Procurement Manager, Capital (CSA & MEP); 采购经理,资产 (土建&机电工程)

The role will ensure the success of both new construction and local plant layout modification for greenfield sites, existing plants and distribution centers, to support the China 10-in-10 vision (in 10 years China becomes a 10 billion business) through capacity expansion.
Work scope will include sourcing of:
- CSA (Civil, Structure and Architecture)
- MEP (Mechanical, Electrical & Plumbing)
- Utility (Gas, Electricity, Boilers and etc)
- Lead and manage CSA/MEP related Capital projects from sourcing to contract, such as Project procurement ,Plan alignment, Conduct RFP, Clarifications, Commercial negotiation and Commercial bidding analysis, Supplier award alignment, Contract negotiation and so on.
- Contract management including increasing usage of frame contract, contract terms negotiation to reduce risks.
- Support Engineering in project management to ensure on-time delivery of all capital projects to support the business needs including but not limited to on-time start up of new plants, new capacity, new systems, new lines, etc.
- Supplier relationship management which includes onsite visits, regular conference calls and supplier coming in visits. Develop new local low cost alternative supplier to meet business needs. Conduct supplier management to PEP requirements (including but not limited to delivery, quality, cost, responsiveness, etc.)are met.
- Conduct spend and market analysis to develop category strategies (Civil, Structure, Architecture, Mechanical, Electrical & Plumbing, Utility systems for gas, electricity and boilers) and deploy the strategies that are algined with the business needs, GP productivity objectives.
- Develop supplier management strategies to monitor supplier's performance to ensure cost effective and on-time project delivery
- Manage multiple projects concurrently and delivering consistent positive results.
- Eengage all 9 manufacturing sites and 24 distribution centers to define and continuously improve the supplier performance metrics, identify and evaluate suppliers with high risk and assist in mitigation plans for risk controls.
- Partnership with legal, compliance and Finance team to ensure procurement work executed with full compliance in policies and regulations.
- Bachelor or above degree
- More than 8 years sourcing experiences
- Minimum 3 years sourcing experiences in capital sourcing
- Preferally from Fortune 500 companies or reputable FMCG
- Strong soucing skills
- Solid knowledge in various capital categories
- Good understanding on Procurement to Payment process
- Strong leadership, communication skills
- Demonstrated negotiation skills and bidding process knowledge
- Sound English/Chinese fluency in both oral or written
- Experiences in construction sourcing will be required (for external hiring)
- Experience of capital sourcing
- Experience in construction sourcing
- Strong leadership is needed as this role will often interact with stakeholders of much higher levels.
