CP works through its local partners and a range of stakeholders for development, as well as emergency response-related interventions, which makes collaboration a key component of its work, across the country.
Job Summary
The Senior Project Manager will be responsible for quality implementation of projects focused on early recovery and rehabilitation. The incumbent will be responsible for overall programming strategies, effective and impactful integration with different activities, as well as possible overlaps with existing programs in the Sindh province. Senior Project Manager will also ensure that interventions are effectively run and managed of high quality and consistent to humanitarian standards and ensure the appropriate technical support to the partners. Furthermore, the position will contribute to the active representation of CARE with external actors at the district and provincial level on relevant forums.
Job Responsibilities and Tasks
1 - Management of Program Activities and Strategy and Budget Management:
  • Ensure a consistent and integrated CARE response to the programmatic needs with a holistic approach to the nutrition programming in the area that creates credibility of our actions.
  • Ensure cross sector programming with a major focus on floods early recoavry projects.
  • Develop project implementation plan including procurement, distribution, spending plans and coordinate with all relevant stakeholders (Implementing partner, CARE MEAL, finance, admin and logistics departments) for timely and quality implementation of emergency response activities.
  • Supervises the technical work of project team in multiple interventions and provide adequate constructive feedback and render technical support to project teams.
  • Ensure that the technical protocols, manuals, guidelines and forms used in the field are consistent to nutrition programming protocols and in line with national guidelines.
  • Plan with project team, and lead appropriate assessments and capacities in target areas. Analyze assessment data and synthesize findings in the form of concise and timely reports with clear recommendations.
  • Ensure strict compliance of project activities with CARE International policies and procedures and with relevant donor regulations and agreements. Analyzes the project activities and results against the internationally validated indicators (Sphere standards and CARE standards) and propose improvements and modifications, if need be, in collaboration with the Director Humanitarian
  • Work closely with sector teams in developing SOPs for integrated work modalities to ensure holistic support to the targeted families that result in greater outcomes.
  • Assess, design and implement appropriate training programs to equip and upgrade knowledge and skills of partner in field.
  • Manage project budgets and ensure all activities are conducted according to the Detailed Implementation Plan and budget
  • Ensure project activities are implemented in time and there is at least 95% spending against the monthly and inception to date budget
  • Monthly review of BVA and make timely adjustment of activities if necessary.
2 - Effective Monitoring and Evaluation System and Reporting:
  • Work in collaboration with PDQ and MEAL Manager/ Specialist in setting monitoring and performance benchmarks for the CMAM and integrated program.
  • Works with the MEAL dept to review and design M&E plan and data collection tools to support participatory monitoring on progress against SAM and MAM, Education and WASH program indicators and train relevant staff of partner.
  • Supports, monitors and assist in quality of field data collection, consolidate, analyze and share findings widely for learning purposes and info sharing.
  • Contributes to the elaboration by reviewing the reports generated by project team on CARE internal and external reports (proposal, quarterly, final reports), with respect of the formats and deadlines.
  • Develop user-friendly reporting templates for monthly activity reports (compilation of the activities on the base(s) and activity report) with a qualitative look at the project and share the consolidated reports with Director Humanitarian.
  • Supports project team to develop quality monthly activity reports presented to the health and nutrition authorities as and when required.
  • In coordination with relevant team members at CO, ensure the preparation of a timely program delivery and submitting the donor reports on project activities in compliance with internal CARE requirements and relevant external donor requirements.
  • Develop lessons learned and issue logs to inform senior management and Emergency Preparedness & Planning with rigorous follow ups and improving programming activities.
3- Coordination and Liaison with Government and External Actors:
  • Support in identifying and participates together with partners (with NGOs, Mo H, UNICEF, WFP, WHO and donors) at field level and Islamabad as required.
  • Coordinate with relevant provincial authorities to initiate process of NOC and govt. permission to work in district.
  • Participating regularly in meetings and with all relevant partners at local level and participate to technical coordination forum.
  • Collect data from formal or informal meeting with other partners to get information on the nutrition needs in other areas of the country, and propose actions (assessments, surveys, program implementation) accordingly
  • Support the Director Humanitarian that coordination and mainstreaming activities arising from alliances/consortia in the country are vigorously followed up.
  • Establish and maintain good relations with relevant counterparts.
  • Liaise with government departments/ institutions.
  • Facilitate donor monitoring visits and evaluations, as appropriate
  • Ensure meeting with external stakeholders must be reported back via e-mail to the Director Humanitarian and ACD-P, with the CD copied, regarding key discussion points, feedback and action points for follow-up within 48 hours of the meeting.
  • All liaison with LEAs must be done in close coordination with and reported to the Safety and Security and External Liaison Team.


4- Communication
  • Communicate regularly with local authorities and donors at field level
  • Communicate with the logistics and administration departments in order to have a good follow up of respective departments (supply requests, stocks, pharmacy, etc. and budget and expense follow ups) and solve problems as they arise.
  • Communicate with other technical department in (WASH, Education) for the information collection, understanding on the nutritional context, and coherence of intervention.
  • Communicate externally with the other organizations and authorities on a regular basis under the supervision of Director Humanitarian.
5- Staff Management:
  • Provide proper supervision and management for all direct reports and oversee the establishment and functioning of a strong and effective team to deliver project results.
  • Ensure the proper implementation of CARE’s performance management system for CARE staff direct reports, including job descriptions, regular feedback, mid-term reviews and annual performance appraisals
  • Oversee the recruitment and orientation process of new staff and external consultants.
  • Address performance issues in a timely manner through regular, constructive and honest feedback and coaching and utilities CARE’s HR Policy for performance management measures which must be documented.
  • Identify staff capacity building needs and provide staff capacity building support/recommendations on how to address identified needs.
6- Security:
  • Work closely with the Security Officer and oversees all security management in the field area.
  • Ensure all staff follow security guidelines and SOPs while working in the field.
  • Share daily updates to the CD on security matters.
7- Other responsibilities as assigned (5% of time)
  • Any other tasks or responsibilities based on organizational and programming needs as assigned by the Line Manager.
A) Qualifications (Know How)
Required
  • Bachelor’s in medical sciences, master's in nutrition, nursing, or social sciences or equivalent experience in nutrition/WASH will be considered.
    A Master's degree in public health will be considered an added advantage.
    B) Experience/ Technical Skills
  • Overall 8-10 years of senior-level program experience preferably with UN an INGO.
  • 3 to 5 years of Project Management experience with and INGO for multi-sector projects is mandatory.
  • Significant experience of managing early recovary programming with integration of other sectors such as Education, WASH and others is highly desirable.
  • Demonstrated experience of managing budget worth $ 1 million per annum of institutional donors such as UN agencies, FCDO, USAID or others.
  • Demonstrated experience in managing large teams of diverse backgrounds.
  • Proven leadership experience including high level representation experience.
  • Demonstrated ability to identify, recommend and adopt new or changes in technical standards and best practice approaches to ensure rapid, consistent, high quality emergency response strategies and programmes in health and nutrition.
  • Demonstrated ability to work effectively with international institutions and agencies, local governments and community leaders and develop multi-stakeholder support for humanitarian priorities and advocacy initiatives.
  • Advanced knowledge of donors’ guidelines/procedures in humanitarian, recovery, and development settings.
  • Ability to lead program design with thorough analysis of context and problems, identification of goals, objectives and activities and rationale/stretegies of interventions.
