and RTW processes from time employee goes on leave until RTW has been deemed 100% successful. This includes monitoring RTW plans to ensure progressor flag concerns, and managing difficult cases from the department's perspective. Completes department paperwork for LOA, Salary Continuance, return-to-work, etc.


Performance Management


  • Manages probationary employment and performance evaluation process for all staff
  • Conducts performance evaluation meetings with administrative staff
  • Advises on performance management and disciplinary issues for faculty and staff in accordance with collective agreements
  • Drafts criteria to ensure that performance expectations are clear for evaluation purposes


Administration


  • Identifies and implements human resources process improvements
  • Advise staff of annual vacation entitlement, maintains attendance records and designs, implements and monitors attendance management initiatives in accordance with need
  • Develops human resources information management processes/resources as needed to ensure that necessary information is readily accessible for both departmental and University needs (e.g. leaves of absence and return-to-work tracking system, monitors status of leave and related activities such as application for LTD, vacation pay-out, plans for follow- u p medical assessments, etc.; Health & Safety tracking, monitors training compliance and actions taken to ensure training is completed, demonstrating due diligence
  • Ensure comprehensive and accurate documentation of all activities within scope of responsibility
  • Develops resources, tools, policies and procedures to ensure the Department divisions run smoothly
  • Develops and implements strategies to support internal communication


Management of Administrative Support Services


  • Manage administrative support services in the Department including workforce allocation, conflict resolution, performance management and disciplinary actions
  • Ensure that administrative support needs of the Department’s faculty and staff are competently and efficiently met
  • Develops and implements plans for immediate and long-term needs in relation to administrative support functions of the Department including identifying administrative services required and determining optimal staff resource mix, workflow processes, policies and procedures to ensure the services are provided
  • Sets standards for, and monitors, the quality and quantity of administrative support services, addressing performance issues and/or resolving system challenges
  • Identifies opportunities for cost savings or efficiencies from within administrative support services as part of annual departmental budgeting process
  • Ensures salary/fringe benefit costs of administrative support staff stay within corresponding annual budget allocation
  • Advises the Director of Administration regarding administrative support demands of new or emerging activities, and proposes plans to meet demands within available resources.
  • Manages payroll for the Department, ensuring appropriate and timely set-up of all employees and accurate (SPP, and E-forms) one-time and continuous payments, and processing Departmental payroll approvals
  • Coordinates payroll changes, including change of status forms, stipends, one-time payments, , etc. for employees
  • Liaises with Finance, Payroll and Employee Health Services to ensure employees on graduated return-to-work plans receive appropriate pay
  • Collaborates closely with the Director of Administration and the Finance Manager to ensure financial matters are effectively managed as they relate to human resources.


Recruitment and Tenure and Promotion


  • The Manager, Employee Operations is responsible for spearheading the recruitment and Tenue and Promotion (T&P Processes) for the Department and administering the review of all full and part-time faculty member and Associate Memberships within the Dept. (approx. 30 Core faculty, 22 Associate, 9 Joint, and Part time (adjunct))
  • Manage deadlines of the T&P process, utilizing university policies and procedures for each process.
  • Manages the Faculty Leave Process (Research or LOA) and tracks data relevant for T&P
  • Set priorities, creates resources for faculty members and meets deadlines consistently.


Other

  • Manages projects as assigned by the Director of Administration, Department of Biochemistry and Biomedical Sciences.


Qualifications

  • 5+ years experience in a human resources generalist role, including supervisory experience
  • Experience working within a unionized environment preferred.


Knowledge/Skills

  • Thorough knowledge of human resources (professional practices, total compensation, health and safety, HR planning, recruitment and selection, training and development, organizational effectiveness, employee and labour relations, HR information management), including all relevant legislation
  • Thorough knowledge of the University's policies and procedures, UNIFOR Local 5555 collective agreement
  • Ability to handle stressful situations and manage competing demands
  • Proven Excellent leadership and supervisory skills
  • Strong interpersonal and communication skills (oral and written)
  • Ability to work independently and demonstrate initiative
