Job Overview:
The Camp Supervisor will be responsible for overseeing the day-to-day operations of a large-scale labor accommodation camp, housing more than 5,000 workers. This includes managing all aspects of camp operations, ensuring the welfare, safety, and health of workers, and ensuring compliance with Qatar’s labor laws and regulations. The ideal candidate will have prior experience managing large worker camps in the construction, industrial, or infrastructure sectors.
Key Responsibilities:

• Camp Operations Management:
• Supervise the daily operations of the labor camp, including accommodation, sanitation, catering, transportation, and security.
• Monitor the maintenance and cleanliness of the entire camp and facilities.
• Ensure smooth day-to-day functioning, addressing any issues related to utilities (water, electricity, air conditioning, etc.).
• Staff Management:
• Lead and supervise a team of camp staff, including supervisors, cleaners, kitchen staff, and security personnel.
• Schedule and assign tasks, conduct regular performance assessments, and provide training to staff as needed.
• Ensure high standards of performance and discipline are maintained at all times.
• Health, Safety & Welfare:
• Ensure compliance with health and safety regulations, including fire safety, sanitation, and emergency response procedures.
• Monitor worker health, safety, and general well-being, addressing any concerns or incidents promptly.
• Ensure the availability of basic medical services and facilities within the camp.
• Promote worker morale through engagement and welfare programs.
• Accommodation Management:
• Ensure all accommodation facilities meet the required standards of comfort, hygiene, and safety.
• Oversee room assignments, maintain the condition of living quarters, and ensure compliance with local and international standards.
• Manage accommodation complaints or issues from workers and address them effectively.
• Catering and Food Services:
• Oversee the catering services for all workers, ensuring that food provided is nutritious, safe, and meets dietary requirements.
• Coordinate with catering vendors to ensure timely and adequate food distribution for the workers.
• Monitor the quality and hygiene of food preparation areas.
• Transportation & Logistics:
• Coordinate the transportation of workers to and from the worksite, ensuring timely and safe movement.
• Oversee the management of camp vehicles and transportation scheduling.
• Compliance and Documentation:
• Ensure that the camp operates in compliance with Qatar’s labor laws and regulations, including worker accommodations, transportation, and food provisions.
• Keep detailed records of camp operations, including safety checks, maintenance schedules, and incident reports.
• Regularly report to the Project Manager or Site Manager on camp status and incidents.
• Conflict Resolution and Worker Relations:
• Act as the primary point of contact for workers regarding grievances, complaints, and welfare-related issues.
• Resolve conflicts between workers or between workers and camp staff in a professional and timely manner.
• Foster a positive and respectful living environment.

Qualifications:

• Education:
• Bachelor's degree or equivalent in Business Administration, Management, Civil Engineering, or related fields.
• Certification in health and safety or management of worker accommodations is a plus.
• Experience:
• Minimum 5-7 years of experience in camp management, specifically with large labor camps or construction sites with more than 1,000 workers (experience with camps over 5,000 workers is highly preferred).
• Previous experience in managing camps within the construction, oil & gas, or infrastructure sectors in the Gulf region is a plus.
• Strong background in managing large teams and dealing with diverse nationalities.
• Experience in conflict resolution and maintaining worker welfare.
• Skills:
• Strong leadership, organizational, and team management skills.
• Excellent problem-solving abilities and crisis management skills.
• Ability to work under pressure and handle emergencies.
• Knowledge of Qatar labor laws, health and safety regulations, and compliance requirements.
• Proficient in English (Arabic language skills are an advantage).
• Strong communication and interpersonal skills.
• Proficiency in MS Office (Excel, Word, Power Point).

Additional Requirements:

• Physical Requirements: Must be able to inspect facilities and supervise workers in varying outdoor conditions.
• Working Hours: Flexibility to work long hours, including weekends, and be on-call as needed.
• Visa/Work Permit: The candidate must be in Qatar and obtain a transferable visa.
