Metrea Special Aerospace -Vertical Applications (MSA-VA) [Formerly Special Applications Group (SAG)] is seeking experienced AH-64Ev6 Maintenance Test Pilot / Maintenance Examiner (MTP / ME) for the SATMO AH-64Ev6 TAFT program located at the RMAF Base in Khouribga, Morrocco, but the TAFT Team may occasionally be required to operate at other locations in Morrocco (receiving seaport, aerial gunnery range, exercises, etc.) on a temporary basis.

Position Summary
AH-64Ev6 Maintenance Test Pilot / Maintenance Examiner (MTP / ME): This is a flying position. The MTP/ME trains and mentors RMAF MTPs, performs other maintenance tasks during MTP Progressions, and evaluates RMAF Maintenance Pilots. Trains and advises RMAF on all aspects of AH-64Ev6 maintenance and logistics. The MTP/ME shall be knowledgeable enough of the subject matter to answer student questions without referring to the instructor material.
Essential Functions Statements
  • Background: The RMAF has purchased 24 AH-64E V6 Attack Helicopters as part of their Air Force Aviation modernization. The delivery schedule is projected to have six (6) AH-64E aircraft delivered in June of 2024 and six (6) aircraft delivered every six (6) months thereafter until fulfilled. the US Army Security Assistance Training Management Organization (USA-SATMO) has a requirement to provide a Technical Assistance Field Team (TAFT); to provide initial and ongoing training to the RMAF between 1 April 2024 to 31 March 2025 with three-twelve (12) month option years of performance from 1 April 2025 to 31 Mar 2028. This requirement is for continuous support that will provide informal AH-64Ev6 training and provide required AH-64Ev6 specific skills, knowledge, and experience to assist RMAF in further building their organic capabilities with the goal of making this capacity self-sustaining by the end of the periods of performance (POP). RMAF will have attended U.S. based training coordinated by Security Assistance Training Field Activity (SATFA) and the U.S. Army Training and Doctrine Command (TRADOC) entailing U.S. equivalent Military Occupational Specialty training.


  • Scope:
    The TAFT mission will be focused on providing appropriate training to the RMAF on the proper operation and maintenance of the aircraft that will comprise the RMAF AH-64E Apache Attack Battalion. The goal of 50% of available pilots to achieve Readiness Level 1 (RL1), 30% of available maintainers to achieve 30 level standards with the rest to achieve 20 level standards, and 100% of the 30 level RMAF maintainers to achieve Technical Inspector training. Training records will be maintained and documented to track progression. TAFT operations will be primarily conducted at Khouribga, Morrocco, but the TAFT Team may occasionally be required to operate at other locations in Morrocco (receiving seaport, aerial gunnery range, exercises, etc.) on a temporary basis. Long duration changes to the duty location are not anticipated and would require Contracting Officer (KO) approval. Support of exercises may require austere living conditions (tent/field conditions) that will be evaluated upon request to the KO/ Contracting Officer Representative (COR). A force protection and operational risk assessment will be completed for applicability and scope. In essence, all events that the TAFT may support must be classified as training opportunities to RMAF and not operational in nature. TAFT personnel will conduct over water flight training operations while supporting this mission.
  • Objectives: The overall objective of the TAFT is to assist RMAF in building a mission ready AH-64E Attack Battalion with appropriately trained instructor pilots maintenance test pilots and maintenance support personal capable of supporting its primary mission.
  • Objective 1: The TAFT will conduct progressive, hands on, and in-flight AH-64E training that includes tactical employment for RMAF pilots. RMAF aviators should be advised/trained in all modes of flight with special emphasis and development on progression, gunnery operations and mission tasks to support their primary mission. The program shall provide for a logical progression for AH-64E qualified RMAF pilots with the equivalent Readiness Level IAW the applicable Program of Instruction (POI) and doctrine. Gunnery operations will focus on the certification and qualification through Gunnery Table IX.
  • Objective 2: Conduct a progressive academic, hands-on, and over the shoulder AH-64E maintenance training that includes in depth mentorship from the unit level, maintenance back shops and the Production and Quality Control (PC/QC) programs. The program shall provide for a logical progression for an AH-64E qualified RMAF Maintenance Test Pilot (MTP) or MTP candidate to gain the skills required for safe maintenance test pilot duties IAW with applicable doctrine.
  • Objective 3: Advise and assist RMAF to establish effective AH-64Ev6 related standardization, training, logistics, sustainment, Aircrew Life Support Equipment (ALSE), Aircraft Ground Servicing Equipment (AGSE), and maintenance programs. Train and mentor RMAF personnel on becoming trained instructor pilots and maintenance support trainers who can use appropriate training methods to continue the AH-64Ev6 training programs after TAFT mission completion. RMAF aviators should be trained in all modes of flight with to include over water operations to support the mission of the RMAF AH-64E program.
  • Additional Training: TAFT personnel will conduct formal and informal training (flight, academic, and curriculum assistance) on AH-64Ev6 aircraft procedures, mission training tasks, tactical employment techniques, and weapons engagement procedures to build combat readiness within the RMAF. The Contractor will conduct the informal training/mentorship normally performed by U.S. Army Instructor Pilots and Evaluators in U.S. Army AH-64Ev6 units. The Contractor Site Lead and Project Manager will propose various formal courses to be offered based on unit training needs. All formal courses will be pre-approved by either SATMO, RMAF or both.

