Te Haeata/The Opportunity
We are looking for a Senior Advisor to join our newly established Commercial Management team within the Commercial Services unit. This role will report to the Manager – Commercial Management. The physical design of court buildings influences the social and justice outcomes of the people using the building and the wider community. People's experiences of the justice system and courts is influenced not only by the direct services they receive in the courts, but also the physical condition of the courts and how well the physical space meets their physical, social, emotional, mental, cultural and spiritual needs.
Investment in property provides an opportunity to transform the way justice services are delivered. The New Build Programme has been established to leverage this investment, and to enable the transformation of justice. These new courthouses will provide better facilities for both victims and offenders and will allow access to wrap-around services which support, restore and rehabilitate, through partnership with social sector agencies and the community.
There will be a need for increased and earlier involvement of our property suppliers in the co-design processes. Sourcing build contractors will need to be undertaken in different ways and will change the sequence of the procurement activities relative to a traditional project.
The Senior Advisor is a subject matter expert that develops plans and strategies for the management of each spend category within the property portfolio. The Senior Advisor supports the Commercial Services team to develop contract management and procurement capability as a core skill across the Ministry. The role of Senior Advisor is Wellington based but may necessitate travel within New Zealand to project locations.

You will be a self-starter, with adaptable communication skills giving you the ability to engage with multiple stakeholders of all levels and navigate competing priorities and you'll also:
- Have a procurement, commercial or legal background and/or qualification.
- Have experience in procurement and commercial processes and practices (ICT procurement or commercial management is ideal but not a requirement).
- Have experience in managing contracts, with an understanding of legal terms and conditions, risk management, and compliance requirements. The candidate should be adept at ensuring that contracts are aligned with the Ministry's objectives and provide value while mitigating potential risks.
- Have a strong customer focus and willingness to look for solutions to problems or issues on behalf of stakeholders.
- Demonstrate a strong commitment to being a supportive and approachable team player, where colleagues feel comfortable seeking your advice and guidance, fostering a collaborative and inclusive work environment.
- Be committed to the principles of te Tiriti o Waitangi.

The Commercial Services unit sits within the Corporate Services group. It provides advice and manages efficient, value for money procurement practices for the Ministry, including advising and developing the Ministry's procurement strategy and policies in line with the Government Procurement Rules.
The Commercial Management team manages most of the Ministry's contracts, including all Information Technology contracts. Our team ensures that contracts are effectively negotiated, executed, and monitored to meet the Ministry's goals. We ensure the Ministry maintains compliance with legal and policy requirements while optimising supplier relationships for cost efficiency and performance.

Utu ā-tau/Salary
The appointing salary for this role will be between $97,208 and $135,539 based on skills and experience.
