Job Summary:
The Engineering Technologist – Traffic & Active Transportation position is responsible for assisting the Transportation Engineer in implementing transportation related initiatives from the Transportation Master Plan. This position completes traffic signal programming changes and modifications, as identified by the Transportation Engineer. The Engineering Technologist – Traffic & Active Transportation regularly conducts field visits to collect data to inform responses to citizen requests and concerns related to the transportation network, including changes to parking restrictions, safety concerns, traffic calming requests, traffic signal timing and operation inquiries, and regulatory signage modifications. A key function is providing technical support in the coordination and implementation of active transportation projects and initiatives, and delivering transportation related capital projects to advance the active transportation network.
Duties and Responsibilities:
1. Collect and analyze transportation data and conduct transportation studies such as accident analysis, requests for changes to parking restrictions, roadway safety audits, pedestrian crossing warrant analysis, traffic-calming improvements, and traffic signal warrant analysis.
2. Assist the Transportation Engineer with reviews to engineering drawings and transportation impact assessments related to private developments, new subdivisions and other transportation agencies that may affect the City.
3. Review Traffic Control Plans related to Street Occupancy Permits and follow-up with field audits to check for compliance.
4. Investigate and respond to traffic signal operational issues and implement traffic signal programming changes.
5. Assist the Transportation Engineer with chairing the City’s Traffic and Sign Committee, with a focus on transportation network safety through national and emerging best practices and guidelines, process improvement and quality customer service.
6. Investigate, assess and provide technical input on responses to public inquiries and requests.

7. Assist the Transportation Engineer with updating transportation related sections in bylaws, policies, standards, and guidelines.
8. Oversee the planning and implementation of yearly traffic count data for the entire network. Make recommendations on improvements to the traffic count and data collection program.
9. Provide other general transportation related technical support to the Engineering Department and other City departments, as required.
10. Prepares and monitors, under the direction of the Transportation Engineer, projects related to the Engineering Services annual operating and capital, budgets.
11. Follows, so far as is reasonably practicable, established safety procedures and standards.
12. Act as the Transportation Engineer, as required.
13. Other related duties.


Job Requirements:
Working Conditions:
Work is conducted in an office environment for about 50% of the time. Exposure to noise, dust, fumes, traffic, extreme temperatures, traffic hazards, utility lines, uneven terrain and construction sites when conducting inspections, collecting data, preliminary site investigations, or overseeing and inspecting capital projects.
Required Knowledge, Skill and Abilities:
  • Post-secondary graduate of a Civil Engineering and/or Transportation Engineering Technology program or other related engineering or applied science program
  • Eligible for certification as a Certified Engineering Technologist (C.E.T.) or Applied Science Technologist (A.Sc.T.)
  • 4 years of related municipal experience pertaining to transportation infrastructure
  • 1 year on-the-job experience
  • Demonstrated project management experience on transportation related projects
  • Able to communicate both orally and in technical writing in English
  • Ability to prepare material for non-technical audiences in plain language is an asset
(e.g. for open houses, advertisements, notices, website and project updates)
  • Demonstrated understanding of and knowledge in contract law and construction principals
  • Proven strategic decision-making/problem solving, and interpersonal skills
  • Ability to work effectively within a team
  • Advanced public relations skills
  • Highly proficient in MS Office: Word, Excel, and Outlook
  • Working knowledge of Auto CAD, and traffic modeling software an asset
• Ability to foster and maintain effective relationships among peers and/or stakeholders • Valid Yukon Class 5 Driver’s License

Other Skills / knowledge that will require certification within prescribed periods after hire
  • International Municipal Signal Association (IMSA) Traffic Signal Technician
  • Certification IMSA Traffic Signal Technician I within 2 years of hire
  • IMSA Traffic Signal Inspector, within 2 years of hire
  • IMSA Traffic Signal Field Technician II, within 3 years of hire
Examples of Equipment to Operate:
Light vehicle, Auto CAD, traffic signal counters, controllers, general office equipment, and spreadsheets
