Duties
- You will review, formulate and prepare correspondence, directives and reports on technical and administrative matters.
- You will provide technical advice and assistance to host and tenant users on telecommunications support requirements.
- You will review work of provider to ensure design, installation, operation, and maintenance considerations are met.
- You will participate in planning, submission and reviews of Military Construction Projects and Government of Japan Facilities Improvement Projects.
- You will assign work to personnel based on priorities, considerations of difficulty, requirements of the assignment of capabilities of the employees.

- This is a Cyberspace Workforce position, work role code 111, proficiency level Intermediate the incumbent is required to obtain and maintain qualifications in Do DM 8140.03 Cyber Workforce Qualification and Department of Navy policies.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
Qualifications
Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled.
Qualifying experience would be demonstrated by having one year of qualifying experience in the federal service or equivalent experience in the private or public sector serving as the head of the Technical Services Division (NIED), Network Infrastructure (NI) Department. The position is Responsible for the planning, engineering, Installation, contract coordination, and management of cable, supporting infrastructure and telecommunications equipment for all Navy and hosted activities throughout the area of responsibility, and represents the Telecommunication Theater Manager, and the Base communications Department regarding programs and or projects to justify, defend, negotiate or settle matters involving significant or controversial issues. The work involves active participation in conferences, meetings, and or presentations and matters of importance in regard to projects with representatives and officials of USFJ, CNFJ, DISA, Army, Air Force, SPAWAR/NIWC, and Government of Japan (GOJ), including Commercial local exchange carriers (LEC) and Inter-Exchange Carriers (IXC).

Education
In lieu of specialized experience listed in the Qualifications section, applicants may qualify based on education OR equivalent combination of experience and education, as follows:Successfully completed a Ph.D. or equivalent doctoral degree in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.

Successfully completed three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.