Supervisory Responsibility

This role has no administrative supervisory responsibilities.

Work Environment

This job operates in an administrative aviation, clerical, office, and Flight Line setting. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. This job requires academic, flight line and ground instructor pilot duties and aviation flight.
Physical Demands
This is an active aviation flight role; aviation flight physical abilities are required.
Position Type and Expected Hours of Work
This is a full-time position. The contractor shall be responsible for providing services, between the hours of 7:30 AM – 4:30 PM Moroccan local time, Monday through Friday, except holidays or when the Moroccan government facility is closed due to local or national emergencies, administrative closings or similar government directed facility closings. To accommodate night-time flights, with preapproval by the COR, the contractor may establish shift work hours to accommodate mission schedule requirements. No overtime (OT) is authorized. Contractor personnel shall not exceed a 40-hour work week without COR notification and approval; flexible work schedule may be considered.
The Contractor Site Lead may adjust the duty day start and end times based on local requirements. The Contractor Site Lead shall designate an alternate duty location for non-holiday Moroccan facility closings. If time or location are adjusted, the Contractor must coordinate with country’s Government and COR.

TAFT personnel are prohibited from participating in any combat or combat-related mission. TAFT personnel are also PROHIBITED from participating in any operational missions of any kind except as may be required in the conduct of on-the-job training in the operation and maintenance of equipment or supporting systems. All requests and/or participation in operational missions will be discussed with the COR prior to performing and the details shall be included in the contractor’s monthly reports to the COR.
TAFT personnel are PROHIBITED from participating in any flying exhibition on MAF aircraft, unless providing instruction or training to an MAF pilot during such events. All requests and/or participation in the flying exhibition will be discussed with the COR prior to performing and the details shall be included in the contractor’s monthly reports to the COR.
Period of Performance: The Base Year Period of Performance for this contract shall be staggered to meet the two phases of effort needed. Base year will consist of two (2) years (24 Months) with two (12 month) Option Years. The TAFT for the first year will consist of 13 personnel, and five (5) starting at option year one.

will adjust based upon the exercise of options and will occur during the last 30 days of that period. Training and Phaseout by the contractor will occur in those 30 days as deemed appropriate by the COR and PCO.
Foreign Area Counter Terrorism (FACT) Course Training (five [5] business days). The Contractor shall report to Building C3832, Ardennes St., Fort Liberty, NC to attend the FACT course after training development and immediately prior to deploying. TAFT members may be required to participate in evasive driving training and handgun firing range training while attending the FACT course. If the FACT training dates do not correspond with the required start date, another location may be selected at the discretion of the COR.
Facility Location:
  • The work to be performed under this contract will primarily be performed at the RMAF Base in Khouribga, Morocco (primary). Pre-deployment and post-deployment performance shall be accomplished at CONUS locations.
The Contractor may be required to perform at alternate locations throughout the country to support collective training activities. Trips to alternate locations (outside 50-mile radius of the place of performance) must be preapproved by the COR. The contractor should be prepared to conduct trips to support training. Each off-site outside 50-mile radius will be considered TDY.
  • Travel requirements are: Generally, None. However, TDY by exception with COR Approval and Funding

