Local Evaluator, USDOL ILAB Thematic Evaluations of OTLA-Funded Judicial Interventions, Costa Rica

Proposal Objective:
Social Impact is pursuing a 2 year opportunity to conduct evaluations and interventions across multiple countries in the judicial sector through USDOL ILAB/OTLA. The objective is to plan and conduct one thematic evaluation of a range of judicial interventions in nine OTLA-funded technical assistance projects. The projects have been or are being implemented in eight different countries by four distinct implementers, including American Institutes for Research (AIR), the Foundation for Peace and Democracy (FUNPADEM) in partnership with Partners of the Americas (POA), the International Labor Organization (ILO), and The Ergo Group. The nine projects include five new or ongoing projects (in Armenia, Honduras, Malaysia and Mexico) and four closed or closing projects (in Costa Rica, Georgia, Guatemala, and Kenya).
Costa Rica is one of five countries that have been selected for in person data collection for the evaluation. The period of performance is a base period of 24 months, determined upon award. The length of effort for the Local Evaluator is expected to be 54 days.
Position Description:
SI is seeking a Local Evaluator (LE) to carry out the on-site facilitation, data collection, site visits, and observations in Costa Rica. The LE will perform tasks with remote or hybrid support from the lead evaluator and/or other evaluation team members. The LE will be responsible for performing a variety of other evaluation and facilitation tasks as needed, including logistical planning, communicating with and photographing stakeholders, translation, interpretation, as well as other tasks to facilitate stakeholder participation, identify and mitigate potential harm to evaluation participants, and support safe, inclusive, ethical, and culturally appropriate evaluation and learning methods. The LE shall utilize qualitative, quantitative, or mixed methods approaches to complete the evaluations.
Please note that remote fieldwork may still be required in some instances due to security or other factors. A determination for conducting fieldwork in-person at various implementation sites in the selected countries will be made at least one month prior to the start of fieldwork by USDOL, in consultation with the contractor, the U.S. Embassy, and the grantees.

- Supporting safe, inclusive, ethical, and culturally appropriate evaluation and learning methods.
- Bachelor’s Degree or four years of participatory research or evaluation experience.
- At least 2 years of qualitative and/or quantitative research or evaluation experience in Costa Rica.
- Fluency in written and spoken Spanish.
- Advanced proficiency in written and spoken English.
- Prior experience facilitating workshops or events.
- Ability to carry out and support logistical planning, facilitation, translation, interpretation, data collection, mapping, and document review in a timely fashion.
- A commitment to valuing diversity and contributing to an inclusive work and learning environment.
- Knowledge of local judicial system, justice sector reform and/or local labor law preferred.
- Experience with photography and using recording equipment are preferred.
