The Community and Stakeholder Engagement Officer will be responsible for building the external relationships to facilitate and support the current and future Norwegian renewables projects in terms of (i) creating, facilitating and building sustainable communication channels and a robust relationship with TSO, regulator, industry associations and all impacted communities during the development, construction and operational phase and in preparation of the decommissioning phase of such projects in Norway.

Functionally reporting to the Public Affairs & Sustainability Manager [at Parkwind], this role will also work operationally within the SNII project team reporting to the SNII project management and this across all areas of external affairs and in close collaboration with the corporate communications department of [relevant group company] with colleagues throughout [relevant concerned group companies references with whom the Norwegian FTE might have interactions].

Key Responsibilities:
Define and keep up to date the optimal engagement strategy to support the Norwegian project (the strategy).

Support issues management with advice and by developing public positions, briefing notes, key messages, FAQs and other materials to support Norwegian renewables projects, the project company Ventyr, Parkwind and JERA Nex Ltd.

Stakeholder management by actively engaging with internal functions and key stakeholders (Norway Country Manager, Parkwind Head of Projects, JERA Nex Head of Communications and Public Affairs and all relevant departments of Parkwind and Jera Nex) to support implementation of the strategy.

Oversee External Communications and Government Affairs activity in line with approved Strategy, including guidance on development of high-quality written submissions to government departments, committees, regulators and other relevant bodies.

Partner with external agencies as necessary to further build the projects’ profiles and that of its shareholders in Norway and support implementation of the strategy.

Formulate recommendations to JERA Nex Head of Communications and Public Affairs for development of the project company Ventyr, Parkwind NV and JERA Nex Ltd on-line presence, website and social media, in collaboration with relevant internal stakeholders.

Act as focal point for government contacts, actively seek and manage engagements in line with the strategy.

Report internally: within Parkwind NV and JERA Nex on the impact of public policy and regulatory issues including mitigation of impact and strategies for influencing the OWF framework in Norway.

Lead cross-functional production of briefing materials for senior leadership engagement with Norwegian ministers, senior politicians, civil servants, industry bodies and other key policymakers or opinion leaders.

Established track record in a senior external affairs and communications role.

Strong network of existing relevant contacts in administration and government spanning the full landscape from central to decentralized levels.

Demonstrated experience in Norway in issues management in a relevant field such as the oil and gas sector preferably including dealing with disgruntled communities / minorities.

Ability to develop and maintain relationships with key internal and external stakeholders. (interpersonal and influencing skills are critical).

Ability to build relationships quickly in a cross-cultural environment.

Willingness to travel both within Norway and internationally as required.
