BC Patient-Centred Measurement (BCPM) under Providence Health Care is now accepting applications for a net new permanent part-time (0.5 FTE) Natural Language Data Scientist to join their team.

Reporting to the Provincial Executive Director, Office of Patient Centred Measurement (OPCM), the Natural Language Data Scientist analyzes structured and unstructured natural language data (i.e., survey comments), models complex problems, and identifies opportunities for process and product optimization by using statistical, algorithmic, mining, and visual techniques. Develops machine learning (ML) predictive analytics models with application to survey comments (text) through the innovative understanding and use of large data sets and the verification of effectiveness to improve clinical processes and patient outcomes. Leads the design and development of solutions for analyzing large volumes of natural language data with Large Language Models (LLMs) to support care quality improvement and to solve business problems.

Supports the strategic priorities of the BC Office of Patient-Centred Measurement, the BC Ministry of Health, and Providence Health Care (PHC) by understanding the clinical, financial, and operational issues to be solved and working closely with partners, clinical and technical experts, and functional teams to leverage knowledge, interpret outputs, deploy solutions, and provide actionable insights. The role also serves a key role in developing a solid and sustainable machine learning and natural language processing foundation and competency for PHC. Stays apprised of current trends and research on all aspects of advanced analytic techniques and works in collaboration with provincial and national colleagues.
What You Bring:
Education, Training and Experience
  • Ph D in Computer Science, Applied Mathematics, Data Science, Software Engineering, or other related discipline and five (5) to seven (7) years’ experience working with databases and data analysis tools.
  • Equivalent combination of education, training and experience may be considered.
  • Experience in the health care sector an asset.
Skills and Abilities
  • Demonstrated thorough knowledge of the principles, processes, procedures, and methods involved in data mining, data analysis, statistical methods, and machine learning, with particular emphasis on Deep Learning (DL), Reinforcement Learning (RL), and applications in Natural Language Processing (NLP)
  • Demonstrated thorough knowledge of Deep Learning architectures used in NLP, especially LLMs. Experience working with LLMs, including fine-tuning of pretrained models, quantization, and prompt engineering.
  • Experience analyzing large volumes of open-text data using computational methods, especially in healthcare settings.
  • Demonstrated strong coding ability in Python and knowledge in using data science frameworks and packages (e.g., Pytorch, Tensor Flow, Pandas, Spacy, etc.), with proven ability developing and implementing software applications leveraging Deep Learning models for the analysis of free-text data.
  • Demonstrated skills in dashboard development and data visualization tools (e.g., Jupyter, Matplotlib, Dash, ggplot) for visually presenting complex data to various parties for consideration.
  • Demonstrated proficiency with version control tools such as Git and cloud repositories such as Git Hub.
  • Demonstrated skills in knowledge synthesis and translation activities, including working with sorting and manipulating unstructured data from different platforms.
  • Excellent oral and written communication skills and ability to translate technical findings clearly and fluently to non-technical partners and to communicate to multiple audiences using data storytelling and graphics.
  • Demonstrated ability to work collaboratively in an interdisciplinary environment and to develop recommendations using facilitation and consensus building.
  • Demonstrated strong analytical, critical thinking, and evaluation skills to discern and help solve the important problems facing health care, to identify new ways to leverage our data, and to direct efforts in the right direction.

Your Day to Day
  • Leads the design, development, and implementation of all cycles of data science (DS), machine learning (ML) and artificial intelligence (AI) model development to support data driven decision making and improve delivery of care.
  • Works in close collaboration with other members of Data Analytics and Health Informatics teams within the BC Office of Patient-Centred Measurement (OPCM), the regional health authorities and the Ministry of Health, when appropriate, to develop and implement innovative solutions that address pressing operational and clinical challenges. Works with external colleagues provincially and nationally to improve understanding of wider issues and develop scalable/applicable solutions for analyzing free-text data.
  • Delivers high-quality innovations to the OPCM with performance validated on datasets from OPCM surveys (patients, clients, families who respond to OPCM surveys) and clinical collaborators.
  • Under the direction of the Provincial Executive Director of the OPCM, conducts operational reviews of qualitative survey research initiatives, cognitive and pilot testing, develops business cases, needs assessments, environmental scans, and research opportunities to support, identify, recommend viable options and projects to further the OPCM survey mandate.
  • Supports the Provincial Executive Director and other partners to ensure that various survey initiatives are coordinated and aligned. Builds strong relations with key partners and users of qualitative survey data by assisting with knowledge translation of data to information for quality improvement and system performance monitoring. Attends regional and provincial meetings, as needed, to promote the value and use of qualitative data.
  • Creates, communicates, and manages the project plans and other required project documentation. Provides updates to OPCM and provincial leadership (senior executives across BC’s health authorities and the Ministry of Health, and when requested, other Ministries, such as the Ministry of Mental Health & Additions, the Office of the Seniors Advocate, etc.
  • Prepares reports and presents findings and proposed solutions to clinical leaders and other key partners, including senior leaders. Leverages those opportunities to identify new areas where solutions may be required.
  • Makes recommendations to senior management regarding strategic actions to maintain the ML development pipeline, analytic architectures, and life cycle, to avoid potential negative consequences and system failures, and to increase the positive impacts of ML systems.
  • Works closely with clinical and management teams across the OPCM, PHC and the health authorities, and the Ministry of Health to strategize, develop, and implement AI products that will facilitate the use of natural language data generated by OPCM surveys to improve quality of care, clinical outcomes, reduced costs, temporal efficiencies, and process improvements.
  • Identifies, engages, and collaborates with specific parties as required for the development of language-oriented AI products designed around the OPCM’s strategic priorities and clinical/business problems. Assesses and implements improvements to AI products as needed.
  • Communicates analytic solutions to OPCM leadership, including the BCPCM provincial Steering Committee, in addition to the provincial BCPCM Community of Practice, and shares AI product status throughout the various stages of the product lifecycle.
  • Supports the OPCM in the development of strategies for scaling successful projects across the province based on feedback from clinical/business clients and end-users by maintaining project and other documentation, reviewing findings, and presenting analysis and actionable insights for further discussion and decision.
  • Works to foster and develop a solid and sustainable ML and AI foundation and competency for the OPCM and the province. Assists the OPCM with the dissemination of successes and failures in an effort to increase analytics literacy and adoption across the BCPCM community and the province.
  • Keeps up to date with the latest technology trends and methods by staying abreast of state-of-the-art literature in the fields of Deep Learning, Natural Language Processing, LLMs, and Reinforcement Learning.
  • Performs other related duties as required.
