Research Triangle Institute (RTI)

IDG’s Global Health Division focuses on strengthening health systems, controlling and eliminating neglected tropical diseases, improving reproductive, maternal, newborn, child and adolescent health, and supporting programs to combat malaria, tuberculosis, and other infectious diseases—with the goal of assisting countries to prepare for and respond to emerging health threats. We incorporate learnings from monitoring, evaluation, and operations research to refine and improve the effectiveness of our programs. Relying on partnerships with governments, local organizations, universities, service providers, and communities, we identify and address the root causes of public health challenges. Working with and through our country counterparts’ own systems, we help them improve the quality of policies and practices using data and feedback from every level—from village health volunteers to local government authorities to health officials.

Program Description:
The anticipated USAID Maternal Child Health (MCH) Flagship in Indonesia aims to contribute to the national goals to reduce maternal and newborn mortality by improving the quality of care targeting the poorest and most vulnerable. The objectives are as follows:
  • Objective 1: Strengthening the supply of quality maternal and newborn health services.
  • Objective 2: Improving the demand for quality services through social behavior change communication and accountability mechanisms.
  • Objective 3: Fostering innovations and building the evidence base to inform national and sub-national policy reforms which will establish institutional quality standards.
Building on existing Government of Indonesia programs and past USAID initiatives, the project aims to enhance and expand successful strategies in provinces and nationally.

RTI is seeking a Chief of Party (COP) for an anticipated USAID/Indonesia MCH activity. The COP will be responsible for leading the overall activity implementation, technical strategy, management, and execution. This position will ensure all activity deliverables are met or exceeded, within budget and in compliance with RTI and USAID rules and regulations. The COP will provide project planning, oversight, leadership, and coordination. The COP will be expected to identify risks related to program implementation in a timely manner, suggest appropriate program adjustments, and ensure that systems are in place to mitigate the risk of fraud, waste, and abuse. This leadership role liaises with USAID, the Ministry of Public Health, other health and development donors, and other implementing partners (IPs) in Indonesia on behalf of the activity, cultivating open, productive, and collaborative relationships to advance activity objectives. This position will be based in Jakarta, with possible travel to provincial implementation areas throughout implementation.

Responsibilities
  • Responsible for the overall successful leadership, strategic vision, and management and operations within budget and compliance parameters, including financial management, cost control, sub-contractor management, performance monitoring, and client relations.
  • Responsible for management and oversight of the program’s technical, operational, and administrative staff across offices; Directly supervise and mentor project staff.
  • Ensure synergy across technical components of the project; ensure good team planning and coordination, deployment of resources and intra-team communication in support of project objectives.
  • Oversee performance monitoring and evaluation to ensure all governance project targets are met or exceeded – making recommendations for improvement in program implementation.
  • Build strong relationships and lead collaboration with USAID/Indonesia and high-level stakeholders, such as Indonesian ministries and regulators, other IPs, and local partners. Ensure that client and stakeholder expectations are met.
  • Lead annual project work planning and reporting and be the principal point of contact with USAID, Government of Indonesia, other implementing partners.
  • Lead technical meetings to ensure adaptive management and inclusion of guiding principles across all objectives.
  • Serve as the liaison with USAID, the Ministry of Health, and RTI home office.
  • Ensure the timely and quality completion of all program technical and financial deliverables and reports in accordance with USAID guidelines.
  • Ensure all contractual deliverables and reporting requirements are met and in compliance with contractual requirements and U.S. federal regulations.
  • Direct and supervise the performance and delivery of services by both international and national subcontractors.

Qualifications
  • Masters degree in a relevant field and 14 years of experience.
  • Progressively responsive experience in a senior role managing international donor-funded (including USAID) health projects, with substantial knowledge and experience related to health sector improvement methodologies, capacity development, decentralization, or civil society strengthening in Indonesia highly preferred.
  • Substantial experience managing and leading technical and administrative teams for health projects focused on one or more areas: MNCAH, malaria, FP/RH, nutrition, global health security, and/or HSS.
  • Proven ability to work collaboratively with government, donors, the private sector, and community organizations to achieve health objectives in Indonesia.
  • Knowledge of the Indonesian health sector and established local networks, including relationships with the Government of Indonesia and other health donors and IPs preferred.
  • Ability to work in complex, politically charged, unstable environments, work across different cultures, and manage diverse teams to deliver impact within agreed timelines across a broad geographic area.
  • Experience managing diverse, high-performing multidisciplinary teams working across satellite offices to achieve health results in a fast-paced environment.
  • Ability to travel and work in any of the anticipated priority states.
  • Ability to build and maintain strong teams and relationships with host-country counterparts and other donors.
  • Excellent interpersonal communication, writing, and oral presentation skills.
  • Proven ability to work under pressure, and with multiple concurrent demands.
  • Verbal and written English proficiency is required.
  • Work experience in Asia, southeast Asia, and Indonesia specifically preferred.
