Context:
The Comprehensive Migration Data Initiative in the Americas will generate consistent, timely
data, visualization, and analysis on migration for action, insight, and foresight across the
hemisphere. It will strengthen evidence-base migration olicy formulation and programming.

Under the direct supervision of the Head of Operations of the OSE and in close coordination
with the Regional Thematic Specialist for Data and Analysis, as part of IOM’s Regional Office for
the Americas, and the Global Data Insitute’s Chief Strategy Officer in IOM Washington, the
Project Manager (Continental Data Initiative) will be responsible and accountable for managing
and expanding existing migration data and information management efforts and activities in the
region, focusing on enhancing the quality, comparability, reliability and ethical use of migration
data.


The incumbent will be responsible for effectively managing the implementation of the continental
data initiative for the Americas, preparing coherent and summarized insights on continental data
trends, ensuring coordination with internal and external stakeholders, and ensuring the
generation of data-driven analyses, insights and anticipatory products for decision-making
processes.

Core Functions / Responsibilities:
The Project Manager will be responsible for the following duties:
1. Manage and design the activities of the continental data initiative in line with IOM’s Global
Strategic Plan and Migration Data Strategy, to save lives, find solutions to displacement and
foster regular pathways.

2. Analyze and assess migration data needs and opportunities on the continent and propose
effective and innovative solutions to address them as part of the continental data initiative and
ensure quality control and high analytical standards.

3. Identify, analyze, interpret and advise on trends or patterns on the continent on a regular
basis, using machine learning techniques and statistical methods to identify relevant features
and variables in structured and unstructured sources of information and data, and present them
in up-to-date public dashboards, reports or other tools to effectively summarize findings.

4. Develop and disseminate a wide range of timely, high-quality and analytical data products
(fact sheets, presentations, thematic reports, infographics, etc.) to analyze and communicate
facts, trends, and patterns to inform policy development, support evidence-based
decision-making and programming and guide strategy development and execution.

5. Develop and implement a comprehensive continental approach to migration data collection
systems, including the Displacement Tracking Matrix (DTM), data analytics and other strategies
to optimize statistical efficiency and quality and enhance data for action, insight and foresight.

6. Manage the administrative and operational aspects of, backstop financial management
aspects for, and ensure the overall effective implementation of the continental data initiative,
ensuring that the required resources are in place to meet the objectives and deliverables as
agreed with the donor, including reporting and fundraising for a phase II.

7. Manage and guide the work of the project staff and consultants, in coordination with the
Regional Thematic Specialist on Data and Analysis, and GDI’s Chief Strategy Officer and other
colleagues in the Regional Data Hub, Regional Office, missions and Global data teams.

8. Manage and supervise capacity development initiatives in different regional processes and
based on other requests by governments.

9. Ensure the coordination of analytical and other data inputs to talking points for senior
management and presentations for regional fora and represent the organization as needed.

10. Ensure effective coordination with all internal and external stakeholders of the project.
11. Coordinate and translate the needs of regional thematic specialists to support them in
production of relevant outputs.

12. Perform such other duties as may be assigned.
Work implies frequent interaction with the following:
13. Regional Thematic Specialist for Data and Analysis, staff of Regional Data Hub, other

regional thematic specialists and missions;
14. Establish and maintain relationships with counterparts and technical staff in relevant units in
the Regional Office, missions, the Global Data Institute and UN and other partners, as well as
representatives in national governments, international organizations, consultants, and NGOs.

Results Expected:
The Project manager successfully implements the continental data initiative and ensures
execution of the comprehensive continental data collection and analyses required for various
decision-making processes.

Required Qualifications and Experience:
Education
  • Advanced university degree (Master’s degree or equivalent) in computer science, data
science, analytics, statistics, information management, public administration, management or a
related field with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.
Experience
  • Significant experience in applied analytics, information management, statistics, migration data
analysis, stakeholder management or related area is required.
  • Experience in using migration data to advance decisions, strategies and execution is required.
  • Experience with self-service analytics and data visualization applications (MS Power BI, Qlik,
Tableau or similar), or business intelligence tools (SAP Business Objects, etc.) is required.
  • Experience with database or statistical analysis languages (SQL, Python, R, Stata) an asset.
  • Extensive experience in project development, management and reporting.
  • Experience in managing large scale data collection operations
  • Experience in research, and analytical report writing on migration.
  • Professional or academic experience in combining qualitative and quantitative research
methods.
  • Experience in managing teams
  • Practical experience in multi-tasking, prioritizing and working independently
  • Experience working in the UN or other international development organizations is considered
an asset. Skills
  • Strong understanding of the migratory context in the Americas.
  • Excellent communication skills and excellent attention to detail and quality.
  • Excellent writing skills and creative thinking.
  • Ability to manage a wide and complex variety of tasks and coordinate with a diverse array of
internal and external actors to assess their data needs and assist them in closing data gaps;
  • Ability to explain and make complex information on data accessible and understandable to
awide variety of stakeholders;
  • Ability to work effectively and harmoniously in a multicultural environment with colleagues from
various professional backgrounds.
  • Strong and demonstrable interest in migration and/or humanitarian issues;
  • Personal commitment, efficiency, flexibility;
  • Excellent research, writing, communication and analytical skills;
  • Ability to prepare clear and concise reports;
  • Knowledge of data protection and ethical data gathering and use principles


Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be
fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Fluency in Spanish, and a
working knowledge of another official UN language (Arabic, Chinese, French, and Russian) is
an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process,
which may include written and/or oral assessments.
