Le 29 mai 1948, le Conseil de sécurité des Nations Unies, dans sa résolution 50 (1948), a appelé à la cessation des hostilités en Palestine et a créé la première mission de maintien de la paix dirigée par un médiateur des Nations Unies avec l'aide d'un groupe d'observateurs militaires connu sous le nom de l’Organisation des Nations Unies chargée de superviser la trêve (ONUST). L'ONUST a pour mandat d'observer et de maintenir les cessez-le-feu inconditionnels et d'aider les parties aux accords d'armistice de 1949 à superviser l'application et le respect des termes de ces accords. Le mandat de l’ONUST couvre cinq pays, dont l’Égypte, Israël, la Jordanie, le Liban et la République arabe syrienne. Ce poste est à pourvoir au sein de l'Organisation des Nations Unies pour la supervision de la trêve (ONUST) à Jérusalem. Sous la direction générale du chef des services technologiques sur le terrain (FTS), le technicien en télécommunications de niveau FS-5 rend compte au chef des opérations TIC de toutes les tâches assignées.
Responsibilities
Dans le cadre des pouvoirs délégués, le technicien en télécommunications exercera des fonctions dans les spécialités de télécommunications suivantes : Systèmes radio à micro-ondes: • Dirige la préparation et l'installation des systèmes radio micro-ondes et des équipements associés. • Supervise l'installation, la configuration et les tests de divers systèmes radio numériques à micro-ondes à l'aide d'équipements de test spécialisés et complexes. • Coordonne la programmation, les tests et la mise en service des nouveaux équipements avant leur déploiement. • Supervise les calculs de liaison radio et l'analyse du meilleur profil de chemin, y compris l'analyse des interférences, pour garantir une disponibilité de haute capacité. • Collabore avec l'unité Rigging au déploiement d'antennes et de lignes d'alimentation sur les tours et mâts de communication. • Maintient sa conscience technique et sa préparation à adopter les changements grâce à des idées et des technologies innovantes. • Propose des méthodes pour garantir la redondance des options de chemin pour la reprise après sinistre et la continuité des activités. Satellite: • Coordonne l'installation des antennes satellite, ODE/IDE, abris associés, fondations, et supervise la mise en service, la maintenance et l'exploitation des systèmes de communication par satellite en bande C, en bande X et en bande Ku, y compris des antennes jusqu'à neuf (9 ), modems satellite, émetteurs-récepteurs, LNA et amplificateurs satellite haute puissance (HPA et SSPA). • Supervise la mise en service, la maintenance et la formation des utilisateurs finaux des terminaux portables de communication par satellite. Gréement: • Planifie la construction et l'entretien des tours de communication et des systèmes d'antennes associés ; détermine l'emplacement et la hauteur de la tour en collaboration avec les ingénieurs en télécommunications pour assurer l'accessibilité du site. • Supervise la construction des fondations des tours et des points d'ancrage, en assurant le respect des spécifications du fabricant et des meilleures pratiques de l'industrie. • Dirige l'équipe dans l'érection de tours de communication autoportantes et haubanées jusqu'à 300 pieds ; installe des antennes, des lignes de transmission et des accessoires. • Coordonne le programme de maintenance planifiée et préventive des systèmes de tour déployés dans l'ensemble de la mission. Infrastructure: • Prépare des plans et des plans, construit et entretient l'infrastructure de câblage de communication pour les systèmes de données et téléphoniques. • Coordonne les activités liées aux tranchées, ainsi qu'aux installations de câblage et de conduits externes et internes. • Travailler avec les ingénieurs en télécommunications pour planifier la disposition physique du réseau et fournir des informations pour l'achat et l'inventaire de tout le matériel et le câblage nécessaires aux installations. • Aider d'autres départements techniques à installer des équipements de commutation, des répartiteurs principaux et secondaires, ainsi que des lignes de transmission RF et des accessoires, selon les besoins. • Rédige la documentation technique pertinente pour les principaux systèmes de télécommunications et infrastructures physiques. Vidéo-téléconférence : • Dirige l'installation, l'exploitation et la maintenance des équipements et systèmes de vidéoconférence (VTC). • Collabore avec d'autres unités pour développer des applications de vidéoconférence ; coordonne les activités liées à la fourniture de services VTC pour la mission, en liaison avec le siège de l'ONU et l'UNGSC. • Gère la maintenance périodique et préventive de tous les équipements liés au VTC. • Fournit un soutien à la section de sécurité concernant les systèmes de vidéosurveillance. Systèmes radio : • Dirige l'installation de stations de base et mobiles VHF, de répéteurs, de systèmes radio à ressources partagées, d'antennes et d'équipements connexes ; s'occupe de la programmation des radios et effectue la maintenance préventive et corrective sur divers types d'équipements radio. • Coordonne avec d'autres agences des Nations Unies et les autorités locales sur les questions liées aux fréquences radio. • Gère l'érection des mâts et des tours d'antenne. • Supervise la formation des utilisateurs de radio non techniques au fonctionnement des radios portables, des radios mobiles et des stations de base. • Installe et entretient les serveurs liés aux systèmes radio, notamment Trbo Net Plus, Trbo Net Watch, Radio Manager et leurs bases de données respectives. Tâches communes : Les autres tâches et responsabilités communes aux spécialités ci-dessus comprennent, sans s'y limiter : • Dirige l'installation d'équipements auxiliaires tels que des alimentations électriques, des systèmes d'énergie solaire, des unités UPS, des régulateurs de tension, des convertisseurs DC et divers systèmes de protection et de contrôle à distance. • Supervise la collecte des spécifications pour l'achat d'équipements, de pièces de rechange et de fournitures. • S'assure que toutes les pièces de rechange et fournitures nécessaires sont disponibles pour minimiser les temps d'arrêt. • Coordonne la maintenance préventive et corrective régulière des installations et équipements de télécommunications. • Assure la liaison avec l'unité de gestion des actifs pour maintenir des registres d'inventaire précis. • Organise la réception et l'inspection des nouveaux équipements avec l'Unité de Gestion des Actifs. • Prend la direction de l'élaboration de programmes de formation technique et de la conduite de programmes de formation internes pour le personnel national et d'autres personnes au sein de l'unité. • Effectue d'autres tâches connexes selon les besoins.

Education
Un diplôme d'études secondaires ou équivalent est requis.
Job - Specific Qualification
A certification or diploma in Electronics, Systems Engineering or Telecommunications, is required. Certification on rigging is required. Certification in microwave systems, preferably in Aviat Eclipse or Ericsson Mini-Link, is desirable. Certification for Motorola Moto TRBO systems is desirable. PRINCE2 or similar project management certification is desirable.
Work Experience
A minimum of eight (8) years of experience in planning and installing complex telecommunications equipment, networks, and information systems, including at least three (3) years of experience at the international level is required. Experience coordinating and managing telecommunications systems at a remote field offices for an international organization is required. Supervisory experience in a specialized skill related to the telecommunications industry is desirable. Relevant knowledge and experience in planning and implementing various outdoor telecommunications infrastructure in remote locations is desirable. Experience working in a United Nations common system field operation—such as peacekeeping, political missions, or UN agencies, funds, and programs—or a similar international organization or non-governmental organization in a conflict or post-conflict setting is desirable.
Languages
French and English are the working languages of the United Nations. For the advertised position, fluency in English (oral and written) is required.
