Project Description:
The Project “Women as Biodiversity & Climate-Resilience Guardians in Wetland/Peatland Landscapes” (Women as Guardians or “Wa G”) aims to enhance the empowerment of women, including women of Indigenous heritage, to conserve highland wetland and peatland ecosystems for increased climate resilience in Bolivia, Ecuador, and Peru. It will be headquartered in Lima, Peru, and implemented in eight communities located in the buffer zones around three internationally protected areas, known as Ramsar sites. Ramsar sites are wetland ecosystems designated as being of international importance under the 1971 international environmental treaty, “the Ramsar Convention on Wetlands”.
About the work
The target communities living in/around the Ramsar sites depend on healthy wetlands/peatlands for their well-being and sustenance. In these communities, women play crucial roles in natural resource management and household decision-making. They have strong ties to the land and are in many cases the primary users of resources. Women – in particular Indigenous women – are knowledge keepers of traditional wetland/peatland conservation practices, yet they are often excluded from formal conservation efforts. Their knowledge is rarely integrated into conservation processes and few opportunities exist for women to participate in decision-making.
Through training, technical support, and awareness raising, the Project will enhance the capacity of women to lead conservation efforts and actively participate in land and water resource management, helping identify sustainable land management strategies that balance environmental conservation and community needs. The Project also help create the conditions for women to participate in community and regional decision-making related to the conservation of these ecosystems.
The Role
The MEL/GE Coordinator will provide technical expertise in two primary areas: Monitoring, Evaluation and Learning (MEL) and Gender Equality (GE). They will support the delivery and coordination of MEL activities, knowledge management, and reporting for the Women as Guardians Project. The role requires coordinating MEL efforts across multiple project locations and implementing the gender equality strategy to ensure gender-inclusive, participatory project implementation.
The Coordinator will work closely with the project team to build capacity in MEL and Gender Equality (GE) principles and approaches, using a gender-sensitive and participatory approach that considers diverse, intersectional identities. This role requires blending expertise in MEL with a GE-focused approach aligned with Global Affairs Canada’s Feminist International Assistance Policy.
Key Responsibilities
Monitoring, Evaluation, and Learning (MEL)
- Data Management: Coordinate data collection, compilation, and analysis based on the project’s annual workplans.
- Tool Development: Support the development and refinement of data collection tools and methodologies to ensure accurate and reliable data gathering.
- Quality Assurance: Oversee the quality of data and information collected, ensuring high standards in evidence-based reporting
- Information Systems: Manage data and information systems related to project performance, ensuring relevant data is systematically stored, updated, and accessible.
- Research Support: Coordinate and conduct research activities, including the logistical and operational arrangements required.
- Reporting: Lead the internal reporting process, ensuring timely and quality-assured monthly and quarterly reports.
- Learning & Reflection: Facilitate review and reflection activities to support program learning and improvement.
- Evidence-Based Engagement: Educate the program team on the importance of evidence-based reporting, tailored for different audience groups.
- On-Site Support: Provide technical MEL support to on-site project teams, helping integrate MEL processes as needed by senior management.
- Internal Reporting: Develop and deliver MEL reports, including monitoring results, small research findings, and program success stories.
- MEL Plan Development: Support the development and review of the MEL Plan to ensure effective monitoring and evaluation practices.
- Capacity Building: Collaborate with the Training and Capacity Development Coordinator to build MEL capacity among program staff and partners.
- Gender Strategy Implementation: Lead the implementation of the gender equality strategy on the project, ensuring an inclusive and participatory approach.
- GE Analysis and Strategy Preparation: Conduct Gender-Based Analysis (GBA+) and prepare a gender equality strategy, integrating findings and recommendations in key project reports.
- Technical Advice on GE Integration: Provide technical advice on integrating GE principles in project planning, implementation, and monitoring, drafting recommendations as needed.
- Alignment with GAC’s Feminist Policy: Systematically apply Global Affairs Canada’s Policy on Gender Equality, making adjustments based on gender equality analyses.
- GBA+ and LM/PMF Adjustments: Complete Gender-Based Analysis and reflect its conclusions in the project’s logic model (LM) and performance measurement framework (PMF), with a specific focus on supporting women, youth, and Indigenous populations.
- GE Onboarding and Training: Develop GE onboarding materials, provide GE training for project staff at startup (including an orientation to the Feminist International Assistance Policy), and conduct biannual gender audits.
- Culture of Gender Equality: Foster a culture of gender equality and equity within the project team, making recommendations to improve gender integration based on audit findings.
- Bachelor’s degree in social sciences, development studies, gender studies, public policy, or a related field. Master’s degree preferred.
- At least 3-5 years of experience in Monitoring, Evaluation, and Learning (MEL), with a preferred focus on gender equality in international development.
- Bilingual English and Spanish (Advanced)
- Demonstrated experience coordinating MEL activities in multi-location, diverse teams.
- Proven experience in implementing gender mainstreaming and gender-sensitive approaches in program design and evaluation.
- Strong skills in data management, reporting, and knowledge management.
- Proficiency in developing data collection tools and methodologies.
- Expertise in gender-sensitive programming, intersectional analysis, and capacity development.
- Familiarity with Global Affairs Canada’s Feminist International Assistance Policy an asset.
- Strong team player with excellent coordination skills across diverse teams.
- Proven ability to conduct training and capacity building with diverse teams.
- Excellent written and oral communication skills in English and Spanish is required.
- This role may require travel across project locations as necessary.