Required Education, Experience and Certificates
Education: High School Diploma
Experience: AH-64Ev6 Maintenance Test Pilot / Maintenance Examiner (MTP / ME)
  • This is a flying position. The MTP/ME trains and mentors RMAF MTPs, performs other maintenance tasks during MTP Progressions, and evaluates RMAF Maintenance Pilots. Trains and advises RMAF on all aspects of AH-64Ev6 maintenance and logistics. The MTP/ME shall be knowledgeable enough of the subject matter to answer student questions without referring to the instructor material. Training, qualifications, and experience for this position are:
  • Must be previously qualified as a US Army AH-64E MTP/ME and rated in the AH-64Ev6.
  • Must have a minimum of 1500 total rotary wing flight hours experience.
  • Must have a minimum of 300 cumulative AH-64D/E Maintenance Test Pilot flight hours.
  • Must have prior experience performing as an AH-64E Maintenance Test Flight Evaluator.
  • Must have a minimum of five (5) years’ Experience working as a Maintenance Test Pilot.
  • Must be current and able to maintain currency in Helicopter Underwater Egress Training / Helicopter Emergency Egress Devise (HUET/HEED) training/certification.
  • Previous Security Assistance Team experience is desired.
  • Previous Foreign Military Sales Experience as an MTP, highly desired.

  • Flight time and operational experience will be considered to meet experience stated above based on a records review by the GFR IAW DCMA INST 8210-1D.
  • Must meet instructor qualification requirements IAW TR 350-10, TR 350-70.
  • Contractors performing flight operations in the role of Rated Crewmember (Instructor Pilot, Instrument Flight Examiner, Standardization Instructor Pilot, Maintenance Test Pilot, Functional Check Pilot) or Non-Rated Crewmember (Flight Engineer Instructor, Flight Instructor, Crew Chief) shall adhere to minimum qualifications as prescribed by DCMA INST 8210.1D.
  • All flying Contractor members must meet the qualification requirements of DCMA INST 8210.1D (AR 95-20) dated February 6, 2023.
  • All Contractors must be able to conduct effective classroom and non-classroom formal and informal training to AAF in their areas of expertise.
  • Contractor personnel performing work under this contract shall be able to read, write, speak, and understand the English language to effectively carry out all requirements associated with this PWS. They shall have a command of both the written and spoken English language to properly, clearly, and effectively communicate in person or via electronic devices (telephone or Email) with co-workers, customers, and the public.
  • Anti-Terrorism Program for Contractor Personnel Traveling Overseas. US based contractor employees shall complete JS-US007-14 - Level I Antiterrorism Awareness Training Course prior to travelling to Morocco. The training is available at: http://jko.jten.mil/courses/atl1/launch.html IAW PARC Policy Alert 14-33, Homeland Security Presidential Directive 12 (HSPD-12).
  • OPSEC Training. Per AR 530-1, Operations Security, new contract employees shall complete Level I OPSEC training within 60 calendar days of their reporting for duty and annually thereafter.
  • Theater Clearance: The Contractor will meet all requirements for travel to Albania listed in the Electronic Foreign Clearance Guide (https://www.fcg.pentagon.mil/fcg.cfm ) for all TAFT and company personnel. The Contractor will request Theater Clearance via the Aircraft and Personnel Automated Clearance System (APACS), https://apacs.milcloud.mil/apacs/ . Travel Tracker/Individual Antiterrorism Plan (TT/IAP) is not required for US Army Personnel or US Army Contractors.

