  • Location: NAMRU Facilities, Cairo, Egypt

SUMMARY
The Naval Medical Research Unit (NAMRU) is looking for professional support in the specialized areas of Administration and Supply/Warehouse Management.

QUALIFICATIONS
  • Education: University Degree in Business Administration, Management, English language, Commerce (English Section), or Science is required.
  • Experience: A minimum of 10 years of experience in a senior administrative position in a multinational entity, with medical research setting.
  • Language: Level IV (fluent) English and Arabic, oral and written.
  • In-depth knowledge of the host country culture, places, events and cross- cultural Issues.
  • Computer skills, with speed and accuracy. Must possess good command of various Microsoft Office software such as Word, Excel, and Power Point, Outlook, Publisher.
  • Needs to have the skill and tact necessary to advise departmental offices and collateral duty personnel required to submit by-directional reports in the correct Navy format and NAMRU EURAFCENT administrative requirements.
  • Must have excellent ability to deal tactfully and diplomatically with various high-level U.S. and foreign civilians, and military personnel.
  • Ability to prioritize and organize work effectively and independently.

THE DUTIES INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING:
  • Within 90 days of onboarding, gain sufficient knowledge of the mission and goals of NAMRU EURAFCENT, and the priorities and policies of the Commanding Officer (CO) to perform non-routine assignments such as assembling information to be used for reports or responses to inquiries not requiring technical knowledge. Must possess knowledge of the organizational function and procedures of the command, to perform such duties as referring phone calls and visitors and providing administrative information.
  • Serves as point of contact and acts as liaison for communications within and outside the command. This includes both US Government and Egyptian and other foreign ministries, academic institutions and various embassies, general public, and other research entities. Must interact with Senior Officials both within and outside of the host country, research entities and other NAMRU EURAFCENT' sites. Requires knowledge of the protocols necessary at the Ministerial level, along with the scientific base that would allow him/her to tackle such issues of reference in a competent manner.
  • Advise the director on protocol issues unique to particular visitors or to particular situations or events which the director is obligated to attend.
  • Manages and coordinates event planning, along with the Public Affairs Officer (PAO), to include conferences, delegations, VIP visits, meetings, and social functions. Follows up on commitments and assignments required from the Command, reporting status/stage of completion to the director and command leadership. Responsible for receiving all visitor and telephone inquiries to the director. Screens all inquiries to determine their nature and refers inquiries to appropriate area. This requires the incumbent to have in-depth knowledge of the functions and mission of all Directorates and Programs within the Command, in order to assemble data pertaining to all enquiries that necessitate the attention of the CO, XO, and Cairo Director. This entails knowledge of the names of senior officials, and offices, along with the main functions of each respectively within the U.S. Embassy and various Egyptian ministries, particularly the Ministry of Health, with whom the Command regularly conducts business.
  • Manages the daily agenda of the CO, XO, and Cairo Director. Plans their daily activities accordingly. Schedules appointments for command and external visitors.
  • Posts notices on the intranet and through email including command instructions and notices, plan of the week, lost and found. Maintains command leave and liberty calendar.
  • Reviews all incoming correspondence to CO, XO, and Cairo Director. Manages, writes, prepares and processes responses to a wide variety of correspondence from within and outside the command; drafting initial or final executive level correspondence and monitoring such correspondence to insure that the actions taken are completed accurately, in a timely manner and that appropriate procedures are followed; Informs and/or instructs command administrative assistants on proper correspondence procedures and requirements.
  • Drafts, edits, prepares, and maintains all correspondence for all NAMRU EURAFCENT activities including but not limited to relations with U.S. Navy host country, investigations, and similar subjects. Prepares and maintains files on officers' fitness reports end enlisted evals.
  • Responsible for conducting background research on all issues brought to the attention of the CO, XO, and Cairo Director in order to provide thorough briefings and reduce the amount of time required for action. Issues include personnel issues, management, and host country relationships.
  • Prepares responses to non-technical requests for information. This may involve determining whether or not to release information based on the nature or degree of sensitivity of the information and the requestor’s authority to receive the information. Disseminates information to a wide range of users that may include the general public and media (through the PAO), U.S. Embassy and U.S. Navy Staff.
  • Serves as a liaison between the CO, XO, and Cairo Director on some of the critical issues under the CO/XO's purview. Assists staff in reporting and documenting and provides support to staff on day-to-day administrative support functions.
  • Identifies and provides administrative management services for the office, to include equipment and supplies. Manages office maintenance coordinating with Public Works and Supply Departments to be sure the office environment is up to standards.
  • Prepares transportation requests for Cairo Director, protocol visits and other events. Liaises with dispatcher to make optimal use of resources at times required.
  • Travel arrangements for the CO and XO, business cards preparation and printing, updating command's organizational chart and phone list, etc.
  • Trains, mentors, and coaches new administrative assistants.
