Harlem United provides permanent supportive housing to formerly unhoused New Yorkers. This is done in collaboration with the Department of Social Services (HRA/DHS) and other government agencies, via a master lease program. Currently 180 eligible persons are provided housing and support services at the site. The Property Manager is a key member of the program team ensuring that tenant entitlements including rental subsidies (City FHEPS, Public Assistance and other entitlement) are active and properly administered. The Property Manager will track occupancy, subsidy collection including tenant rent and provide administrative oversight of building occupancy. Under the direction of the Managing Director of West 95th Street, the Property Manager will liaison with government partners including but not limited to staff at DSS (HRA/DHS), NYC FHEPS, Public Assistance and others to facilitate housing placement and retention.
Essential Job Functions
The following duties are mandatory requirements of the job:
- Maintains up-to-date system for tracking all aspects of tenant rent collection, rent arrears, FHEPS revenue, PA revenue, unit vacancies and Occupancy Agreements.
- Liaises with NYC HRA and DHS on new, current, and outstanding FHEPS and PA checks, with the goal of recouping unpaid HRA funds due to Harlem United.
- Meet with tenants and government staff to help secure entitlement and subsidy payments.
- Tracks and reconciles rent payments.
- Tracks 180 tenant Occupancy Agreements and creates timelines for upcoming renewals. Distributes Occupancy Agreements to tenants for renewal.
- Communicates with tenants (including written communication) on matters pertaining to rent and Occupancy Agreements in a timely manner.
- Drafts non-renewal notices and other related documentation.
- Manages HRA CAPS System, including coordination of one-shot deal submissions to HRA and needed follow-up.
- Participates in meetings with HRA and DHS to discuss status of outstanding claims for one shot deal rent and subsidy checks.
- Enters data and maintains quality information for program services utilizing funder required database(s).
- Tracks rent rolls and shares with Program and Finance staff on a monthly basis.
- Responds to tenants’ concerns and questions regarding rent, FHEPS payments, PA payments, and Occupancy Agreement renewals in a timely manner.
- Coordinates with on-site Facilities staff as needed on planned move ins/move outs and unit inspections.
- Interacts and provides information to attorney as needed.
- Escalates issues to Managing Director and senior management as needed.
- Other duties as assigned.
Education and Certification
Bachelor’s Degree preferred and at least 5 years of related administrative experience.
