Senior Adviser – Fisheries New Zealand
Role Type: Fixed term full time until 28 March 2025
Location: Wellington
Salary Band: General Salary Range D: $98,955 to $132,427 depending on skills and experience

Kōrero mō te Tūranga - About the Role
As a Senior Adviser, you will be responsible for providing analysis and advice to support changes to Regulations relating to the On-board Cameras Programme (OBC). This Programme is at a crucial juncture requiring critical thinking to ensure regulations best support desired outcomes for the cameras programme, and performance of the fisheries sector.
You'll need to consider how electronic monitoring regulations are impacted by Fisheries Act reforms, and how this affects the obligations on fishers, infringements, and cost recovery regimes. You'll contribute to development of proposed changes to the Fisheries Electronic Monitoring Regulations and drafting of material to support consultation and decision making.

You will:
  • Contribute to the content of advice to Ministers, Cabinet papers
  • Feed into discussion documents for proposals relating to on-board cameras
  • Assist with submissions and develop proposals for changes to regulations
  • Develop proposed changes into consultation documents
  • Provide analysis of submissions on the consultation document proposals
  • Provide final advice to Ministers
  • Support other projects as required by the Director Digital Monitoring
Mōu - About You
To be successful in this role, you will have proven policy and regulatory change experience in a large and complex environment, as well as significant analysis and reporting knowledge. You'll have experience with policy writing and regulatory systems, ideally from within the public sector.
You are likely from another Ministry or pubic sector organisation which is a regulator, or has a significant policy development function, with an economic or environmental focus.
It is not a requirement that you have knowledge of the Fisheries sector. More important is that you understand regulatory frameworks, and that you have experience with regulatory change.
As a Senior Adviser you will need to work and deliver to tight deadlines.
Importantly, you will have excellent communication and relationship management skills with the ability to work on multiple reporting activities and be able to make sense of complex or ambiguous issues and determine the most appropriate response.

Mō tō mātou rōpū - About the Team
This position reports to the Programme Manager, On-Board Cameras Programme, which sits in the Digital Monitoring directorate in Tini a Tangaroa – Fisheries New Zealand. You'll also work very closely with Manager Fisheries Policy, who works in MPI's Policy and trade business unit.
