Job Purpose
This job position oversees, manages, and coordinates construction, maintenance, and compliance activities within and affecting public rights of way, including in-house operations as well as operations by other entities. This position will also assist in the development and management of contracted projects and coordinate efforts and tasks with the department staff.
Duties and Responsibilities
Working under the policies, budgets, and direction of the Director o Public Works, the Right of Way Manager's duties will include, but are no limited to:
  • Reviewing permit applications for work to be performed within public rights of way and coordinating and inspecting the same
  • Managing and maintaining public landscaping and hardscaping
  • Managing and maintaining public street signage, lighting, and flag/banner displays
  • Coordinating utility work by others within public rights of way and inspecting restoration
  • Serving as the IN811 underground utility locating request contact for the town, reviewing submissions, assigning staff as appropriate, and closing tickets upon completion in accordance with IN811 requirements
  • Reviewing and responding to special event applications
Technical Requirements
This position involves direct execution of technical tasks, requiring approximately 40% of work time.

Management Requirements
This position requires a variety of administrative and management duties to carry out departmental responsibilities. Management requires approximately 60% of work time, and is defined as planning, leading, organizing, and controlling.
  • Prepare and manage in-house maintenance programs
  • Prepare and manage contracted services
  • Maintain records, prepare reports on activities and projects
Accountability
The Right of Way Manger reports administratively to the Director of Public Works, while maintaining responsibility for technical decisions of the department and day-to-day operating decisions.
Special Considerations
The nature of the work in the Department of Public Works requires personnel to be available on an emergency basis and to work extended hours as required. This position will also supplement and support the Department of Public Works operations, offering assistance as needed for winter-weather and other activities. Other situations of a non-emergency nature will require activity beyond the normal workday.
Qualifications
This position require a demonstrated technical knowledge of the rights and responsibilities within public rights of way as well as utility operations and installation practices, including equipment use and design considerations. A working knowledge of governing standers such as the Manual on Uniform Traffic Control Devices (MUTCD), Americans with Disabilities Act (ADA), Standards for Accessible Design, and Public Right of Way Accessibility Guidelines (PROWAG) is necessary. A basic knowledge of tree species, care, and maintenance is beneficial. It requires the knowledge and capability to operate the tools and equipment normally used, including basic survey equipment. It also requires a valid driver's license and the physical ability to lift, walk, and climb in all field conditions.
This position requires the inter-personal skills to effectively coordinate with staff personnel, as well as interact with other Town employees and the public. Good verbal an writing skills are necessary, with sufficient computer skills and the use of software such as a Graphic Information System (GIS) and Microsoft Office. Experience with development plan review and construction site inspection is preferred but not required.
Minimum education qualification of a high school diploma, or equivalent are required, plus a general knowledge of public works and utility construction. Minimum preferred work experience would include five years in related activity as well as experience in a project management role.
OSHA 10 certification within one year of hire, updated every 5 years
Environmental Conditions and Safety Concerns
Incumbent performs a majority of duties outdoors and in a vehicle, and it frequently exposed to normal hazards associated with maintaining and working within and along rights-of-way, such as machinery, traffic, noise, grease, dirt, dust, vehicle fumes, blood borne pathogens and other infectious materials, extreme temperatures and inclement weather. Safety precautions must be followed at all times to avoid injury to self and others.
Working Conditions
The Right of Way Manager works in a combination of office and field environment with exposure to dust, odors, and noise. The Right of Way Manager may complete tasks outdoors in all types of weather and may be required to work outside of normal business hours.
