Overview & Responsibilities: ORGANIZATIONAL CONTEXT
The Department of Human Resources and Offices Services (HROS) is the central management and coordinating function for human resources management, HR policy and systems development and service delivery. It includes units for HR Operations, Policy and Organizational Development, Ethics and Investigations, Office Services, and Security. The Department serves employees and managers in HQ, Country Offices and Branch Offices.
The Ethics Adviser, in collaboration with other relevant departments as needed, will advise and guide management and IDLO staff to promote a work environment that is characterized by high ethical standards and in full compliance with respect to ethics policies, regulations, rules and other administrative directives.
Under the supervision of the Director, Human Resources and Office Services, and with dual reporting to the Director-General on specific matters, the incumbent shall be responsible for the following:
Main responsibilities and accountabilities:
  • Promoting an ethics culture in the Organization.
  • Facilitating informal resolution of conflicts and concerns.
  • Acting as the focal point for receiving reports of potential misconduct and conducting a preliminary assessment of allegations, including, where requested, performing or overseeing investigations.
Detailed duties:

1. Promoting an ethics culture in the Organization.

  • Providing confidential ethics advice and guidance to management and individual employees on ethical issues, including but not limited to workplace issues, conflicts of interest, and outside employment and activities.
  • Responsible for increasing awareness of IDLO’s values and behaviors, the standards of conduct and procedures through orientation, learning programmes and relevant communication tools to provide continuous reinforcement of the organization’s ethical framework.
  • In collaboration with the HR Learning and Development Unit, contributing to developing and improving policies, directives, guidelines, procedures and other internal documents to support an appropriate ethical framework and compliance, including on the investigation and assessment of potential misconduct.
  • In collaboration with the relevant Departments, contributing to designing and delivering ethics training and outreach to all IDLO offices to increase institution-wide awareness on ethical issues.
  • Advancing partnerships, liaising, and networking with peer international organizations, and/or other bodies in the fields of ethics.
  • Formulating communication strategies for external engagement and dissemination of the IDLO ethics function as needed.
2. Facilitating informal resolution of conflicts and concerns.
  • Developing and promoting mechanisms for informal resolution of workplace disputes and conflicts.
  • Providing mediation between individuals and/or teams in facilitating dialogues leading to resolution.
  • Contributing to the development of professional practices in the HROS Department, including maintaining, updating, and developing procedures, practices, and tools for facilitating informal resolutions where possible.
3. Focal point for receiving reports of potential misconduct and conducting a preliminary assessment of allegations, including, where requested, performing or overseeing investigations.
  • Focal point for receipt of reports of potential misconduct from IDLO personnel and external stakeholders.
  • Performing preliminary assessments of reports of potential misconduct to determine the appropriate course of action under relevant IDLO policies and procedures and preparing reports.
  • Where requested, advising on, performing, or overseeing investigations of misconduct allegations under relevant IDLO internal policies and procedures, in collaboration with relevant Departments (including the Office of the General Counsel).
  • Making recommendations as necessary regarding the design and implementation of appropriate complaint or investigation mechanisms, including the drafting of internal guidance and procedural documents.
  • Performing other similar tasks as may be assigned by the supervisor.
Job Requirements:
Education and Work Experience

  • Master's degree or equivalent in law, human resources management or closely related fields is required.
  • A minimum of 10 years of progressively responsible and relevant experience is required in areas relevant to the management of ethics issues and integrity training, such as law, corporate compliance, employee relations and handling of complaints and misconduct.
  • Relevant professional experience in a multilateral international organization, United Nations or other.
  • In-depth knowledge of internationally recognized corporate governance and integrity standards.
  • In-depth knowledge of ethics and compliance programmes.
  • Demonstrated knowledge of administrative law and internal justice systems.
Languages
  • Fluency in English is required. Knowledge of French and other languages is highly desirable.

  • Keen sense of ethics, integrity, credibility, and commitment to IDLO’s mandate
  • Available to travel to high-risk countries if required.
Terms & Conditions:
For this internationally recruited professional position, IDLO shall offer the selected candidate a Fixed-Term Contract of 24 months, with possibility of extension subject to performance and availability of funding.
IDLO will offer a basic salary of Euro 93,353 and a benefits package including provident fund contribution, medical insurance, leave entitlements including home leave in accordance with IDLO Employee Regulations and Rules. Relocation and installation support are also available for internationally recruited employees. Salaries and benefits paid by IDLO to employees are exempt from taxation in Italy. IDLO employees are responsible for compliance with income tax laws of their country of nationality or residence and/or of any other relevant fiscal jurisdiction.
