ART Acceleration Program Coordinator

We are currently seeking qualified candidates for the position of: ART Acceleration Program Coordinator, Epi C Project, based in Jakarta, Indonesia.
Project Description
Meeting Targets and Maintaining Epidemic Control (Epi C), a five-year global project funded by PEPFAR and USAID, is dedicated to achieving and maintaining HIV epidemic control. The Epi C project provides strategic technical assistance (TA) and direct service delivery (DSD) to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, care and treatment programming, and viral load suppression. Epi C is led by FHI 360 with core partners Right to Care, Palladium, Population Services International (PSI), and Gobee Group. The project also draws upon regional resource partners to provide TA, as well as global resource partners who bring unique capacities.
The Epi C team’s approach to TA is guided by four mutually reinforcing principles: (1) a focus on speed, scale, standards, and sustainability; (2) customization according to local priorities, financing, epidemiology, and the differentiated needs of target populations; (3) adaptive management based on results; and (4) transition of TA and DSD to local and regional partners to enable them to receive direct awards. In addition, Epi C applies human-centered design thinking to resolve persistent challenges along the HIV service cascade.
Epi C is accelerating the ability of governments, key population leaders, organizations working with key populations, and private-sector providers to plan and implement services that reduce HIV transmission among key populations and their sexual partners and extend the lives of those already living with HIV. The key elements of the FHI 360-led team’s strategic and technical approach:
  • Identifying key populations and locales and comprehensively assessing risk,
  • Diagnosing “leaks” and revealing access barriers within the HIV services cascade,
  • Scaling up “what works” while innovating to ensure the most strategic use of resources and access to newly emerging technologies,
  • Addressing structural barriers and transforming local KP organizations,
  • Ensuring interventions are sustainable over the long term, and
  • Supporting the mainstreaming of human rights, gender and competency and capacity development.
  • Advocate for PHO, DHOs, and health services to initiate local funding contributions for program sustainability transition.
  • Advocate to the Government of Jakarta for readiness to support social contracting funding for CSOs in the HIV response in Jakarta. And support the technical readiness of CSOs stages to access social contracting to engage in HIV response from the government both PHOs and related agencies.
  • Assisting Indonesia’s HIV Supply Chain response regarding: (a) logistic HIV coordination meeting; (b) Stock-opname analysis at pharmacy warehouse facilities; (c) HIV sites monitoring, mentoring and analysis; (d) Order processing, replenishment, receiving and distribution of HIV commodities; (e) Viral load laboratory network optimization monitoring; and (f) HIV commodities forecasting and supply planning.
Job Summary:
The ART Acceleration Program Coordinator will provide critical technical, coordination and oversight to the Epi C project in Indonesia. The position will coordinate and track the technical assistance strategy across the five Epi C approaches particularly in ART acceleration. The incumbent will work closely with a variety of stakeholders at the national, provincial and district levels, and will liaise with all EPIC technical and programmatic staff.
The position will be based in Jakarta, Indonesia. Indonesian nationals are encouraged to apply.

Duties & Responsibilities:
  • Coordinate Epi C direct service and TA strategies across all Epic five approaches, ensuring linkages between technical areas/units, with a particular focus on Jakarta and the national program.
  • Cultivate strong working relationships with the PHO/DHOs and lead the development of agreements with these bodies that support the Jakarta Fast Track/Saturation/ART Acceleration Strategy and MOH ART acceleration and decentralization aims.
  • Provide assistance, as needed, in the development and implementation of the Jakarta and Greater Jakarta Co PCT and acceleration strategy for Epi C.
  • Develop, implement and/or coordinate capacity strengthening initiatives for program partners in Jakarta across the five Epi C approaches with emphasize in ART acceleration capacity strengthening.
  • Manage the development and utilization of ART acceleration training tools and methodologies for capacity strengthening.
  • Provide support for the development, implementation and management of Epi C’s push and pull TA system for ART acceleration.
  • Advocate for the transition of local resources to finance HIV programs through local budgets at the PHO, DHOs and health service levels. This will ensure program budget support is available to cover non-ART logistics and other program activities.
  • Working closely with CDU (and others unit in Epi C) relate to advocate the government for social contracting support to CSOs for HIV response programs in Jakarta. And ensure technical guidance for CSOs and HIV CSO forums in Jakarta to be able to access social contracting (grants / Type III management) from the government (PHO and others).
  • Work closely with the HSC unit together with PHOs and DHOs to ensure the availability of HIV program commodities (ART and Non ART) is good in Jakarta, both from the service level so that there are no commodity stock outs at all levels.
  • Coordinate requests for TA from Epi C partners and track responsiveness.
  • Work with Epi C staff on the development and review of sub-awards, work plans, reports, and budgets.
  • Coordinate and contribute to the development, review, and submission of funder progress reports.
  • Monitor overall progress against program deliverables, goals and objectives.
  • Work closely with other units to ensure strong linkages and effective processes are in place for integrated programming.
  • Report regularly to the Epi C Associate Director, Advocacy and Strategic Partnership on progress and status of Epi C activities in Jakarta, including the proactive identification of challenges or barriers.
  • Stay current and up to date on all aspects of PEPFAR programming and reporting.
  • Perform other relevant duties as assigned.
Qualifications:
  • Broad knowledge of the continuum of HIV prevention, care and treatment in the Indonesia context, with recognized technical capacity in one Epi C’s approach.
  • Understands the HIV-related needs of key population and priority population groups in Indonesia, including female sex workers, men who have sex with men, PWID and transgender individuals, at-risk men and women, and has worked to support and implement activities to reduce stigma and discrimination
  • Proven capacity building skills, supervisory capabilities and project management experience
  • Excellent organizational, supervisory, leadership and coordination skills
  • Sensitivity to cultural differences and understanding of the political and ethical issues surrounding public health issues among key populations in Indonesia.
  • Ability to provide strategic leadership and advice to team, exchange information and collaborate with colleagues and peers within and outside the organization/project
  • Excellent communication, diplomatic and negotiation skills
  • Ability to meet deadlines with strong attention to consistency, detail, and quality
  • Ability to travel within country or region and internationally if needed
Minimum Requirements Standards:
  • Post-graduate degree in management, public health, or social sciences, and at least ten years of experience with NGOs or funding organizations involving program implementation and management
  • At least 5 years of demonstrated key population group technical expertise, with substantial HIV programmatic experience with FSW, PWID, MSM and TG
  • Proven experience in program management, capacity building, and reporting in the Indonesian context
  • Proficient in both written and spoken English language and fluent in Bahasa Indonesian
  • Experience with U.S. government rules and regulations and experience working in an international NGO/PVO environment desirable
