Who we are supporting
The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.
The NCIA provides a wide range of services, including:
- Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
- Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
- Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
- Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
- Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.
The program
Assistance and Advisory Service (AAS)
The NATO Communications and Information Agency (NCI Agency) is NATO's principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.
To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.
Role Background
The JISR Centre's Vision is to assure information superiority for NATO. Our Mission is to deliver, support and protect valued Intelligence, Surveillance and Reconnaissance (ISR) capabilities, expertise and services, to maximise operational effectiveness for NATO.
The Geo Met Oc Services Branch within the JISR Centre is responsible for the full lifecycle support of the NATO Core GIS Application Service, which provides customers with a suite of data, services and products that ensure all phases of military operations are conducted on the same spatial reference. This Application Service makes use of ESRI SW Arc GIS desktop and Server components.
In order to fully exploit the potential of the NATO Core GIS Application Service, GIS technicians and military geo staff need to be trained on the latest SW releases so that they are able to efficiently provide Geospatial support to North Atlantic Council (NAC) approved activities Within this context, the Geo Met Oc Services Branch requires an individual to perform GIS tasks in the areas of GIS Innovation, training delivery and Core GIS deployments.
Role Duties and Responsibilities
Under the direction of the JISRC/Geo Met Oc Training Section Head the service provider will perform the following tasks:
- Support to the Geo Met Oc Innovation and Training Facility (GITF) at the NCIA Academy in Oeiras (PRT). This comprises the usage of ESRI GIS technology for the development and implementation of Geospatial, Meteorological and Oceanographic (Geo Met Oc) concepts, products and processes in a NATO military context, including the development of workflows and mapping production methodologies.
- Development and delivery of customised GIS training packages in order to fulfil identified Geo Met Oc training needs:
- GIS training packages to be developed using ESRI`s official resources, ensuring NATO`s access to the latest training materials, legal compliance and adherence to ESRI`s Intellectual Property Rights (IPRs) as well as training certification.
- Delivery of the GIS customised training packages to be performed either at the Contractor`s facility or at NCI Academy in Oeiras.
- The student number is limited to 14 persons.
- Support the delivery of standard NATO Catalogue GIS training courses at the NCI Academy.
- Remote support in the area of NATO Core GIS/ESRI enterprise SW deployments and trouble shooting.
- The list of activities may expand as urgent operational requests emerge and qualification of the resources allows.
- Close coordination of all activities with the NCI Agency Project Manager (PM) as well as strict adherence to agreed timelines is mandatory.
- Minimum 3 years of proven experience in the delivery of Certified ESRI training packages.
- Proven experience on the development of customised GIS training packages to fulfil Geo Met Oc Military training needs.

- Imagery Analysis in Arc GIS Pro –
- Managing Map Layers in Arc GIS Pro
- Arc GIS Enterprise
- Sharing Content to Arc GIS Enterprise
- Arc GIS Enterprise: Configuring Base Deployment
- Arc GIS Enterprise: Administration Workflow
- Proved knowledge on Python Scripting for Map Automation/Geoprocessing workflows.
- Proved experience in the development, testing and implementation of "state-of-the-art" GIS map production workflows.
- Advanced knowledge and experience in the usage of ESRI GIS technology for the development and implementation of Geospatial, Meteorological and Oceanographic (Geo Met Oc) concepts, products and processes in a NATO military context.
- Solid understating of Core GIS CONOPS and SOPs is critical to ensure that the activities to be developed are fully aligned with the NATO standards and Operational requirements.
- Proven experience in the area of NATO Core GIS/ESRI enterprise SW deployments and trouble shooting.
- MSc degree at a nationally recognised/certified University in Geospatial Science, Geographic Information Systems (GIS), or other relevant scientific, engineering or geospatial related field supplemented by relevant GIS postgraduate qualifications.
- Or exceptionally, the lack of a university degree may be compensated by the demonstration of a candidate's particular abilities or experience that is/are of interest to NCI Agency, that is, at least 6 years extensive and progressive expertise in duties related to the function of the post

- It is estimated that they will be executing project related service at the NCI Academy, Oeiras, Portugal for 24 sprints. Each travel is for a one-week on-site duration
- There may also be requirements to travel to other NATO sites other than Portugal
- Valid National or NATO Secret personal security clearance
