Org. Setting and Reporting
This position is located in the Strategic Communications and Public Information Unit of the United Nations Verification Mission in Colombia (UNVMC). The incumbent will be based in Bogota and will report to the Head of Office of the Special Representative of the Secretary-General (SRSG).
Responsibilities
Under the overall direction of the Head of Office of the SRSG, and within limits of delegated authority, the Public Information Officer will be responsible for the following duties: 1. Advising and supporting senior Mission leadership on communications matters and providing leadership, strategic vision and management to the Strategic Communications and Public Information Unit a) Assists senior leaderships in the effective use of strategic communications in support of Mission objectives; b) Oversees the Mission's public information budget and ensures delivery on the workplan of the Unit in support of implementation of the Mission's mandate; c) Manages a diverse team and provides support and mentoring to Unit staff and field-based public information teams. 2. Oversees outreach activities to local media, civil society organizations, Government and National NGOs a) Coordinates the Production and dissemination of information aimed at local media and organizations about the Mission, its aims and activities; b) Coordinates the preparation of material for press briefings and interviews; drafts and edits key messages, press statements and press releases as necessary; establishes and maintains a cooperative relationship with local media; talking points, UN newsletters reports and books; c) Monitors and analyses local and international media and maintains productive regular contact and close collaboration with the media. 3. Builds communication capacity with national partners and strengthens local partnerships a) Builds capacity and serves as focal point on local capacity building including supporting local media and partners through regular contact and organizing specialized training to address knowledge, awareness, and skill gaps, especially regarding the peace process and the role of the Verification Mission; b) Develops strategic partnerships with key constituencies to elicit support for and maximize impact of public information objectives; raises visibility of the Mission by organizing and/or participating in seminars, lectures, conferences, public events on major issues and events concerning the organization. 4. Prepares or coordinates the development of communications products and content in local language(s) a) Coordinates the preparation of a diverse range of communication products in support of unit priorities and works closely with departments and partners to develop ways to implement campaigns system-wide and to incorporate the campaign message and themes into all relevant events and products; b) Oversees the production of compelling stories for local and international audiences and the production of digital content for the Mission's social media platforms. 5. Implements communications strategies and activities a) Responsible for leading in the development and implementation of a Mission-wide-strategy for strategic communications, media relations, publications, web and digital media including social media, community outreach and/or radio products with the objective of promoting awareness, understanding, support and respect for the Mission's work and support for UN Peacekeeping or Special Political mandate and priorities; b) Contributes to reports to Mission leadership, UNHQ on communications activities, developments, trends and attitudes regarding the UN; c) Provides communication support to managers, senior officers, and other public information staff on a range of public affairs issues, methods, and approaches. 6. Provides support to internal communications a) Oversees the production of reports, newsletters, and other materials of interest to internal audiences; b) Ensures Mission internal communication is up to date and accurate; c) Other related duties that may be assigned; d) Ensures that all UNVMC policies are applied and followed thoroughly across all processes, including adherence to UNVMC code of conduct and ethics, and integrates a gender-sensitive approach in all functions.

Education
Advanced university degree (Master's degree or equivalent) in communication, journalism, public administration, international relations, advertising, or related field is required. A first-level university degree in combination with an additional two (2) years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of five (5) years of progressively responsible experience in public information, journalism, international relations, public administration or related area is required. Experience working in the design and management of communications and public relations strategies, crisis communications and journalism, is required. Experience managing communications teams is required. Experience working on peace-related communications is desirable. Experience advising senior leadership in United Nations, international organizations, governmental or non-governmental organizations, on communication strategies is desirable. Experience developing and managing budgets is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this position, fluency in English and Spanish is required. NOTE: Fluency equals a rating of "fluent" in all four areas (read, write, speak, understand), and "knowledge of" equals a rating of "confident" in two of the four areas.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

United Nations Considerations