Certificates and Licenses:
  • Qualified as an AH-64Ev6 Maintenance Test Pilot / Maintenance Examiner (MTP / ME) in the respective aircraft and have documented five years of experience.
  • AH-64Ev6 Maintenance Test Pilot / Maintenance Examiner (MTP / ME) must be qualified to perform aviation-training tasks IAW DCMA INST 8210.1D.
  • Qualifications shall be made available to the COR upon request.
  • Prior experience training or operating with Army Aviation (or Military Equivalent).
  • FAA Second Class flight physical required for “Flight Positions”. Army Contractor pilots have the option of maintaining either an annual FAA Second Class Medical Certificate or an Army Class 2 FDME.
  • Secret security clearance.
  • Valid Driver’s License
  • COVID-19 Vaccination Card
Computer Skills: Microsoft Outlook Suite Products
Comply with the command's Acceptable Use Policy (AUP) for Government owned IS and sign an AUP prior to or upon account activation.

Must be able to accomplish all duties with little or no assistance.

Qualifications shall be made available to the COR upon request.
Medical Requirements: The contractor shall have a doctor’s certification letter stating that the individual is medically and emotionally fit for deployment and performance of the Security Assistance Team (SAT) mission under potentially austere, physically demanding, and stressful working conditions. This certification must state that the medical doctor has found no reasonably disqualifying factor during his interview, exam, and review of the SAT member’s medical history that would prevent the team member’s deployment.
  • Current Physical (within 12 months of deployment) including appropriate FAA Medical Certification, when required.
  • HIV testing. Personnel shall be tested, and present proof of a negative HIV test result performed within six months of deployment.
  • All immunizations required for U.S. personnel deploying to host nation must be complete, or current. The contractor is responsible for cost. A list of mandatory and recommended vaccines can be found on the Center for Disease Control website at https://wwwnc.cdc.gov/travel/destinations/traveler/none/albania .
  • COVID/Other Pandemic Requirements. All contractor personnel must have received full COVID vaccination and provide vaccination documentation to the COR prior to FACT attendance. Personnel may be required to obtain a negative COVID test to be eligible for OCONUS movement and employment. The Contractor is responsible for any COVID related costs.
  • Employees must have all prescription medications and any required over-the-counter medications that may have limited in country or online availability in adequate supply to cover the planned duration of the SAT mission.
Prior experience training or operating with Army Aviation (or Military Equivalent).

Work Authorization/Security Clearance
Employee must be a US citizen.
Employees must be able to hold and maintain a Secret (or higher) Clearance Level. Security Requirements: In the performance of this contract, All TAFT members are required to have SECRET security clearances prior to deploying. The security requirements will be in accordance with a DD254, when applicable.
Common Access Card and Badging. All Contractor personnel performing work under this contract shall obtain a Department of Defense (Do D) Common Access Card (CAC).
Employee shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative).
HSPD-12 Background Investigation requirements met to ensure Common Access Cards (CACs) are obtained by all contract or subcontract personnel assigned to work on the Government site. Deviations can be approved by KO/COR. The CAC will be maintained by the contractor and returned to the Government upon individual employment termination or end of contract.
Employee must have and maintain a current U.S. Passport.
Synchronized Pre-deployment & Operational Tracker (SPOT). SPOT has been designated as the official Joint Enterprise Contractor Management and Accountability System that will provide a central source of information where contingency contractor information can be accessed along with a summary of contract services being provided by the contractor IAW Do DI 3020.41. Government Representatives are required to maintain a by-name contractor accountability within SPOT. Contractor company administrators are required to register for a SPOT account at https://spot.altess.army.mil at the time of Contract Award notification and, after access is granted, enter all required information in the format provided at the SPOT website for each deploying contractor. All contractor data must be entered into the SPOT database for all contractors traveling to any AMC CONUS or OCONUS locations.
Isolated Personnel Report (ISOPREP). Contractor personnel must submit a completed ISOPREP form (DD Form 1833 or equivalent) to the USASATMO S2 prior to each individual employee’s deployment.
