Name of project:
Support to Good Financial Governance in Tanzania

Task description:
  • Operational responsibility for delivery of Work Package 3
  • Individual capacity building for public officials in the areas of internal audit, external audit, public procurement and accounting standards
  • Provision of trainings with the ultimate objective to facilitate CPA and CPSP certification of individual technical staff of partner organisations
  • Technical and process advice to ZPPDA, OIAGZ and OCAGZ to strengthen institutional capacity in the areas of audit and public procurement.
  • Organisation of exchange meetings between the Zanzibar Ministry of Finance and corresponding offices on Mainland
  • Designing and implementing capacity needs assessment for partner organisations on Zanzibar
  • Facilitation of operational planning for Work Package 3
  • Stakeholder engagement and relationship building with key partner organisations on Zanzibar: key linkage to Zanzibar Ministry of Finance, ZPPDA, OIAGZ and OCAGZ, responsible for proactively maintaining relationship with partner
  • Coordination of short-term experts delivering services in line with agreements with team leader and partner organisations
  • Supporting Team Leader on ad-hoc basis

Qualifications:
Education/training/skills
  • Fully qualified accountant: CPA or ACCA
  • Knowledge of Swahili, C1-level in the Common European Framework of Reference for Languages (5 out of 10 possible points)
  • Knowledge of English, B2-level in the Common European Framework of Reference for Languages (5 out of 10 possible points)
General professional experience:
  • 7 years of professional experience in the sector of Public Finance in Accounting or Auditing
Specific professional experience:
  • 5 years of professional experience in individual capacity building in public sector accounting
Professional experience in the country/ region of assignment:
  • 5 years of professional experience in Tanzania
Experience in the field of development cooperation:
  • 3 years of experience in development cooperation projects
